TOWN WARRANT
For
Town Meeting, March 6, 1961
THE COMMONWEALTH OF MASSACHUSETTS
To either of the Constables of Town of Rutland in the County of Worcester.
Worcester, Ss.
Greeting :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Community Hall in said Rutland on Monday the Sixth day of March next, at 12:00 o'clock noon, then and there to act on the fol- lowing articles:
ARTICLE 1. To bring in and deposit their ballots for a Moderator for one year; for one Selectman for three years; for one Assessor for three years; for a Treasurer for three years; for a Town Collector for three years; for a Town Clerk for three years; for one Water and Sewer Commissioner for three years; for for one member of the School Committee for three years; for one member of the Board of Health for three years; for one member of the Board of Public Welfare for three years; for one Park Com- missioner for three years; for one member of the Planning Board for five years; for one member of the Planning Board for three years; for two Library Trustees for three years; for a Tree War- den for one year; for two Constables for one year. Each to specify the person voted for by placing a Cross (X) against the name. The polls will be opened at 12 o'clock noon and may be closed at 8:00 o'clock P.M.
ARTICLE 2. To hear the Annual Reports of the Town Officers and Committees.
ARTICLE 3. To see if the Town will vote to fix the salaries or compensations of the elected Town Officers for the year 1961 in accordance with Section 108-Chapter 41-General Laws and to determine whether any Town Board shall be authorized to employ for additional salary or compensation any of its members and to fix such salary or compensation.

ARTICLE 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1962 and to issue a note or notes therefore payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.
ARTICLE 5. To raise such sums of money as may be necessary to defray the expense of the several Departments for the year 1961 and to determine whether the Town will appropriate money therefore to be provided by taxation or by appropriation from available funds, or take any action in relation thereto.
ARTICLE 6. To see if the Town will vote to contract with the State and County for highway purposes as provided under Chap- ter 81 and Chapter 90-General Laws.
ARTICLE 7. To see if the Town will vote to install four street lights on Main Street starting at the junction of Central Tree Road easterly on Main Street toward the Holden line, or take any action in relation thereto.
(The Finance Committee approves this Article and recommends an appropriation of $75.00)
ARTICLE 8. To see if the Town will vote to raise and appro- priate, transfer from available funds in the treasury, or borrow a sum of money to purchase a new truck for the Highway Department and to authorize the Selectmen to sell a truck presently owned by the Town, the proceeds of such sale to be applied toward the pur- chase of the new truck, or take any action in relation thereto.
(The Finance Committee approves this Article and recommends that the necessary funds be provided, the amount to be determined at the Annual Town Meeting.)
ARTICLE 9. To see if the Town will vote to raise and appro- priate a sum of money for erecting a chain-link fence at the Town Dump, or take any action in relation thereto.
(The Finance Committee does not recommend this Article.)

ARTICLE 10. To see if the Town will vote to raise and appro- priate a sum of money to construct an addition to the fire station or take any action in relation thereto.
(The Finance Committee approves this Article and that the sum of $1000.00 be raised and appropriated for this purpose.)
ARTICLE 11. To see if the Town will vote to raise and appro- priate a sum of money to clean, repair, and paint the Water Depart- ment standpipes or take any action in relation thereto.
(The Finance Committee approves this Article, the amount to be determined at the Annual Town Meeting.)
ARTICLE 12. To see if the Town will vote to raise and appro- priate, borrow or transfer from Available Funds in the Treasury, a sum of money for laying a sewer main on Main Street approximately one hundred and sixty-five feet westerly from the junction with Glenwood Road, thence northerly on Glenwood Road approximately three hundred and sixteen feet to the old M.D. C. sewer line, the cost of said sewer line to be apportioned in accordance with the vote of the Town on March 7, 1954, or take any action in relation thereto.
(The Finance Committee approves this Article, the amount to be determined at the Annual Town Meeting.)
ARTICLE 13. To see if the Town will vote to raise and appro- priate a sum of money to pay prior year bills of the Veterans Ser- vices Department or take any action in relation thereto.
(The Finance Committee approves this Article and recommends that the sum of $201.03 be raised and appropriated for this pur- pose. )
ARTICLE 14. To see if the Town will vote to raise and appro- priate a sum of money for purchasing and planting trees on public ways, or take any action in relation thereto.
(The Finance Committee approves this Article and recommends that the sum of $200.00 be appropriated for this purpose.)

ARTICLE 15. To see if the Town will vote to raise and appro priate a sum of money to excavate and back fill in connection with the renewal of approximately five hundred and twenty-five feet of water mains on Maple Avenue and install one hydrant, or take any action in relation thereto.
(The Finance Committee approves this Article and recommends that the sum of $700.00 be raised and appropriated for this pur- pose.)
ARTICLE 16. To see if the Town will vote to appropriate a - --- sum of money from Available Funds in the treasury to reduce the tax levy of the current year, or take any action in relation ther to.

ARTICLE 17. To choose all necessary Town Officers and Com- mittees.
All business contained in this Warrant with the exception of Article 1, will be considered at an adjourned meeting to be held in the Community Hall, Saturday evening March 11, 1961 at eight o'clock in accordance to the Town By-Laws.
And you are directed to serve this Warrant, by posting up attested copies thereof at each of the five places in said Town, seven days at least before the time of holding said meeting.
HEREOF FAIL NOT, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.

REPORT OF THE FINANCE COMMITTEE
The Finance Committee organized for the year with George M. Campbell as Chairman and Roger L. Culver as Clerk. The Committee accepted with regret the resignations of David A. Darrah and Stuart C. Thurston. John R. Takala and Abramo L. Mufatti were appointed to fill the vacancies.
Meetings and conferences were held during the year to dis- cuss in detail budget requests of the various departments and committees and we extend our appreciation for their cooperation and assistance.
The total 1961 departmental budget to be raised from 1961 tax levy (not including action to be taken on Town Warrant ar- ticles) is $399,000.00; $25,842.00 above that of 1960. The largest increases are, Rutland Elementary School - $7033.00; Wachusett Regional School - $16,066.00; Highways -$1256.00; Re- tirement Fund or Pensions - $471.00. It was necessary to add an item of $400.00 this year to the Police Department requirements because of a change over of the radio equipment wave band re- quested by the Federal Communications Commission.
The following transfers from the Reserve Fund to the various 1960 accounts were authorized by this Committee :

REPORT OF SELECTMEN
To the Citizens of Rutland :
The Board of Selectmen submit herein the following reports of the several officers, Committees, and Departments of the Town for the fiscal year 1960.
The 1960 organization of the Board of Selectmen was as follows:
Frank J. Brooks , Chairman Lloyd H. Campbell, Clerk James L. Wood , Member
Regular meetings were held on every second Monday evening. The Board wishes to report on the following :
Town Property :
Insulation was provided for the Community Hall ceiling which should result in more economical heating.
The exterior of the Community Hall should be painted this year and a sum of money has been included in the budget for this item.
Forms were sent to all departments for an inventory of all furnishings and equipment, as of January 1, 1961.
Highways :
The improvement of Wachusett Street under Chapter 90 was con- tinued in 1960 and has now been completed to the junction with Route 68-East County Road. The program will be extended in 1961 to an eventual terminus on Glenwood Road.
It is recommended that the oiling of gravel roads be continued in 1961.
An article has been inserted in the 1961 warrant to replace a 1950 Highway Truck.

The Selectmen were also pleased to receive a favorable re- port that the State Department of National Resources plans to develop a State Park in the Long Pond area. This move was in- itiated by the Selectmen.
We wish to thank all town officers, boards, and committees for their cooperation during the year.

PROGRESS REPORT SUBMITTED BY THE SCHOOL NEEDS STUDY COMMITTEE
(This report is restricted to the investigation of the school housing problem.)
To the Town of Rutland, Mass. :
The purpose of this meeting is to inform the townspeople of Rutland that after a year of study, this committee has unanimously approved a course of action which will, if approved by the town and carried to completion, solve our school plant problem.
The major factors in this problem are:
(1) a building that does not meet the minimum state re- quirements in safety, health and educational facilities.
(2) need for additional classroom space.
(3) need for additional cafeteria space.
(4) provisions for future expansion.
Before giving the findings of this committee, we believe that the townspeople should realize that this committee was de= signed to give representation to all interests comprising the Town of Rutland by including representatives of the Board of Selectmen, Finance Committee, School Committees P.T.A. , and two members at large, Superintendent of School Dr. Charles Bowlby or his assistant, Mr. William Carey , and principal Raymond Bogosian attended all meetings as educational consultants.
It is the unanimous opinion of this committee that the Town should plan to abandon the Old Center School Building for educas: tional purposes and attempt to establish a Regional Building pro- gram with the Town of Oakham to include grades 4-8.
To support our recommendation to abandon the Old Building, the committee states that the cost of renovation would be out of proportion to the final value of the building, and that the ex- pense of renovation would be borne entirely by the Town, since the State of Federal government does not reimburse for renovating. Another factor to be considered at this point is the safety of 270 young children in the event of fire.
