Report of the High School Principal


To the Superintendent of Schools :


1. The installation of fluorescent lights in the science room and the home economics room, together with the re- decorating of the latter, resulted in a decided improvement in the basement classrooms. Both of these rooms had areas of insufficient lighting even during pleasant days.


2. The new fire alarm system now eliminates the difficulty we formerly had in distinguishing passing signals from fire drills.


3. In the commercial department, sophomores may elect bookkeeping, in order that a second year of this sub- ject may be possible. During the spring term, students in the shorthand and typewriting classes took part in a na- tional contest. One girl was successful in receiving a pro- ficiency certificate in the theory of shorthand.


4. In November, a survey concerning kinds of schools attended and types of positions filled by the graduates for the last ten years was started. A study of the findings, together with the knowledge of the desires and interests of the present student body, may point to some desirable cur- riculum changes. In the classes from 1940 to 1949, there were 140 graduates, 65 boys and 75 girls. At the time of writing this report, about 55% of the replies have been returned and it may be of some interest to state a brief summary. Among the boys, those who have attended col- leges or universities number 15, electrical school 1, Art school 1, Junior College 2 and the courses of study taken are mechanical engineering 4, electrical engineering 2, theol- ogy, medical, liberal arts, education 3, law, physical educa- tion, chemistry, advertisement design, psychology, and sociology. Types of work indicated are construction, office personnel 3, mechanic, trucking, garage, school teacher 2, college instructor, minister, machinist, machine draftsman, and restaurant operator. Seven are in the Army or Navy. Among the girls, those who have attended commercial schools number 15, schools of nursing 7, university 1, and the New England Conservatory of Music 1. The types of work indicated are office (typist, clerks, secretaries) 24,

nurse 5, store clerk 3, laundry, die maker, medical secretary, supervisor of art, telephone operator and one in the army.


5. The special awards presented at graduation in June were as follows :

Gagnon and Beatrice I. Mixter. Pro Merito pins Ruth E. Campbell and Shirley A. Hatstat; certificate of proficiency in principals of shorthand, Ruth E. Campbell.

Report of the School Physician

The school physician submits the following report for Rutland for 1949-1950 :


In the spring of 1949, immunization for diphtheria was completed.


In May, of last year, the pre-school children were ex- amined at a special Clinic, and those who required vaccina- tion received it.


Physical examinations for this year have not been done as yet.

Report of the School Nurse


To the Superintendent of Schools :


I hereby submit my annual report as School Nurse for the year ending December 31. 1949.


The hearing of our school children is being tested with an audiometer. Unfortunately, hearing loss in the early stages rarely is noticed by parents and teachers or the child himself. Early detection and treatment of beginning hear- ing defects are necessary to prevent serious hearing im- pairment. Notices will be sent to the parents of children who fail the test.


Three diphtheria immunization clinics were held and 135 students were innoculated.


A pre-school clinic was held. The parents present at these clinics gave the doctor an excellent opportunity to explain the defects found.


The Visual test was made and most of the defects have been corrected.


Throughout the year routine work went on, such as home visits, personal interviews, weighing and measuring, inspections, first aid, excluding sick children, planning and assisting the school physician in clinics, ordering all sup- plies, conducting vision and hearing examinations, notify- ing parents of physical defects.

TOWN WARRANT


For Town Meeting, March 5, 1951


COMMONWEALTH OF MASSACHUSETTS


To either of the Constables of the Town of Rutland, in the County of Worcester


Worcester, ss.


Greeting:


In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Rutland, qualified to vote in elections and in Town affairs, to meet at the Community Hall in said Rutland, on the fifth day of March next, at 12 o'clock noon, then and there to act on the following articles:


ARTICLE 1. To bring in and deposit their ballots for a Moderator, for one year; for one Selectman for three years; for one Assessor for three years; for a Treasurer for one year; for one Water and Sewer Commissioner for three years; for one member of the School Committee for three years: for one member of Wachusett Regional School Dis- trict Committee for two years; for one member of the Board of Health for two years; for one member of the Board of Health for three years; for one member of the Board of Public Welfare for three years; for one Park Com- missioner for three years; for one member of the Planning Board for three years; for one member of the Planning Board for five years; for two Library Trustees for three years; for one Library Trustee for one year; for a Tree Warden for one year; for two Constables for one year. Each to specify the persons voted for by placing a cross (X) against the name. The polls will be opened at 12 o'clock and will be closed at 7 o'clock P.M.


ARTICLE 2. To hear the Annual Reports of the Town Officers and Committees.


ARTICLE 3. To see what action the Town will take to fix the Salaries or Compensation of the elected Town Officers for the year 1951.

To see if the Town will vote to author- ize the Town Treasurer, with the approval of the Select men, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1951, and to issue a note or notes therefore payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.


ARTICLE 5. To see if the Town will vote to authorize the Selectmen to sell or otherwise dispose of any equip- ment or material which may be of no further use to the Town.


ARTICLE 6. To determine how much money the Town will vote to raise and appropriate for defraying the expenses of the several Town Departments for the year 1951.


ARTICLE 7. To see if the Town will vote to contract with the State for Highway purposes as provided under Chapter 81. General Laws, and to raise and appropriate or transfer from available funds, a sum of money for Chapter 81 Main- tenance, or take any action thereon.


ARTICLE 8. To see if the Town will vote to contract with the State and County for Highway purposes as pro- vided under Chapter 90, General Laws, and to raise and ap- propriate or transfer from Available Funds, a sum of money for Chapter 90 Maintenance, or take any action thereon.


ARTICLE . To see if the Town will vote to con- tract with the State and County for Highway purposes as provided under Chapter 90, General Laws, and to raise and appropriate or transfer from Available Funds a sum of money for Chapter 90 Construction on Pleasantdale Road, or take any action thereon.


ARTICLE 10. To see if the Town will vote to transfer a sum of money from the Highway Machinery Rental Fund to the Highway Machinery Maintenance Account, or take any action thereon.


ARTICLE 11. To see if the Town will vote to appro- priate a sum of money from Overlay Surplus to the Reserve Fund, or take any action thereon.

ARTICLE 14. To see if the Town will vote to change the name of the road running from Emerald Road to Cool Sandy Beach from Doyle Avenue to Welch Avenue, or take any action thereon.


ARTICLE 15. To see if the Town will vote to raise and appropriate a sum of money for a July 4th Celebration or take any action thereon.


ARTICLE 16. To see if the Town will vote to raise and appropriate a sum of money for Civilian Defense, or take any action thereon.


ARTICLE 17. To see if the Town will vote to raise and appropriate a sum of money for vacation pay for the Town Highway Employees as provided under Section 111, Chapter 41, General Laws.


ARTICLE 18. To see if the Town will vote to raise and appropriate or transfer from Available Funds a sum of money for Chapter 90 Highway Land Damages, or take any action thereon.


ARTICLE 19. To see if the Town will vote to raise and appropriate, borrow or otherwise provide a sum of mon- ey for constructing a new Town Garage, or take any action thereon.


ARTICLE 20. To see if the Town will vote to raise and appropriate or transfer from Available Funds a sum of mon- ey for further development of the Recreation Center in- cluding the construction of a Bath House at the Swimming Pool.


ARTICLE 21. To see if the Town will vote to raise and appropriate, borrow or otherwise provide a sum of mon- ey for laying a water main of six inches in diameter on Pleasantdale Road, or take any action thereon.

ARTICLE 22. To see if the Town will vote to author- ize the Selectmen to appoint one of their members as Vet- erans' Agent and to set the salary thereof, or take any action thereon.


ARTICLE 23. To see if the Town will vote to author- ize the Assessors to use a sum of money from Available Funds to reduce the tax rate of the current year.


ARTICLE 24. To choose all necessary Town Officers and Committees.


All business contained in this Warrant with the excep- tion of Article 1 will be considered at an adjourned meet- ing to be held in the School Auditorium, Monday evening, March 5, 1951, at 8 o'clock, in accordance with the Town By- Laws.


And you are directed to serve this Warrant, by post- ing up attested copies thereof agreeable to vote of the Town. One at each of the five public places in said Town, seven days at least before the time of holding said meet- ing.


Hereof, fail not and make due return of this Warrant, with your doings thereon to the Town Clerk at the time and place of meeting aforesaid.

Report of the Selectmen


To the Citizens of Rutland:


The Board organized for the year 1950 with Donald M. Lincoln, Chairman, Frank J. Brooks, Clerk and Lloyd H. Campbell.


Donald M. Lincoln was appointed by the Board as Veterans' Agent.


Changes were made in Community Hall that provided new offices for the Tax Collector and Water Commissioners, and re-located the men's coat room.


In accordance with assurances made to us last year, the Department of Public Works awarded two contracts for State Highway on Route 122A which will extend to Ken- wood Drive, and work has been started on both contracts. tracts.


The Metropolitan District Commission has started work on the swimming pool. The well has been drilled, the con- crete work on the pool finished, and a building for the re- circulating system has been erected. More work will be done on this project this Spring.


The Athletic Field was dedicated on July 4th. We wish to thank several donors who have asked to remain anony- mous for donations of bleachers, playground equipment, flag pole and flag.


A committee was appointed at a special town meet- ing to investigate the building of a Town Garage and re- moval of the Town Barn. This would eliminate an unsight-


ly building and make the Recreational Center surroundings more desirable.
