Town Meeting, March 6, 1950


COMMONWEALTH OF MASSACHUSETTS


To EITHER of the Constables of the Town of Rutland, in the County of Worcester


Worcester, ss. Greeting :


In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Rutland, qualified to vote in elections and in Town affairs, to meet at the Community Hall in said Rutland, on the sixth day of March next, at 12 o'clock noon, then and there to act on the following articles :


ARTICLE 1. To bring in and deposit their ballots for a Moderator for one year; for one Selectman for three years; for one Assessor for three years; for one Assessor for one year; for a Treasurer for two years ; for one Water and Sewer Commissioner for three years; for one member of the School Committee for three years; for one member of the Board of Health for three years; for one member of the Board of Public Welfare for three years; for one Park Commissioner for three years; for two Library Trustees for three years; for a Tree Warden for one year; for one member of the Planning Board for five years; for two Con- stables for one year. Each to specify the person voted for by placing a cross (x) against the name. The polls will be opened at 12 o'clock noon and will be closed at 7 o'clock P.M.


ARTICLE 2. To hear the Anual Reports of the Town Officers and Committees.


ARTICLE 3. To see what action the Town will take to fix the Salaries or Compensation of the elected Town Officers for the year 1950.

ARTICLE 4. To see if the Town will vote to author- ize the Town Treasurer, with the approval of the Select- men, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1950, and to issue a note or notes therefore payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.


ARTICLE 5. To see if the Town will vote to author- ize the Selectmen to sell or otherwise dispose of any equip- ment or material which may be of no further use to the Town.


ARTICLE 6. To determine how much money the Town will vote to raise and appropriate for defraying the expenses of the several Town Departments for the year 1950.


ARTICLE 7. To see if the Town will vote to contract with the State for Highway purposes as provided under Chapter 81, General Laws, and to raise and appropriate or transfer from unappropriated available funds in the Treas- ury, a sum of money for Chapter 81 Maintenance, or take any action thereon.


ARTICLE 8. To see if the Town will vote to contract with the State and County for Highway purposes as pro- vided under Chapter 90, General Laws, and to raise and appropriate or transfer from unappropriated available funds in the Treasury, a sum of money for Chapter 90 Maintenance, or take any action thereon.


ARTICLE 9. To see if the Town will vote to contract with the State and County for Highway purposes as pro- vided under Chapter 90, General Laws, and to raise and appropriate or transfer from unappropriated available funds in the Treasury, a sum of money for Chapter 90 Con- struction on Pleasantdale Road, or take any action thereon.


ARTICLE 10. To see if the Town will vote to trans- fer a sum of money from the Highway Machinery Rental Fund to the Highway Machinery Maintenance Account, or take any action thereon.

ARTICLE 11. To see if the Town will vote to appro- priate a sum of money to be raised by taxation, borrowing or transfer, to purchase a new truck for the Highway De- partment and to authorize the Selectmen to sell a Ford one and one-half ton truck now owned by the Town, the proceeds of said sale to be credited to the Machinery Fund, or take any action thereon.


ARTICLE 12. To see if the Town will vote to author- ize the Assessors to use a sum of money from Available Funds to reduce the tax rate of the current year.


ARTICLE 13. To see if the Town will vote to desig- nate the new "Athletic Field" as "Memorial Field" and the approach thereto as "Memorial Drive" in memory of the young men of Rutland who gave up their lives in the recent World War.


ARTICLE 14. To see if the Town will vote to author- ize the Selectmen to appoint one of their members as Veteran's Agent and to set the salary thereof, or take any action thereon.


ARTICLE 15. To see if the Town will vote to appro- priate a sum of money from Overlay Surplus to the Reserve Fund, or take any action thereon.


ARTICLE 16. To see if the Town will vote to appro- priate a sum of money from the Highway Machinery Rental Fund to the Maturing Debt account, or take any action thereon.


ARTICLE 17. To see if the Town will vote to appro- priate a sum of money from Available Funds for further improvement of the Athletic Field and playground, or take any action thereon.


ARTICLE 18. To see if the Town will vote to raise and appropriate a sum of money for the purchase of a power lawn mower for the Park Department, or take any action thereon.


ARTICLE 19. To see what action the Town will take with regard to allowing the use of the Town Hall and Community Hall to Town Organizations.


ARTICLE 20. To see if the Town will vote to author- ize the Selectmen to appoint an Inspector of Wires in accordance with Chapter 166, Section 32, General Laws, as amended and to raise and appropriate a sum of money for the salary of said Inspector.

ARTICLE 21. To see if the Town will vote to author- ize the Board of Water Commissioners to make an appli- cation for and enter into an agreement with the Federal Community Facilities Service for the use of Federal funds made available under Public Law 352 enacted by the 81st Congress, for the purpose of procuring plans for water works, or take any action thereon.


ARTICLE 22. To see if the Town will vote to raise and appropriate a sum of money for the purpose of pur- chasing a truck for the use of the Water and Sewer De- partment, or take any action thereon.


ARTICLE 23. To see if the Town will vote to raise and appropriate a sum of money to connect the Community Hall Building with the sewer system, or take any action thereon.


ARTICLE 24. To see if the Town will vote to install one additional street light on Edson Avenue, or take any action thereon.


ARTICLE 25. To see if the Town will vote to change the name of the so-called "Town Hall" to "School Audi- torium", or take any action thereon.


ARTICLE 26. To see if the Town will vote to raise and appropriate a sum of money for School Auditorium repairs, or take any action thereon.


ARTICLE 27. To choose all necessary Town Officers and Committees.


All business contained in this Warrant with the ex- ception of Article 1 will be considered at an adjourned meeting to be held in Rutland Town Hall, Monday evening, March 6, 1950, at 8 o'clock, in accordance with the Town By-Laws.


And you are directed to serve this Warrant, by posting up attested copies thereof agreeable to vote of the Town. One at each of the five public places in said Town, seven days at least before the time of holding said meeting.


Hereof, fail not and make due return of this Warrant, with your doings thereon to the Town Clerk at the time and place of meeting aforesaid.

Report of the Selectmen


To the Citizens of Rutland :


We hereby submit the report of the activities of our Board for the year 1949.


The Board organized following the annual Town Meet- ing with Lloyd H. Campbell as Chairman, Donald M. Lincoln as Clerk and Frank J. Brooks as the third member.


Donald M. Lincoln was appointed by the Board as Veteran's Agent.


Improvements have been made in the street lighting system at a slight increase in cost to the Town. On part of Main Street and Maple Avenue 2500 lumen lights were in- stalled and new shades were put on some of the 1000 lumen lights. We believe that this change has been well worth while and we hope to be able to make more improvements in the future.


During the early part of last summer the Board com- municated with the Department of Public Works in Boston regarding the rebuilding of the road on Route 122A and we were assured by Commissioner Callahan that in addi- tion to the contract already partly completed in Jefferson we could expect a sizeable contract to be awarded in the early part of 1950 for further improvement on this road.


The 1949 session of the State Legislature passed the bill directing the Metropolitan District Commission to build a swimming pool for the town of Rutland at a cost of about $40,000. Preliminary plans are now in progress under the direction of Mr. Roy Kimball of the M.D.C., and the Park Commissioners and the Selectmen for the Town. We believe that construction will start on this in the early spring.


We wish at this time to publicly express our thanks and appreciation to Rep. George W. Dean for his untiring efforts on behalf of this bill as we believe he was directly responsible for its passage. We would like also to thank

th townspeople who attended the Committee hearings on this bill.


The work of grading and seeding the Athletic Field has been mostly completed and the fence and backstop have been erected. We would like to thank Raymond Putnam, Frank Taylor and John McGann for their work on this committee.


On behalf of the young people of the Town we would like to thank Mr. Chester E. Williams for his generous financial offer, also material donations and the active interest that he has taken in this project. We sincerely hope that other people will take a similar interest and that the voters will give us an appropriation for equipment for the field this year.


The Board voted not to print their financial report this year as an economy measure as all the information is con- tained in the Town Accountant's report. We hope that this meets with the approval of the voters.
