TOWN WARRANT
for
Town Meeting, March 7, 1949
COMMONWEALTH OF MASSACHUSETTS
To EITHER of the Constables of the Town of Rutland, in the County of Worcester
Worcester, ss.
Greeting:
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Rutland, qualified to vote in elections and in Town affairs, to meet at the Community Hall in said Rutland, on the sev- enth day of March next, at twelve o'clock noon, then and there to act on the following articles:
ARTICLE 1. To bring in and deposit their ballots for a Moderator for one year; for one Selectman for three years; for one Assessor for three years; for a Treasurer for three years; for a Town Collector for three years; for one Water and Sewer Commissioner for three years; for one member of the School Committee for three years; for one member of the Board of Health for three years; for one Park Commis- sioner for three years; for two Library Trustees for three years; for a Tree Warden for one year; for one member of the Planning Board for five years; for two Constables for one year; for a Town Clerk for three years. Each to speci- fy the person voted for by placing a cross (x) against the name. The polls will be opened at 12 o'clock, noon and may be closed at 6 o'clock P. M.
ARTICLE 2. To hear the Annual Reports of the Town Officers and Committees or take any action thereon.
ARTICLE 3. To choose all necessary Town Officers and Committees.
ARTICLE 4. To see what action the Town will take to fix the Salaries or Compensation of the elected Town Offi- cers for the year 1949.

ARTICLE 5. To determine how much money the Town wil vote to raise and appropriate for defraying the expenses of the several Town Departments for the year 1949.
ARTICLE 6. To see if the Town will vote to authorize the Town Treasurer, wtih the approval of the Selectmen, to borrow money from time to time in anticipation of the rev- enue of the financial year beginning January 1, 1949, and to issue a note or notes therefore payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.
ARTICLE 7. To see if the Town will vote to contract with the State for Highway purposes as provided under Chapter 81, and to raise and appropriate or transfer from unappropriated available funds in the Treasury, a sum of money for Chapter 81 Maintenance, or take any action thereon.
ARTICLE 8. To see if the Town will vote to contract with the State and County for Highway purposes as provid- ed under Chapter 90, and to raise and appropriate or trans- fer from unappropriated available funds in the Treasury, a sum of money for Chapter 90, Construction on Pleasantdale Road and Pommagussett Road, or take any action thereon.
ARTICLE 9. To see if the Town will vote to contract with the State and County for Highway purposes as provided under Chapter 90 and to raise and appropriate or transfer from unappropriated available funds in the Treasury, a sum of money for Chapter 90 Maintenance, or take any action thereon.
ARTICLE 10. To see if the Town will vote to allow the free use of the Town Hall and Community Hall to Town Organizations, or take any action thereon.
ARTICLE 11. To see if the Town will vote to transfer a sum of money from the Highway Machinery Rental Fund to the Highway Machinery Maintenance Account, or take any action thereon.
ARTICLE 12. To see if the Town will vote to authorize the Selectmen to sell or otherwise dispose of any equipment or material which may be of no further use to the Town.

ARTICLE 13. To see if the Town will vote to appropri- ate a sum of money to be raised by taxation, borrowing or transfer, to purchase a new truck for the Highway Depart- ment and to authorize the Selectmen to sell a Ford one and one half ton truck now owned by the Town, the proceeds of said sale to apply to the cost of the new truck.
ARTICLE 14. To see if the Town will vote to appropri- ate a sum of money to be raised by taxation, borrowing or transfer, to purchase a new tractor and equipment for the Highway Department and to authorize the Selectmen to sell a Cleetrac tractor now owned by the Town, the proceeds of said sale to apply to the cost of the new tractor and equip- ment.
ARTICLE 15. To see if the Town will vote to appro- priate a sum of money from Available Funds for improving the Athletic Field, or take any action thereon.
ARTICLE 16. To see if the Town will vote to raise and appropriate a sum of money to investigate the possibility of building a regional High School together with Holden, Paxton, Princeton and Oakham, or take any action thereon.
ARTICLE 17. To see if the Town will vote to raise and appropriate a sum of money for the purpose of laying a sewer main on the south side of Main Street from Edson Avenue extending to the west, or take any action thereon.
ARTICLE 18. To see if the Town will vote to raise and. appropriate a sum of money to purchase a new Adding Machine for the Town Offices, or take any action thereon.
ARTICLE 19. To see if the Town will vote to raise and appropriate a sum of money to purchase gas masks for the Fire Department in accordance with Section 51 A Chap- ter 48, General Laws, or take any action thereon.
ARTICLE 20. To see if the Town will vote to raise and appropriate a sum of money for a July 4th Celebration, or take any action thereon.
ARTICLE 21. To see if the Town will vote to accept Section 7, Chapter 40, General Laws which is as follows: 'Any Town which accepts this section or has accepted cor- responding provisions of earlier laws may appropriate mon- ey for the removal of ice and snow from its sidewalks, in accordance with the provisions of section six of chapter eighty-five, General Laws."

ARTICLE 22. To see if the Town will raise and appro- priate a sum of money for sidewalk snow removal, or take any action thereon.
ARTICLE 23. To see if the Town will vote to authorize the Board of Assessors to discontinue the annual publication of the valuation lists, or take any action thereon.
ARTICLE 24. To see if the Town will vote to accept a sum of money from the Rutland Welcome Home Fund Com- mittee to be used for Athletic Field purposes.
ARTICLE 25. To see if the Town will vote to raise and appropriate a sum of money for Public Welfare bills of the previous year, or take any action thereon.
ARTICLE 26. To see if the Town will vote to accept the report of the Selectmen laying out as a public way a certain street running from Maple Avenue to Fairview Avenue, and known as Phillips Road.
ARTICLE 27. To see if the Town will vote to accept the report of the Selectmen laying out as a public way a certain street running from Main Street to Phillips Road and known as Fairview Avenue.
ARTICLE 28. To see if the Town will vote to authorize the Selectmen to appoint one of their members as Veterans' Agent and to set the salary thereof.
ARTICLE 29. To see if the Town will vote to authorize the Assessors to use a sum of money from Available Funds to reduce the tax rate of the current year.
All business contained in this Warrant with the excep- tion of Article 1 will be considered at an adjourned meeting to be held Monday evening, March 7, 1949, at 8 o'clock, in accordance with the Town By-Laws.
And you are directed to serve this Warrant, by posting up attested copies thereof agreeable to the vote of the Town. One at each of the five public places in Said Town, seven days at least before the time of holding said meeting.
Hereof, fail not and make due return of this Warrant, with your doings thereon to the Town Clerk at the time and place of meeting aforesaid.

Report of the Selectmen
To the Citizens of Rutland:
The Board organized March 5, 1948 with Frank J. Brooks as Chairman, Lloyd H. Campbell as Clerk and Donald M. Lincoln as Veterans' Agent.
Regular Meetings have been held every two weeks on Monday evenings.
The purchase of the land for the Athletic Field has been completed and a Committee of three has been appoint- ed to work with the Selectmen in accordance with the vote taken at the last annual meeting.
The Committee appointed was Raymond K. Putnam, John W. McGann and Frank Taylor. We plan to start devel- oping this field as soon as weather permits.
