Report of action taken at the Annual Town Meeting and Special Town Meetings in the year 1961


The first meeting of the year was a Special Meeting, which was held February 3, 1961.


Under the first article in the warrant, Mr. James Mulvey read the report of the School Needs Study Committee. It was the unan- imous opinion of the committee that the Town should plan to abandon the Old School Building for educational purposes and attempt to establish a Regional Building Program with the Town of Oakham.


The second article called for the authorization of appoint- ment of a Regional School District Planning Committee in accord- ance with the provisions of Section 14, Chapter 71. This was voted favorably and the Moderator appointed Mr. James A. Mulvey, Chairman of the School Needs Study Committee, Mr. Rollin M. Wheeler of the Rutland School Committee and Mr. Arnold C. Weller, Jr. to this committee.


The third article was to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1961, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws. Voted favorably.


The Annual Town Meeting was held March 6, 1961 at which the election of Officers was accomplished. Also under article one the following question appearing on the ballot was voted favorably. Yes 175, No 45, Blanks 47.


"Shall chapter thirty-two B of the General Laws, authorizing any county, city, town or district to provide a plan of group life insurance, group accidental death and dismemberment in- surance, and group general or blanket hospital, surgical and medical insurance for certain persons in the service of such county, city, town or district and their dependents, be ac- cepted in this town?"


The legality of this vote was questioned since it did not appear in the warrant. The Selectmen appealed to the Legislature and an act was enacted under Chapter 391, Acts of 1961 validating and confirming the action.


The remainder of the articles in the warrant were acted upon the following Saturday, March 11, 1961 according to the Town By-Laws.

Article 2. The reports of the various Officers and Committees were accepted as printed in the Annual Report Book. Article 3. The compensations and salaries of the elected Officers were voted to remain the same as 1960.


Article 4. This was a routine article allowing the Treas- urer to borrow money from time to time in anticipation of revenue of financial year beginning January 1, 1962 and to notes therefor.


Article 5. The sum of $405,870.06 was voted to defray the expenses of General Government and Town Departments. Voted to transfer the sum of $1500.00 from Workmen's Compensation Fund to Workmen's Compensation Account. To transfer from Highway Mach- inery Fund to Highway Machinery Maintenance Account the sum of $5,000.00. Voted to appropriate the County Dog Tax Refund of $556.87 to the Library Account. Also voted to appropriate the sum of $1,000.00 to Maturing Debt from Available Funds.


Article 6. Voted that the Town contract with the State and County for Highway purposes under Chapter 81 and 90, General Laws.


Article 7. Voted to raise and appropriate the sum of $75.00 to install four lights on Main Street starting at the junction of Central Tree Road easterly on Main Street towards the Holden line.


Article 8. The sum of $6,089.00 was voted to be raised and appropriated for the purchase of a new truck for the Highway Depart- ment and to meet said appropriation the sum of $2,089.00 be trans- ferred from the Machinery Rental Fund and authorized the Treas- urer to borrow and to issue notes payable within three years. Also authorized the Selectmen to sell Ford truck of the Town, the pro- ceeds of sale to apply to purchase of the new truck.


Article 9. Voted to raise and appropriate the sum of $585.00 to erect a six-foot chain link fence at the Town Dump.


Article 10. Voted to raise and appropriate the sum of $1,400.00 to construct an addition to the Fire Station.


Article 11. Voted that the sum of $2,989.00 be raised and appropriated to clean, repair and paint the Water Department Stand-pipes.


Article 12. Voted that the Town raise and appropriate the sum of $5,935.00 for laying of a sewer main on Main Street approx- imately one hundred and sixty-five feet westerly from the junction with Glenwood Road, thence northerly on Glenwood Road approximately three hundred and sixteen feet to the old M.D.C. sewer line; 25% of the cost to be borne by the Town, 75% to be assessed upon owners of land to be benefited by, in accordance with Section 5, Chapter 430

of the Acts of 1941, and Sections 14 and 15, Chapter 83 of the General Laws.


Article 13. Voted that the sum of $201.03 be raised and ap- propriated to pay prior bills of Veterans Service Department.


Article 14. Voted that the Town raise and appropriate the sum of $200.00 for purchasing and planting trees on public ways. Article 15. Voted to raise and appropriate the sum of $800.00 to excavate and back fill in connection with the renewal of ap- proximately five hundred and twenty-five feet of water mains on Maple Avenue .


Article 16. Voted that the sum of $15,000.00 be appropriated from Available Funds in the Treasury to reduce the tax levy of the current year.


Article 17. The Moderator appointed Roger L. Culver and Andrew R. Annala to the Finance Board for three years and appoint- ed Abramo Mufatti and John R. Takala for one year. Also Leonard F. Janes was appointed to the School Needs Study Committee.


A special Town Meeting was held July 14, 1961 with six articles in the Warrant.


Article 1. Mr. Arnold C. Weller read the report of the Regional District Planning Committee. He reported that an Oakham- Rutland Regional School was not feasable at that time and that the Committee recommended that Oakham and Rutland seek another solu- tion for their school needs .


The report of the Rutland School Needs Committee was read by James A. Mulvey containing recommendations supported by the Com- mittee, three of which are contained in the following articles.


Article 2. Voted that the Moderator appoint a School Building Committee to consist of seven members; the three members of the Rutland School Committee, one member of the Selectmen, one member of the Finance Board and two at large. The members appointed to this committee are as follows: James A. Mulvey, Nelson M. Calkins, Jr. , Rollin M. Wheeler, James L. Wood, George M. Campbell, William F. Griffin and Arthur E. Smith.


Article 3. Voted to authorize the Selectmen, School Committee or Building Committee to petition for Federal Funds as provided in Public Law 560-83rd Congress and amended by Section 702 of Public Law 345-84th Congress .

The last meeting was a Special Meeting and was held on December 8, 1961 and the warrant contained five articles .


Article 1. Voted that the Town authorize the discontinuance of the joint infirmary maintained by the Charlton Home Farm As- sociation and to authorize the Joint Board of Directors to sell at public auction the real and personal property belonging to the Association.


Article 2. Voted to transfer the sum of $600.00 from the Fire Department - Hose and Equipment Account to the Fire-Department- Addition Account.


Article 3. Voted to appropriate the sum of $770.00 from the Road Machinery Rental Fund to purchase a snowplow for the Highway Department .


Article 4. Voted to appropriate the sum of $500.00 from the Road Machinery Rental Fund to the Highway Maintenance Account.


Article 5. This article in the warrant was "To see if the Town will vote to appropriate a sum of money for the purpose of acquiring by purchase for school purposes the property of Cecile Gagnon near the center village of Rutland on the northerly side of Main Street, as more particularly described in the Town Assessors' records, with the exception of a portion of 1.6 acres more or less with the buildings thereon; and determine whether the money shall be provided for by appropriation from available funds in the treasury and by borrowing or otherwise, or take any action in relation thereto.


The following was made by Mr. Mulvey of the School Building Committee; "Move that the sum of $20,000.00 be appropriated for the purpose of acquiring by purchase for school purposes, the pro- perty of Cecile Gagnon near the center village of Rutland on the northerly side of Main Street as more particularly described in the Town Assessors' records, with the exception of a portion of 1.6 acres more or less with the buildings thereon; and that to meet said appropriation, the sum of $2,000.00 be appropriated from

Available Funds in the Treasury and that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $18,000.00 and to issue notes of the Town therefor pay- able in accordance with the provisions of Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than 9 years.


A lengthy discussion followed concerning the various other sites that had been considered.


Before the motion was brought to a vote, a motion for an Amendment was made. The amendment "To adjourn the meeting until the Annual Meeting" was passed 74-65.
