For
Town Meeting, March 2, 1964
THE COMMONWEALTH OF MASSACHUSETTS
To either of the Constables of the Town of Rutland in the County of Worcester.
Worcester, ss.
Greeting:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Community Hall in said Rutland on Monday, the second day of March next, at 12:00 o'clock noon, then and there to act on the following articles :
ARTICLE 1. To bring in and deposit their ballots for a Moderator for one year; for one Selectman for three years; for one Town Treasurer for three years; for one Town Collector for three years; for a Town Clerk for three years; for one Assessor for three years; for one Water and Sewer Commissioner for three years; for one member of the School Committee for three years; for one member of the Wachusett Regional School Committee for one year, for one member of the Board of Health for three years; for one member of the Board of Public Welfare for three years; for one Park Commissioner for three years; for one member of the Planning Board for five years; for two Library Trustees for three years; for a Tree Warden for three years. Each to specify the person voted for by placing a cross(X) against the name . Also to vote yes or no on the following question: "Shall the town extend contributory group hospital, surgical, medical insurance to elderly persons retired from the service of the town and to their dependents with fifty percent of the premium cost and a portion of the administrative expense to be paid by the town?" The polls will be opened at 12:00 O'clock noon and closed at 7:00 O'clock P.M.
ARTICLE 2. To hear the Annual Report of the Town Officers and Committees @

ARTICLE 3. To see if the Town will vote to fix the salaries or compensations of the elected Town Officers for the year 1964 in accordance with Section 108, Chapter 41, General Laws and to determine whether any Town Board shall be author- ized to employ for additional salary or compensation any of its members and fix such salary or compensation.
ARTICLE 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1965 and to issue a note or notes therefore payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.
ARTICLE 5. To raise such sums of money as may be neces- sary to defray the expense of the several Departments for the year 1964 and to determine whether the Town will appropriate money therefore to be provided by taxation or by appropriation from available funds or take any action in relation thereto.
ARTICLE 6. To see if the Town will vote to contract with the State and County for highway purposes as provided under Chapter 81 and Chapter 90, General Law.
ARTICLE 7. To see if the Town will vote to raise and appropriate, borrow, or transfer from Available Funds, a sum of money to purchase a new highway tractor-loader and to authorize the Selectmen to sell a tractor now owned by the Town, the proceeds of such sale to be applied to the purchase of the new tractor, or take any action in relation thereto.
ARTICLE 8. To see if the Town will vote to accept as a public way, that portion of Anthony Drive in accordance with the layout of the Board of Selectmen duly filed with the Town Clerk and approved by the Planning Board and to authorize and direct the Selectmen to make a taking by eminent domain of all outstanding rights in accordance with said layout and to accept a deed of the water pipe and other facilities in said layout , or take any action in relation thereto.

ARTICLE 9. ARTICLE 10. To see if the Town will vote to raise and appropriate, borrow, or transfer from Available Funds a sum of money to extend the water main on Pommagussett Road for a distance of approximately 1060 feet, or take any action in re- lation thereto.
ARTICLE 11. To see if the Town will authorize the Select- men to enter into a contract with one or more towns for the purpose of forming a Welfare District under the provisions of Chapter 118 B of the General Laws, as amended or to join an al- ready established Welfare District, or take any action in rela- tion thereto.,
ARTICLE 12. To see if the Town will vote to raise and appropriate or transfer from Available Funds a sum of money to purchase a new police cruiser and to authorize the Selectmen to sell a 1959 cruiser now owned by the Town, the proceeds of such sale to be applied to the purchase of the new cruiser, or take any action in relation thereto.
ARTICLE 13. To see if the Town will vote to raise and appropriate, borrow, or transfer from Available Funds a sum of money to extend the water main on Glenwood Road for a distance of approximately 1200 feet, or take any action in relation thereto.
ARTICLE 14. To see if the Town will vote to raise and appropriate or transfer from Available Funds a sum of money for the purpose of drilling test wells for the exploration of possible gravel packed well sites or take any action in relation thereto.

ARTICLE 15. To see if the Town will vote to raise and appropriate a sum of money for the purpose of planting trees on various streets within the Town or take any action in re- lation thereto.
ARTICLE 16. To see if the Town will vote to raise and appropriate, or transfer from Available Funds a sum of money to pay prior year bills of the Veterans Services Department or take any action in relation thereto.
ARTICLE 17. To see if the Town will vote to appropriate a sum of money from Available Funds in the Treasury to reduce the tax levy of the current year, or take any action in re- lation thereto.
ARTICLE 18. To choose all necessary Town Officers and Committees.
All business contained in this Warrant with the exception of Article 1, will be considered at an adjourned meeting to be held in the Community Hall, Saturday evening, March 7, 1964 at eight o'clock in accordance with the Town By-Laws.
And you are directed to serve this Warrant, by posting up attested copies thereof at each of the five places in said Town, seven days at least before the time of holding said meeting.
HEREOF FAIL NOT, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.

REPORT OF THE FINANCE COMMITTEE
The Finance Committee organized for the year with George M. Campbell as Chairman and Rollins L. Hale as Clerk. Meetings were held during the year to discuss in detail budget requests of the various departments and committees and we extend to them our appreciation for their cooperation and assistance.
During the year Andrew R. Annala resigned from the committee and Stuart C. Thurston, a former member was ap- pointed to fill the vacancy .
The total 1964 departmental budget to be raised from the 1964 tax levy (not including action to be taken on the Town Warrant Articles) is $530,635.40 an increase of $81,873.26 over the recommended budget for 1963.
The increase in the school budgets were $11,911.55 for Elementary Schools and $9,822.52 for the Wachusett Regional School, while the Welfare account shows an increase of $8,500 and the Interest and Maturing Debt account has an increase of $60,035.01 due to the construction of the new elementary school. School operations expense require 58.15% of the bud- get for 1964.
Recommendations on Articles in the Town Warrant will be made at town meeting.
