To any of the Constables of the Town of Weymouth in said County,


GREETING :-


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid quali- fied to vote in Town Affairs to meet in the hall of the Weymouth High School on


MONDAY, THE THIRD DAY OF APRIL, 1950


at seven o'clock and forty-five minutes in the evening, then and there to act upon the following articles, namely :--


ARTICLE 1. (At request of School Building Committee.) To see what sum of money the Town will vote to raise by taxation or otherwise, and appropriate, for the purpose of constructing a Junior High School on the site acquired at the corner of Park Avenue and Pleasant Street, or take any other action in relation thereto.


ARTICLE 2. (At request of School Committee). . To see what sum of money the Town will vote to raise by taxation or otherwise, and appro- priate, for the purpose of acquiring by gift, purchase, or eminent domain, in fee, part of Lot 6, Lots 9-36 inclusive, Austin Road so-called, Gideon Road so-called, Short Street so-called, Kenton Street, so called, and Dexter Road so-called, all in their entirety, Block 422, Sheet 33, as appears in the Atlas for the Town of Weymouth for the year 1949, approximately 374,000 square feet, as the site for the erection of an elementary school or take any other action in relation thereto.


ARTICLE 3. (At request of School Committee.) To see if the Town will vote to transfer to the supervision of the School Committee, to be used for school purposes, approximately twenty acres of the land known as the Town Infirmary, or take any other action in relation thereto.


ARTICLE 4. (At request of School Committee). To see what sum of money the Town will vote to raise by taxation or otherwise, and appro- priate, for the purpose of acquiring by gift, purchase, or eminent domain, in fee, part of Lot 7, Block 299, Sheet 22, as appears in the Atlas of the Town of Weymouth for the year 1949, approximately 11,800 square feet, for the purpose of enlarging the James Humphrey School grounds, or take any other action in relation thereto.


ARTICLE 5. (At request of School Committee). To see what sum of money the Town will vote to raise by taxation or otherwise, and ap- propriate, for the purpose of acquiring by gift, purchase or eminent domain, in fee, part of Lot 1, Block 288 and part of Lot 1, Block 290, Sheet 21, as appears in the Atlas of the Town of Weymouth for the year 1949, ap- proximately 1,040,000 square feet located near the junction of Broad and Essex Streets, as the future site of a Central Junior High School, or take any other action in relation thereto.

ARTICLE 6. (At request of Highway Department Building Com- mittee). To see what sum of money the Town will vote to raise and ap- propriate for the purchase of, or take by right of eminent domain, part of land owned by the New York, New Haven and Hartford Railroad Com- pany at or near 1580 Commercial Street, and to erect a Street Department garage thereon, or take any other action in relation thereto.


ARTICLE 7. (On Petition of Arthur P. Pope and others.) To see if the Town will vote to instruct the Selectmen to lay out a new street from the junction of Greenwood Avenue and Greenvale Avenue in a south- westerly direction to approximately the junction of Main and Washington Streets a distance of about 2900 feet, or take any other action in relation thereto.


You are hereby required to notify and warn said inhabitants of Wey- mouth qualified to vote in Town Affairs, in case all the articles in the foregoing warrant shall not be acted upon at the meeting called for the third day of April, to meet in adjourned session at the hall of the Wey- mounth High School on

at seven o'clock and forty-five minutes in the evening, then and there to act upon on April 3, 1950, or action upon which may at said meeting of April 3, 1950, have been deferred until said adjourned session.


You are directed to serve this Warrant by posting a copy thereof, attested by you in writing, at each of two public places in voting precincts in said Town, seven days at least before the time for holding the first meeting called for in this warrant.

SPECIAL TOWN MEETING April 3, 1950


Pursuant to a Warrant duly issued, the Special Town Meeting of the inhabitants of the Town of Weymouth, represented by their duly elected and qualified Town Meeting Members, was held in the hall of the Wey- mouth High School on Monday, April 3, 1950.


174 Town Meeting Members were present.


The Meeting was called to order at 7:50 in the evening by the Annual Moderator, Mr. Daniel L. O'Donnell.


The attested copy of the Warrant was read by the Town Clerk, Mr. Chester L. Boyle.


MOVED: That we suspend with the reading of the Articles in the Warrant. SO VOTED UNANIMOUSLY.


Prayer was offered by the Rev. George F. Murray, Asst. Pastor, St. Francis Xavier Church, South Weymouth.


Town Meeting Members not sworn and those newly elected were ad- ministered the oath by the Moderator.


The Moderator declared if no objection we would proceed with con- sideration of the Articles in the Warrant.


Mr. Lane interposed to ask a rising vote of thanks to Town Accountant, Mr. Emerson Dizer, in recognition of his 30 years of service to the Town.


The motion was put, seconded and


UNANIMOUSLY CARRIED.


Mr. Dizer responded with an expression of appreciation for the vote just taken and thanks to all concerned who had given him the utmost in cooperation through the years.


There being no objection we now continue with consideration of the Articles in the Warrant.


MOVED:


ARTICLE 1. That the sum of $1,238,000.00 be appropriated for the construction of a new junior high school in South Weymouth, for develop- ment and preparation of site, and to purchase necessary equipment for same. Of this sum, $38,000.00 shall be raised and appropriated and the Treasurer, with the approval of the Board of Selectmen, is hereby author- ized to borrow a sum not to exceed $1,200,000.00 and to issue bonds to be payable in accordance with General Laws (Ter.Ed.) Chapter 44, Section 19, so that the entire sum shall be payable in not more than twenty (20) years from date of issue of the first bond. The sums appropriated shall

be expended under the direction of the Committee appointed in accordance with Article 1 of the Special Town Meeting held on June 28, 1948. It is fur- ther provided that the new South Junior High School shall be named the "Mary E. Holbrook Junior High School."


Mr. Mahoney, for the School Committee, offered the following amend- ment: That the last sentence-"It is further provided that the new South Junior High School shall be named the "Mary E. Holbrook Junior High School"-be deleted.


He stated that the School Building Committee would like more time to consider the matter of naming the school.


The Chair asked consent of the meeting to consider a division of the question.


Thereafter, the amendment was argued pro and con by Messrs. Lane, Mahoney, Ingram, Nolan and MacDonald.


Comes the question on Mr. Mahoney's amendment to Article 1. The ayes have it and it is


SO VOTED.


Comes the question on the Appropriation Committee's motion under Article 1.


In reply to Mr. Ingram's inquiry as to the current situation of schools in Weymouth, the Moderator outlined previous Town Meeting actions leading up to the present consideration of the subject matter under Ar- ticle 1.


Discussion ensued with Messrs. Callahan, Mahoney and Shaw.


Comes the question on the Appropriation Committee's motion, with the last sentence deleted.


UNANIMOUSLY ADOPTED.


MOVED:


ARTICLE 2. That the School Committee be instructed to prepare plans for the purchase or taking of Lots 3, 6, 7 or parts of same as shown on Block 326 of the Town of Weymouth Atlas of the year 1949 for the site of a proposed elementary school and to report at the next special or annual town meeting.


Mr. Mahoney offered the following Substitute Motion:


That the sum of $1.00 be raised and appropriated, and the Board of Selectmen are hereby instructed to acquire by gift, purchase, or eminent domain, in fee, part of Lot 6, Lots 9-36 inclusive, Austin Road so-called. Gideon Road so-called, Short Street so-called, Kenton Street, so-called. and Dexter Road so-called, all in their entirety, Block 422, Sheet 33, as appears in the Atlas for the Town of Weymouth for the year 1949, ap- proximately 353,000 square feet, bounded and described as follows :- Beginning at a point at the intersection of Mill River with the westerly side line of Main Street, a State Highway; thence running northerly by said side line of Main Street, a distance of about 58.20 feet to its inter- section with the southwesterly side line of Austin Road, so-called, a pri- vate way; thence turning and running northwesterly by said side line of Austin Road, a distance of about 529.00 feet to a point situate on said side line of Austin Road distant 100.00 feet southeasterly from the south- easterly side line of Front Street, thence turning and running south- westerly by land of the Town of Weymouth; land of Annie A. Chipman,

and land of Helen C. Greene and Gertrude M. Doherty, joint tenants, a total distance of 100.00 feet to other land of the said Helen C. Greene and Gertrude M. Doherty, joint tenants; thence turning and running northwesterly by said land of Greene and Doherty, a distance of about 9.00 feet; thence turning and running by various courses, by said land by other lands of said Greene and Doherty joint tenants, as follows: southwesterly about 115.00 feet; southwesterly but more westerly by a line parallel with the southeasterly side line of Front Street, a distance of about 235.00 feet and northwesterly, a distance of about 122.00 feet, the last described line being parallel with and 60.00 feet distant northeasterly from land of Emma C. Tirrell, to said side line of Front Street; thence turning and running southwesterly by said side line of Front Street, a distance of about 60.00 feet to land of Emma C. Tirrell; thence turning and running southeasterly by said land of Emma C. Tirrell, a distance of about 130.00 feet to said lands of said Greene and Doherty, joint tenants; thence turning and running southwesterly by said last mentioned lands of said Greene and Doherty, and by land of Frederick L. Abel, a total distance of about 265.00 feet to land of Lena Abel; thence turning and running southeasterly by said land of Lena Abel, a distance of about 113.00 feet, to said Mill River; thence turning and running in a general northeasterly direction following the said Mill River, a distance of about 980.00 feet to said side line of Main Street and the point of beginning, containing a total area of about 8.1 acres be the same or any of the afore- said measurements more or less and all as shown on a plan entitled, "Plan of Lands in Weymouth, Mass." made by Russell H. Whiting, Town En- gineer, dated March 1, 1950 and on file at the office of the Town Clerk of Weymouth, as a site for the erection of an elementary school.


This Article provoked much controversy as to the relative merits of the two sites - the so-called "Three Acre" and the Homestead Avenue location.


Mr. Lane read excerpts from an engineering report supporting the Appropriation Committee's choice of the Homestead Avenue site and showed maps of the two locations under discussion.


Mr. Mahoney argued for the School Committee's choice of the Three Acre location.


Discussion followed involving Messrs. Shaw, Gunn and Abbott.


Mr. Cunniff's motion that the subject matter under Article 2 be post- poned until the next Town Meeting was


LOST.


The Chair read Mr. Mahoney's Substitute Motion in pertinent fact.


Comes the question on Mr. Mahoney's Substitute Motion. This being the taking of land by eminent domain, tellers were appointed as follows:

ARTICLE 3. That the Town vote to transfer to the authority and supervision of the School Committee, for a site for a central junior high school, approximately twenty acres of Town-owned land located on so- called Town Infirmary property, all in acordance with a plan of Town Engineer, Russell H. Whiting, dated March 24, 1950.


Mr. Christensen explained the position of the Laban Pratt Trustees who have no objection to a school being erected on this property provided the Trustees are assured of sufficient land for a hospital, if and when one is built.


Discussion followed with Messrs. Callahan and Knox.


Mr. Cain MOVED that the area be reduced to 10 acres instead of 20.


Still further discussion involved Messrs. Mahoney, Shaw, Cain and Callahan.


Comes the question on Mr. Cain's motion. The noes have it and it is LOST.


Comes the question on the Appropriation Committee's motion under Article 3. SO VOTED UNANIMOUSLY.
