TOWN WARRANT


For


Town Meeting, March 7, 1960


COMMONWEALTH OF MASSACHUSETTS


To either of the Constables of Town of Rutland in the County of Worcester.


Worcester, SS. Greeting :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Community Hall in said Rutland on Monday the Seventh day of March next, at 12:00 o'clock noon, then and there to act on the fol- lowing articles :


ARTICLE 1. To bring in and deposit their ballots for a Mod- erator for one year; for one Selectmen for three years; for one Assessor for three years; for one Water and Sewer Commissioner for three years; for one member of the School Committee for three years; for one member of the Board of Health for three years; for one mem- ber of the Board of Health for two years; for one member of the Board of Public Welfare for three years; for one Park Commissioner for three years; for two Library Trustees for three years; for one Library Trustee for one year; for a Tree Warden for one year; for one member of the Planning Board for five years; for two Constables for one year. Each to specify the person voted for by placing a Cross (x) against the name. The polls will be opened at 12 o'clock noon and may be closed at 6:00 o'clock P. M.


ARTICLE 2. To hear the Annual Reports of the Town Officers and Committees .


ARTICLE 3. To see if the Town will vote to fix the salaries or compensations of the elected Town Officers for the year 1960 in accordance with Section 108-Chapter 41-General Laws and to de- termine whether any Town Board shall be authorized to employ for

additional salary or compensation any of its members and to fix such salary or compensation.


(The Finance Committee recommends that the report of the Committee appointed by the Moderator to study the salaries of the elected town officers be accepted in full. . The total increase be- ing $715.00 and is reflected in the Departmental Budget .).


ARTICLE 4. To see if the Town will vote to authorize the


Town Treasurer , with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1960, and to issue a note or notes therefore payable within one year, and to renew any note or notes as may be given for a period of less than one year, in ac- cordance with Section 17, Chapter 44, General Laws.


ARTICLE 5. To raise such sums of money as may be necessary to defray the expenses of the several Town Departments for the year 1960 and to determine whether the Town will appropriate money there- for to be provided by taxation or by appropriation from available funds, or take any action in relation thereto.


ARTICLE 6. To see if the Town will vote to contract with the State and County for highway purposes as provided under Chapter 81 and Chapter 90-General Laws .


ARTICLE 7. To see if the Town will vote to install six street lights on Maple Avenue starting from Kenwood Drive toward the Paxton line, or take any action in relation thereto.


(The Finance Committee recommends that six street lights be installed on Maple Avenue and that the sum of $120.00 be raised and appropriated for same.)


ARTICLE 8. To see if the Town will vote to raise and ap- propriate, transfer from available funds in the treasury or bor- row a sum of money to extend the present water main on Maple Avenue approximately 1450 feet from its present termination (near Kenwood Road) or take any action in relation thereto.

(The Finance Committee recommends that the present water main on Maple Avenue be extended approximately 1450 feet from its present termination near Kenwood Road and that the town bor- row the sum of $8000.00 for a period of four years to cover the cost of same.)


ARTICLE 9. To see if the Town will vote to raise and ap- propriate a sum of money for engineering services in connection with a proposed extension of the sewer system for the Pound Hill area or take any action in relation thereto.


(The Finance Committee recommends that the sum of $500.00 be raised and appropriated for engineering services in connection with a proposed extension of the sewer system for the Pound Hill area.)


ARTICLE 10. To see if the Town will vote to raise and ap- propriate a sum of money to purchase new chairs for the School. Auditorium or take any action in relation thereto.


( The Finance Committee recommends that the sum of $800.00 be raised and appropriated for the purchase of new chairs for the School Auditorium provided this auditorium can be used in the future.)


ARTICLE 11. To see if the Town will vote to raise and ap- propriate a sum of money for the purpose of reconstructing, re- modeling or making extraordinary repairs to the old Town Hall School Building and determine whether the money shall be provided for by appropriation from available funds in the treasury; by tax- ation or by borrowing under authority of Chapter 27- Acts of 1948 as amended .


(The Finance Committee recommends that this article be ap- proved and that a sum of money be raised and appropriated for same, the amount to be determined at the Town Meeting.)


ARTICLE 12. To see if the Town will vote to appoint a School Needs Study Committee, said committee to be composed of the Rutland School Committee; the Wachusett Regional School Committee-Member- at-Large; one member of the P.T.A. to be selected by that organ-

ization; one Selectmen chosen by that Board; one member of the Finance Committee to be chosen by that Committee, and two members chosen at large to be selected by the Moderator; and to raise and appropriate a sum of money for this committee's expense, or take any action relative thereto.


(The Finance Committee recommends that this article be ap- proved and that the sum of $1000.00 be raised and appropriated for the Committee's expense .)


ARTICLE 13. To see if the Town will vote to raise and ap- propriate a sum of money for demolishing the former St. Patrick's church building on property now owned by the Town, or take any action in relation thereto.


(The Finance Committee recommends that this article be ap- proved and that the sum of $300.00 be raised and appropriated for same .)


ARTICLE 14. To see if the Town will vote to raise and ap- propriate a sum of money for land damage in connection with the State construction of Route 68 in North Rutland on the Property of Daniel J. Harrington or take any action in relation thereto.


(The Finance Committee approves that the sum of $4700.00 be raised and appropriated for land damage in connection with Chap. 90 construction on Route 68 in North Rutland on the property of Daniel J. Harrington. This article has been approved by the Fin- ance Committee only because it is mandatory by Court order.)


ARTICLE 15. To see if the Town will vote to raise and ap- propriate a sum of money for land damage in connection with the Chapter 90 highway construction on Wachusett Street on the property of George H. Carey, or take any action in relation thereto.


(The Finance Committee approves that the sum of $1200.00 be raised and appropriated for land damage in connection with Chapter 90 on Wachusett Street on the property of George H. Carey.)


ARTICLE 16. To see if the Town will vote to accept Laurel- wood Road in accordance with the layout of the Selectmen, duly

filed with the Town Clerk and approved by the Planning Board and to authorize and direct the Selectmen to make a taking of easement in accordance with said layout and to accept a deed of the water pipe and other facilities in said layout, or take any action in relation thereto.


(The Finance Committee approves of this article.)


ARTICLE 17. To see if the Town will vote to appropriate from Available Funds a sum of money to reduce the tax levy for the current year, or take any action in relation thereto.


(The Finance Committee approves that the sum of $10,000.00 be appropriated from Available Funds to reduce the tax levy for the current year. )


ARTICLE 18. To choose all necessary Town Officers and Committees .


All business contained in this Warrant with the exception of Article 1, will be considered at an adjourned meeting to be held in the Community Hall, Saturday evening, March 12, 1960 at eight o'clock in accordance to the Town By-Laws.


And you are directed to serve this Warrant, by posting up attested copies thereof at each of the five places in said Town , seven days at least before the time of holding said meeting.


HEREOF FAIL NOT, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.

REPORT OF THE FINANCE COMMITTEE


The Finance Committee organized for the year with George M. Campbell as Chairman and Roger L. Culver as Clerk. David A. Darrah was appointed to the Committee to fill the vacancy due to the resignation of Donald Martin.


Numerous meetings and conferences were held during the year with the various members of the committees and boards to review in detail their budget requests, and we wish to extend our apprecia- tion for their cooperation and assistance. It is gratifying to note that a majority of the departments kept within their 1959 appropriations .


The total 1960 departmental budget to be raised from the 1960 tax levy (not including action to be taken on Town Warrant article is $35,705.00 above 1959. The largest increases are, Rutland Elementary School - $17,973.00; Wachusett Regional School - #8607.00; There is also an increase in the Highways account of $5805.00 which is due in part to funds from State reimbursement under Chapter 718 which were available in 1959 but will not be in 1960 0


In our report last year we recommended under Article 3 of the Town Warrant, relative to salaries of the elected town of - ficers, that the salary of the Town Treasurer be increased by $300.00 and that of the Town Collector by $200.00 which was favor- ably voted. We also recommended that a committee be appointed to study the salaries of the other elected officers and make a rec- commendation at the next annual Town Meeting in 1960. The commit- tee was appointed by the Town Moderator and their report is pub- lished herein. The Finance Committee has approved in full the committee's recommendations and has provided for the salary in- creases in our recommended departmental budget.


We also believe it is feasible to publish a segregated analysis of the Rutland Elementary School budget and have sub- mitted it herein.


The following transfers from the Reserve Fund to the various 1959 accounts were authorized by this Committee:

The Finance Committee Recommends that the following action be taken on Articles contained in the Town Warrant:


Article 3 - The Finance Committee recommends that the report of the Committee appointed by the Moderator to study the salaries of the elected town officers be accepted in full. The total increase being $715.00 and is re- flected in the Departmental Budget.


Article 7 - The Finance Committee recommends that six street lights be installed on Maple Avenue and that the sum of $120.00 be raised and appropriated for same.


Article 8 - The Finance Committee recommends that the present water main on Maple Avenue be extended approximately Calle 1450 feet from its present termination near Kenwood Road and that the town borrow the sum of #8000.00 for a period of four years to cover the cost of same.


Article 9 - The Finance Committee recommends that the sum of $500.00 be raised and appropriated for engineering services in connection with a proposed extension of the sewer system for the Pound Hill area .


Article 10- The Finance Committee recommends that the sum of Pass over $800.00 be raised and appropriated for the purchase of new chairs for the School Auditorium provided this auditorium can be used in the future .


Article 11- The Finance Committee recommends that this article be approved and that a sum of money be raised and ap- propriated for same, the amount to be determined at the Town Meeting.


Article 12- The Finance Committee recommends that this article be approved and that the sum of $1000.00 be raised and appropriated for the Committee's expense.


Article 13- The Finance Committee recommends that this article be approved and that the sum of $300.00 be raised and ap- propriated for same .

Article 14- The Finance Committee approves that the sum of $4700.00 be raised and appropriated for land damage in connect- ion with Chap. 90 construction on Route 68 in North Rutland on the property of Daniel J. Harrington. This article has been approved by the Finance Com- mittee only because it is mandatory by Court order.


Article 15- The Finance Committee approves that the sum of $1200.00 be raised and appropriated for land damage in connection with Chapter 90 on Wachusett Street on the property of George H. Carey.
