Addition


Work on the long-awaited addition seems to be progressing satisfactorily. Foundations have been poured, the steel for the cafeteria and the new gymnasium has been erected, and a good por- tion of the brick has been laid. A large part of the piping and

electrical work has been completed. Barring unforeseen delays , the contractor feels that the building will be ready for the opening of school in September, 1961. We certainly hope so !


All in all, we are experiencing a very satisfactory year in spite of our crowded conditions. We are operating smoothly and the reputation of Wachusett Regional High School throughout New England, and elsewhere, is excellent, To all those who have assisted me so ably in achieving such a repution, my sin- cere thanks.

WACHUSETT REGIONAL SCHOOL DISTRICT TREASURER'S REPORT 1960


A LOOK AHEAD


In the calendar year 1961 the Wachusett Regional School Dis- trict will operate with a budget just short of one million dol- lars and with the projected growth in pupils and programs it seems certain that for calendar year 1962 the cost will exceed this figure by a substantial margin. In preparing the budget for 1961 the committee studied all proposals and was nearly "snowed" under with an avalanche of papers. While there were few cuts from the amounts recommended by the administration, the 1961 budget preparation certainly was attended by more pri- vate citizens than ever before. Every effort was made by the committee to see that leaders in the participating towns had the opportunity to be informed on what the committee appropriated. A serious cooperative effort by the administration and the com- mittee looking toward the preparation of the 1962 budget promises further refinements.


The 1961 budget at $945,340 is up $206,177 or 27.9% over the 1960 budget. This increase is accounted for by an increase of $95,762 or 17.3% in operating costs and $110,415 or 50.2% increase in debt service. It is estimated that the school's population will be up between 8 and 10%.


As is usual, the largest share of the operating budget, $504,500 or 77.8% is required for salaries. While this is an increase of 12.4% over the 1960 salary costs, 1960 salaries represented 81.3% of the total operating budget.


Originally, the amount assessed the member towns for the 1961 budget was $774,355.58. After the books were closed for the year, the committee acted to transfer $15,000 from Surplus to reduce operating costs assessments, and $25,000 anticipated reimbursement for planning expenses to reduce debt service on the addition presently being constructed. An additional $26,000 of this reimbursement will be invested in government securities and used to reduce the 1962 debt service assessment. Thus, the actual assessment to the member towns for the 1961

budget stands at $734,355.58. We believe every effort will be made to operate the school as economically as possible keeping in mind our objective of a sound education for our teenagers.


WHAT HAPPENED


The remainder of this report deals with what happened in 1960 and follows the format of the previous report. It is our sincere desire to give the citizens of each town as much data as possible so that they may judge for themselves if the District is fulfilling the objectives set out for it some ten years ago.

IV GROWTH OF DISTRICT


Pupils and Costs


The purpose of this section of the report is to give some measure of how the District costs and enrollment have grown and how the growth occurred by towns.


The first portion of the following tabulation shows that in four years the number of students increased by 18%. The second portion shows that during the same period the cost to the towns for their assessments increased 21.8%, including the cost of ser- vicing the additional capital debt. These figures should not be used for any other measurement than that of assessment per pupil.

ROGER L. CULVER


DIED, October 15, 1961


For more than twenty years Roger L. Culver faithfully and honestly fulfilled positions of honor and trust in the service of the people of Rutland.


During this period he served at various times as Town Constable, member of the War Ration Board, Town Accountant, and Secretary to the Board of Selectmen. For the past twelve years he was a member of the Finance Committee. Cogent reasoning and a deep sense of responsi- bility were the hallmarks of his service. His loss to the community is immeasurable .

ARTICLE 2. To hear the Annual Reports of the Town Officers and Committees .


ARTICLE 3. To see if the Town will vote to fix the salaries or compensations of the elected Town Officers for the year 1962 in accordance with Section 108, Chapter 41, General Laws and to determine whether any Town Board shall be authorized to employ for additional salary or compensation any of its members and fix such salary or compensation. (The Finance Committee recommends

that the salaries of the Collector and Treasurer be each in- creased $200.00, and the salaries of all other elected town officers be set at the same rate as in 1961.)


ARTICLE 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1962 and to issue a note or notes therefore payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.


ARTICLE 5. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1963 and to issue a note or notes therefore payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.


ARTICLE 6. To raise such sums of money as may be necessary to defray the expense of the several Departments for the year 1962 and to determine whether the Town will appropriate money therefore to be provided by taxation or by appropriation from available funds, or take any action in relation thereto.


ARTICLE 7. To see if the Town will vote to contract with the State and County for highway purposes as provided under Chap- ter 81 and Chapter 90, General Laws .


ARTICLE 8. To see if the Town will vote to raise and ap- propriate a sum of money for purchasing and planting trees on public ways, or take any action in relation thereto.


(The Finance Committee recommends that $200.00 be raised and appropriated for this purpose.)


ARTICLE 9. To see if the Town will vote to raise and ap- propriate, or transfer from available funds in the treasury a sum of money to purchase a new sand spreader for the Highway De- partment, or take any action in relation thereto.

ARTICLE 10. To see if the Town will vote to raise and ap- propriate a sum of money to purchase an adding machine for the Town Collector's Department, or take any action in relation theret(

ARTICLE 11. To see if the Town will vote to raise and ap- propriate a sum of money to purchase a chlorinator for the Water Department, or take any action in relation thereto.


(The Finance Committee recommends that $1065.00 be raised and appropriated for this purpose.)


ARTICLE 12. To see if the Town will vote to raise and ap- propriate, transfer from available funds in the treasury, or borrow a sum of money for extending water mains on Pommogussett Road approximately two thousand (2000) feet, or take any action in relation thereto.


(The Finance Committee does not approve this article.)


ARTICLE 13. To see if the Town will vote to raise and ap- propriate a sum of money for the Park Department to erect a chain-link fence on town property adjacent to the Town Swimming Pool, or take any action in relation thereto.


(The Finance Committee does not approve this article.)


ARTICLE 14. To see if the Town will vote to appropriate a sum of money from Available Funds in the treasury to reduce the tax levy of the current year, or take any action in relation thereto .


(The Finance Committee recommends that $15,000.00 be ap- propriated from Available Funds in the treasury to reduce the tax levy for the current year .)

ARTICLE 15. To choose all necessary Town Officers and Committees.


All business contained in this Warrant with the exception of Article 1, will be considered at an adjourned meeting to be held in the Rutland Center School Auditorium, Saturday evening, March 10, 1962 at eight o'clock in accordance with the Town By- Laws.


And you are directed to serve this Warrant, by posting up attested copies thereof at each of the five places in said Town, seven days at least before the time of holding said meeting.


HEREOF FAIL NOT, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.
