Report of action taken at the Annual Town Meeting and Special Town Meetings during the year 1962


The first meeting this year was a Special Meeting and was held at the Center School Auditorium March 3, 1962.


At this meeting Mr. Mulvey, chairman of the Building Committee, read a report of the Building Committee. He pre- sented three possible sites for the proposed new school build- ing: namely the Gagnon, the Prouty and the Jewish San-Wiback sites.


The meeting voted to accept this report as a progress re- port.


Under article two Mr. Mulvey moved that the voters present indicate their first choice for a school site, using the paper ballots provided by the Committee, and that the site receiving the least number of votes be eliminated from further considera- tion at this meeting.


After this motion was voted, ballots were distributed to the voters. The Gagnon site received the least number of votes.


Another motion, to see if the Town of Rutland will desig- nate a tract of land for school purposes by ballot was made. This motion was passed. The result of the vote was Jewish San- Wiback site 96, the Prouty site 70.


Under article three it was voted that the sum of $19,000 be raised and appropriated for the purpose of purchasing the Wiback-Jewish San property for school purposes. $3,000 to be appropriated from available funds in the treasury and to borrow #16,000, the whole amount to be paid in not more than eight years


The Annual Town Meeting was held March 5, 1962. Article one, the election of the Town Officers, was acted upon at the Community Hall and the meeting adjourned until the following Saturday, March 12, 1962, according to the By-Laws .


The reports of the various Officers and Committees were ac-

cepted as printed in the Annual Report book.


The salaries and compensations of the elected Town - Officers were voted the same as the previous year with the ex- ception of the Town Treasurer and Town Collector which was in- creased $200 for each office.


The appropriations for expense of the various departments and committees were voted as recommended in the Town Report with the exception of Snow & Ice Removal, which was increased $5,000 and interest on Maturing Debt #500. The whole amount to be raised and appropriated was $413,295.35.


$1,500 was transferred from Workmen's Compensation Fund to Workmen's Compensation Account. Voted to transfer $5,000 from Road Machinery Rental Fund to Highway Machinery Mainten- ance Account. Also voted to appropriate $1,000 from Sewer Sur- plus to Maturing Debt. The County Dog Tax Refund of $551.96 was appropriated to the Library Account.


Voted to contract with the State and County for Highway purposes .


Voted to raise and appropriate $200 for planting trees on public highways.


Voted to appropriate the sum of $2,000 from the Highway Rental Fund to purchase a sand spreader for the Highway Dept.


Voted to raise and appropriate $295 to purchase an adding machine for the Town Collector's Department.


Also voted to raise and appropriate $1,065 to purchase a chlorinator for the Water Department.


Voted to appropriate $15,000 from available funds in the Treasury to reduce the tax levy of the current year.


On August 24th a special meeting was held at the School Auditorium.

At this meeting the Town voted to authorize the Selectmen to execute and deliver a deed conveying the Town's right, title and interest to a small strip of land on Main Street, formerly part of the Wiback property, to Hilda Wiback for one dollar.


Voted to appropriate from available funds the sum of $1,600 to demolish the buildings on Town property formerly the First Congregational Church and the Wiback property.


Voted to appropriate from available funds #1,000 for the School Building Committee.


Voted to amend the Wachusett Regional School District agreement by deleting Section 14 in its entirety and replacing it with the following:


Section 14. "This agreement may be amended by recom- mendation of the Regional District School Committee and approval of all member towns at an annual or special town meeting."


Voted to appropriate the sum of $500 from Road Machinery Rental Fund to purchase a chain fall for the Highway Department.


Voted to authorize the Selectmen to enter into an agree- ment with the Roman Catholic Diocese of Worcester for the right of access over St. Patrick's Church property to the Rutland Center School property.


Voted to transfer the sum of $5,500 from the Road Machinery Rental Fund to the Highway Machinery Maintenance Account.


The articles to amend the Zoning By-Laws and Zoning Map referred to in Sec. 3 of the Zoning By-Laws to change from "Residence District" to "Business District" area of land on Maple Avenue and Glenwood Road were defeated.


Voted to amend the Zoning By-Laws and Zoning Map by chang- ing from "Business District" to "Industrial District" an area of land owned by Edith Pemsteen fronting 486 feet on the north- erly side of Rt. 122, approximately 1 mile from the Paxton line.

Voted to authorize the Board of Health to enter into a contract for the collection of garbage in the Town and that the sum of $600 be appropriated from available funds therefor, for the remainder of the year.

REPORT OF THE SUPERINTENDENT OF STREETS


Chapter 81 Maintenance


On Chapter 81 the usual maintenance of scraping, drainage and mowing was done. Approximately 1 mile of roadway was graveled and tarred. 32,000 feet of roadway was treated with tar and asphalt. 19,200 gallons of asphalt and tar were used. 1,100 cubic yards of screened sand was used.

REPORT OF THE BOARD OF APPEALS


Mr. Timothy Murphy, former Chairman of the Board of Ap- peals, resigned the first of 1962 and Mr. Harry Dow was ap- pointed in his place. At the next meeting the Board was organ- ized with Harry Dow as Chairman, Robert Cannon as Clerk and Nelson Calkins, Jr. the third member. The alternate members are Messrs Robert Harris, Stanley Gradowski and Forrest Armen- trout.


Regular meetings have been held since April on the first Friday of each month. Starting in February, 1963 the regular meeting night will be the first Tuesday of each month.


The Board has been appealed to three times during the year, once concerning the building code and twice concerning the zoning by-laws. One of the latter appeals was cancelled be- fore the date of the scheduled hearing. The other two cases were disposed of in due course .

ANNUAL REPORT OF THE PLANNING BOARD FOR 1962


The Zoning By-law was approved early in the year and is now in effect.


The enforcement of this by-law is under the direction of the selectmen, not the Planning Board.


The Planning Board is assigning street numbers as re- quired by town by-law. The board notifies each owner of the number assigned to his property. The streed numbering by-law requires that the "owner or occupant shall cause to be affixed and maintained that number in suitable form on or near the main entrance" .


The board is handicapped for lack of space, both for meetings and for the filing of the many additional maps and plans required by zoning and street numbering. We hope this may be soon provided as requested of the selectmen some months ago.


The board meets the second Wednesday of each month at 8:00 P.M.

This year eleven volumes of American Biography and fifteen volumes of Compton's Encyclopedia were purchased. Both these sets have been most useful for the school children.


Magazines for the reading tables have been supplied by the American Legion and Mrs. Franklin T. Wood.


Books have been donated by Raymond K. Putnam, Mrs. Walter VanderPyl, Mrs. John Macarchuk, Mrs. Caroline Wallace and Mrs. Franklin T. Wood.


The problem of the children returning borrowed books is ever increasing. It is hoped that the parents will be a little more helpful in keeping tabs on the books so that it will not be necessary for the librarian to make so many tele- phone calls in order to have the books returned. When these books are kept out overtime they are out of circulation and many are deprived of the use of them.

"Chapter 266 of the General Laws is hereby amended by striking out section 100, as appearing in the Tercentenary Edition, and inserting in place thereof the following sec- tion: - SECTION 100. Whoever wilfully, intentionally and without right, or wantonly and without cause, detains a book, newspaper , magazine, pamphlet or manuscript which belongs to a law, city, town or other public or incorporated library for thirty days after a written notice to such person and to his parent or guardian, if he is a minor, from the library thereof , containing a copy of this section and sent by certified mail after the expiration of the time during which, by the regula- tions of such library, such book, newspaper, magazine, pamphlet or manuscript may be kept, shall be punished by a fine of not less than one nor more than twenty-five dollars".

REPORT OF THE TRUSTEES OF THE PUBLIC LIBRARY


Several meetings of the Library Trustees were held during the year for the selection of new books for the library and for the purpose of determining the kind and number of maga- zines and other periodicals suitable for the Library and its adult and juvenile readers.


The Central Massachusetts Regional Library System pro- vided for in Chapter 760 of the Acts of 1960, is now in opera- tion. Forty-two communities of Worcester are participating in the system. The Fitchburg Public Library is the Regional Library Center for this area and will issue regional cards on a non-fee basis to persons of High School age or over, and who

are residents of a participating community. Application for cards will be honored only when bearing the signature and rec- ommendation of the local librarian. Cards will be issued for a one-year period and will be subject to limitations now placed on borrowing privileges of Fitchburg residents. The card will be marked "Regional". Application for regional cards may be made by qualified persons at the Rutland Library.


The report of the Library Trustees for 1961, showed un- expended funds as $208.63. A delayed discount on the pur- chase price of the Encyclopedia Brittanica in the amount of $144.00 was received by the Trustees, February 10, 1962 and was deposited with the Rutland Town Treasurer, thus increasing the amount unexpended for the year 1961 to $352.63.

REPORT OF THE RUTLAND SCHOOL BUILDING COMMITTEE


On July 25, 1961 the first meeting of the newly appointed School Building Committee was called to order. Members ap -- pointed to the committee were Rollin Wheeler, James Mulvey, Nelson Calkins, Jr. , James Wood, Arthur Smith, George Camp- bell, and William Griffin. Educational advisors were Raymond Bogosian, and Supt. of Schools Dr. Charles Bowlby.


At this meeting Mr. Mulvey was elected to serve as Chair- man, Mr. Wheeler as Vice-Chairman and Mr. Griffin as Secretary.


Our first order of business was the selection of a site for the proposed new elementary school. Those given considera- tion were: The Prouty Land, The Jewish San-Congregational Church Property and the Gagnon Land.


On August 29, 1961 after interviews and field trips to view work of several architects the committee voted to retain the firm of O.E. Nault & Sons as architects for our proposed new school.


On March 3, 1962 a special town meeting was held and it was voted by the town to purchase the Congregational Church- Wiback property for school purposes.


On September 12, 1961, Educational specifications were drawn up by the committee and the school administration calling for construction of 12 classrooms, an auditorium-gymnasium, cafeteria and a special classroom. Preliminary plans for these were presented to the School Building Assistance Commission at a meeting with the committee in Boston and on January 7, 1962 approval of these preliminary drawings was received from the State .


On March 13, 1962 Mr. Arthur Smith was elected to serve as Vice-chairman to take the place of Mr. Wheeler. Mr. Attilio Alinovi who was elected to the position on the School Committee vacated by Mr. Wheeler was then appointed to serve on the School Building Committee.

Mr. Charles Varjian, the newly appointed Principal of Rutland Center School, was also appointed at this time to serve as Educational Advisor due to the appointment of Mr. Bogosian into the Holden School System.


This committee has, by invitation, attended many of the Regional School Committee meetings to hear the Englehardt Re- port and to keep abreast of the thinking on the Regional Level.


- Final Drawings and Specifications for our new school are now in progress and are expected to be completed on or about May 1, 1963. It is the intention of the committee at that time to obtain bids for the new construction and present them to the Town at a special meeting.


Federal funds for preliminary planning and architectural fees have been approved by the Federal Housing and Home Finance Agency.

REPORT OF THE FIRE ENGINEERS


During the year the Fire Department answered five alarms for building fires, one false alarm, three auto- mobiles. One man died as result of burns.
