GREETING :-
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid quali- fied to vote in Town Affairs to meet in the hall of the Weymouth High School on
MONDAY, THE SECOND DAY OF OCTOBER, 1950
at seven o'clock and forty-five minutes in the evening, then and there to act upon the following articles, namely :-
ARTICLE 1. (By direction of Selectmen). To see what sum of money the Town will appropriate from available funds for Veteran's Benefits to cover additional needs for 1950.
ARTICLE 2. (By direction of Selectmen). To see if the Town will vote to transfer a sum of money from the unexpended balance appropriated voted at the Annual Town Meeting of March 6, 1950 under Article 1 Sec- tion 27 to the Public Welfare Department to supplement money voted under Article 1 Section 26 of the meeting.
ARTICLE 3. (At the request of the Pearl Street Building Committee). To see what sum of money the Town will vote to raise by taxation, or otherwise, and appropriate, for the purpose of constructing an elementary school, and equipping same, on the site acquired on Pearl Street, or take any other action in relation thereto.
ARTICLE 4. (At the request of the School Committee). To see what sum of money the Town will vote to raise by taxation, or otherwise, and appropriate, for the purpose of acquiring by gift, purchase, or eminent domain, in fee, parts of Lots 3, 6 and 7, Block 326, and a part of either Lot 2 or Lot 3, or a part of Lots 2 and 3, Block 371, Sheet 28, as appears in the Atlas of the Town of Weymouth for the year 1949, approximately 485,000 square feet, as a site for an elementary school (near the north- west corner of Front Street and Homestead Avenue), or take any other action in relation thereto.

ARTICLE 5. (At the request of the School Committee). To see what sum of money the Town will vote to raise by taxation, or otherwise, and appropriate, for the purpose of acquiring by gift, purchase, or eminent domain, in fee, part of Lot 12, Block 286, Sheet 21, and Lot 19, Block 221, Sheet 17, as appears in the Atlas of the Town of Weymouth for the year 1949, for entrances to the Central Junior High School site from Broad Street and Roosevelt Road, respectively, or take any other action in re- lation thereto.
ARTICLE 6. (At request of Board of Trustees of Tufts Library). To see if the Town will vote to authorize the Board of Selectmen to acquire by gift or purchase or take by right of eminent domain in fee or other- wise, for the purpose of establishing a branch library thereon, certain land of Roy F. and Gertrude F. Vining on North Street containing 12,705 square feet, more or less; and land of Clara E. Taylor on North Street containing 13,338 square feet more or less, or take any other action in relation to establishing such a branch library.
ARTICLE 7. (At request of Board of Trustees of Tufts Library). To see if the Town will vote to sell the property on which the Tufts Library stands if authority to do so may be obtained from a court of sufficient jurisdiction and will instruct the Town Counsel to bring proper proceedings to accomplish this result or take any other action in relation thereto.
ARTICLE 8. (By direction of Selectmen). To see if the Town will vote to accept Chapter 360 of the Acts of 1949, AN ACT AUTHORIZING THE TOWN OF WEYMOUTH TO USE CERTAIN LAND FOR PARK PURPOSES, or take any other action in relation thereto.
ARTICLE 9. (By direction of Selectmen). To see if the Town will vote to transfer by authority of Chapter 360 of the Acts of 1949 from the control and supervision of the Water Commissioners to that of the Park Commissioners the following described land :- an area west of the Pond School two hundred and fifty feet west of the school department property line by four hundred feet south along said boundary line from a point one hundred feet south of the Austin property southwest boundary stake to the Shaw property, northwest Stone Monument, and thence one hundred feet south along the Shaw property west boundary, or take any other action in relation thereto.
ARTICLE 10. (By direction of Selectmen). To see if the Town will vote to reallocate the sum of $10,000.00 which was appropriated under Article 60 of the Annual Town Meeting of 1950 from available funds. (Excess and Deficiency) Account for the construction of a playground on land transferred under the preceding Article and that such work be done under the direction of the Park Department as voted in Article 60 of the Annual Town Warrant of 1950 or take any other action in relation thereto.
ARTICLE 11. (By direction of Selectmen). To see if the Town will vote to rescind the action taken under Article 58 of the Annual Town Meeting of March 6 and 8 of 1950 in so far as it refers to the acquiring of the land of Sarah Brassill, or take any other action in relation thereto.
ARTICLE 12. (By direction of Selectmen). To see if the Town will vote to authorize the Board of Selectmen to acquire by gift, purchase or take by right of eminent domain in fee a certain parcel of land owned by Sarah E. Brassill, twenty-five feet in width, running from Century Road to land of the Town of Weymouth acquired under authority of Article 58 of the Annual Town Meeting of March 6 and 8 of 1950, or take any other action in relation thereto.

ARTICLE 13. To see if the Town will vote to authorize the Board of Selectmen to acquire by gift, purchase or take by right of eminent domain in fee for park purposes certain property of William F. Crane located on Commercial Street near its intersection with Cottage Street and containing in all about 5,500 square feet and will allocate a portion of the appropriation voted under Article 54 of the Annual Town Meeting of March 6 and 8 of 1950 for its acquisition or take any other action in relation thereto.
ARTICLE 14. (At request of Board of Health). To see what sum of money the Town will vote to raise and appropriate or transfer from available funds to take care of premature infant cases in accordance with Chapter 601, Acts of 1949.
ARTICLE 15. (At request of Board of Health). To see what sum of money the Town will vote to raise and appropriate or transfer from available funds for payment as required on Tuberculosis cases.
ARTICLE 16. (At request of Board of Health). To see what sum of money the Town will vote to raise and appropriate or transfer from available funds for payments as required on contagious disease account.
ARTICLE 17. (At request of Board of Health). To see what sum of money the Town will vote to raise and appropriate or transfer from avail- able funds to take care of additional liabilities for dental care due to the increased enrollment in the primary grades of the public schools.
ARTICLE 18. (At request of Tree and Moth Department). To see what sum of money the Town will vote to raise and appropriate or trans- fer from available funds the sum of $1,000.00 for a survey of the Dutch Elm Disease, and the future needs of the Town with respects to its shade trees.
ARTICLE 19. (By direction of the Selectmen). To see what sum of money the Town will vote to raise and appropriate or transfer from available funds for elimination of the Dutch Elm Disease or take any other action in relation thereto.
ARTICLE 20. (By direction of Selectmen). To see if the Town will ratify the action of the Board of Selectmen in accepting in its behalf an easement from the Weymouth Development Company for drainage purposes off Neck Street.
ARTICLE 21. (By direction of Selectmen). To see if the Town will vote to abandon old roadway bordered by lots 2 and 3 and the present road and property of Harold J. Fleming as shown on Sheet 36, Block 450, in the Town of Weymouth Atlas of 1949.
ARTICLE 22. (On petition and by direction of Selectmen). To see if the Town will accept the report of the Selectmen the following designated private way and part of way, to wit :-
(a) A parcel of land on Vine Street owned by Grace L. Rinaldi or any portion of said way and will authorize the Board of Selectmen to acquire by gift or purchase or take by right of eminent domain in fee or otherwise for all purposes of a public street and highway in and over said street as so laid out and accepted, and to see what sum of money the Town will vote to raise and appropriate for the working of the above named street including the acquisition of the fee above referred to and for the building of any bridges drains and conduits or securing easements

which may be necessary in connection therewith and to see whether the Town will authorize the Board of Selectmen to accept deeds of any reservation strips existing in connection with said street, or take any other action in relation thereto.
ARTICLE 23. (By direction of Selectmen). To see what action the Town will take on the construction of a sidewalk and curbing on Lake Street adjacent to the Veteran Housing Project, or take any other action in relation thereto.
ARTICLE 24. (By petition of Forest I. Neal and others). To see what sum of money the Town will vote to raise and appropriate for the exten- sion of sewers in Precincts 4, 5, 7 and 9 or take any other action in re- lation thereto.
ARTICLE 25. (By direction of Selectmen). To see if the Town will vote to continue Federal Rent Control beyond December 31, 1950, in the Town of Weymouth or take any other action in relation thereto.
You are hereby required to notify and warn said inhabitants of Wey- mouth qualified to vote in Town Affairs, in case all the articles in the foregoing warrant shall not be acted upon at the meeting called for the second day of October, to meet in adjourned session at the hall of the Weymouth High School
WEDNESDAY, THE FOURTH DAY OF OCTOBER, 1950
at seven o'clock and forty-five minutes in the evening, then and there to act upon such of the foregoing articles as shall not have been acted upon on October 2, 1950, or action upon which may at said meeting of October 2, 1950, have been deferred until said adjourned session.
You are directed to serve this Warrant by posting a copy thereof, attested by you in writing, at each of two public places in voting precincts in said Town, seven days at least before the time for holding the first meeting called for in this warrant.

SPECIAL TOWN MEETING October 2, 1950
Pursuant to a Warrant duly issued, the Special Town Meeting of the inhabitants of the Town of Weymouth, represented by its duly elected and qualified Town Meeting Members, was held in the hall of the Weymouth High School, East Weymouth, Monday, October 2, 1950.
Town Meeting Members were present.
The Meeting was called to order at 7:55 o'clock in the evening by Mr. Daniel L. O'Donnell, Annual Moderator.
The Town Clerk, Miss Nellie Greaney, read the call of the Meeting.
The Chair entertained a motion to waive the reading of the Articles in the Warrant.
SO VOTED.
Prayer-with the closing thought that we should all seek to do the will of God for the good of all mankind-was offered by the Rev. Donald C. MacMillan, Pastor of the Universalist Church, South Weymouth.
The Chair asked Members to rise and bow heads in silent remembrance of those Town officials who have passed on in the interim since the last Annual Town Meeting.
There being no objections, we now proceed with consideration of the Articles in the Warrant.
MOVED:
ARTICLE 1. That the Town appropriate from available funds (Over. lay Reserve) the sum of $14,000.00 for Veteran · Benefits. Of the sum ap- propriated no monies are to be used for administrative purposes $14,000.00
Following a brief discussion by Messrs. Callahan and Stein. SO VOTED UNANIMOUSLY.

ARTICLE 2. That the Town vote to transfer from an unexpended bal- ance (under Item 27 of Article 1 of the Annual T7own Meeting) in the Old Age Assistance Department the sum of $15,000.00 to the Welfare Department for relief purposes only.

ARTICLE 6. That the Board of Trustees of the Tufts Library be instructed to submit to the next annual meeting a complete report of recommendations on a capital outlay plan for the Tufts Library and branches.
Mr. Pratt for the Tufts Library Trustees commented that while the Trustees are willing to go along with the recommendations of the Ap- propriation Committee in this instance, they would like the Meeting to know of conditions at the North Weymouth Branch, which is one of the largest growing outlets of the Library. He described the disreputable condition of the building, the dangerous sewage seepage at the rear, and the cost of upkeep to the Town, and stressed the need for new and larger facilities.
Comes the question on the Appropriation Committee's recommendation under Article 6.
Mr. Almquist asked the rental price to which Mr. Pratt replied $90 a month, plus $600 for janitor services and the cost of the coal.
Mr. MacIntosh suggested that the Tufts Library Trustees confer with the School Committee on the advisability of incorporating Branch Libraries in the school building program, where they would be available to children by day and adults in the evening.

Discussion of this Article by Messrs. Lane and Coffey brought out that the Town under ruling of Chapter 601 of the Acts of 1949 is respon- sible for the care of premature infants weighting 41/2 pounds, which will necessitate the purchase of an incubator to be available at the hospital. The sum of $750.00 herein requested is to take care of eventualities until December 31. $750.00
Comes the question on the Appropriation Committee's recommenda- tion under Article 14.

That the Town vote to instruct the Annual Moderator to appoint immediately a committee of seven which shall make a survey of the effects of Dutch Elm Disease in the Town of Weymouth and sub- mit a report with recommendations to the Appropriation Committee on cr before January 1, 1951; and that the sum of $1,000.00 be appropriated from available funds (Excess and Deficiency) for the use of this committee.
Mr. Hebert, in offering the substitute motion
That the sum of $1,000.00 be appropriated for a survey of Dutch Elm disease and future needs of the Town with respect to its shade trees, to be spent under the direction of the Tree Warden and Moth Superintendent. explained his feeling that this money should be used for professional ad- vice which he did not think a local Committee of 7 could provide.
This Article provoked much controversy pro and con, involving Messrs. Lane, Johnson, Lovell and Hebert.
Comes the question on the substitute motion presented by Mr. Hebert. The ayes have it and it is $1,000.00 SO VOTED.

ARTICLE 19. That the Board of Selectmen be authorized to contract for the removal of certain trees affected by the Dutch Elm Disease and that the sum of $2,500.44 be appropriated from available funds (Excess and Deficiency) for this work under private contract.
After explaining in detail the serious situation as now exists in Wey- mouth in connection with the Dutch Elm disease and the need for im- mediate action, Mr. Hebert presented the following substitute motion:
That the sum of $10,000 be appropriated for the removal of Dutch Elm disease infected trees, the pruning and sanitation practices and for the further control of Dutch Elm disease, to be spent under the direction of the Moth Superintendent.
Mr. Dizer, Town Accountant, rose to ask that the Town Meeting re- consider Article 18 to make the $1,000.00 voted therein available for ex- penditure, for as it now stands no money could be spent until after January 1, 1951. In order to make the $1,000.00 immediately available it must be specified that it be appropriated from available funds (Excess and De- ficiency Fund.)
The Chair, therefore, asked unanimous consent to reconsider Article 18. SO VOTED.
Comes the question on Mr. Hebert's motion under Article 18 amended to read as follows:
That the sum of $1,000 be appropriated from available funds (Excess and Deficiency) to be spent under the direction of the Tree Warden and Moth Superintendent for a survey of Dutch Elm disease and future needs of the Town with respect to its shade trees. SO VOTED UNANIMOUSLY.
Reverting now to Mr. Hebert's substitute motion to that of the Ap- propriation Committee under Article 19, a spirited discussion ensued with Messrs. Hebert, Lane, Record, Cavallo, Johnson and Roulston. Mr. Lane presented the Appropriation Committee's viewpoint and Mr. Hebert an-

swered questions as to the control of the Dutch Elm disease, the meaning of sanitation, and what will be required to combat future ravages of our shade trees.
Comes the question on Mr. Hebert's substitute motion as thus amended :
That the sum of $10,000 be appropriated from available funds (Excess and Deficiency) for the removal of Dutch Elm infected trees, for pruning and sanitation practices and for the further control of Dutch Elm disease; and in the case of any private contracting for such work and Board of Selectmen are hereby authorized to enter into such contract or contracts as recommended by the Moth Superintendent. $10,000.00

That the Town Meeting vote to instruct the Annual Moderator to ap- point a Committee of 7 to study all aspects of the Dutch Elm disease in Weymouth and to report to the Town on or before January 1, 1951.
Upon being assured this motion was offered under Article 19 as a fur- ther motion involving no appropriation of money and in no way affecting the vote under Article 18, the motion was offered to the Meeting.
