UNANIMOUSLY VOTED


ARTICLE 3. (At Request of School Building Committee.) To see what sum of money the Town will vote to raise by taxation or otherwise and appropriate for the purpose of preparing preliminary plans for the construction of a Central Junior High School, to be built on the so-called "Town Infirmary Property, which was transferred to the authority and supervision of the School Committee for this purpose at the Special Town Meeting held on April 3, 1950, or take any other action in relation thereto.


MOVED by the Appropriation Committee that:


The sum of $25,000.00 be appropriated for the purpose of preparing preliminary plans for the construction of a Central Junior High School to be built on the so-called "Town Infirmary Property," said sum to be expended under the direction of a committee of eleven (11) to be appointed by the Moderator. The sum of $25,000.00 shall be appropriated as follows: $3,280.37 from the Post War Planning Committee Fund; $500.00 from the Capital Outlay Committee Fund; $3,000.00 from the Garey Street Land Account; $1,000.00 from the Plans for Park Pools Account, and $17,219.63 from the Excess and Deficiency Account. $25,000.00 UNANIMOUSLY VOTED


ARTICLE 4. (To see what sum of money the Town will vote to ap- propriate, transfer or provide for the working of Randall Avenue as laid out by the Board of Selectmen in accordance with a plan of Russell H. Whiting, Town Engineer, dated September 14, 1951, or take any other action in relation thereto.

MOVED by the Appropriation Committee that:


The Town ratify the action of the Board of Selectmen in accepting from the supervision of the School Committee a certain portion of the James Humphrey School grounds, as more definitely described on the plan of Russell H. Whiting, Town Engineer, dated September 14, 1951, for the purpose of constructing Randall Avenue as a public highway as laid out by the Board of Selectmen, and that the sum of $2,100.00 appropriated under Article 5 of the Special Town Meeting of October 1, 1951, be re- appropriated for the construction of said extension of Randall Avenue. This work to be done by the Highway Department under the direction of the Superintendent of Highways. $2,100.00

ARTICLE 5. (At Request of Columbian Civic Association.) To see if the Town will vote to transfer the plot of land at the beginning of Bald Eagle Road from the Street Department to the Park Department in order to prepare said plot of land for dedication in honor of Corporal Arthur Low Adams, late of 229 Pleasant Street, who was killed while serving with the Armed Forces of the United States, and that a sum of money be ap- propriated for the purpose of necessary work, suitable marker and approp- riate dedication.

ARTICLE 6. (At Request of Weymouth Veterans' Council.) To see what action the Town will take to set aside the island at the junction of Winter and Washington Streets, for the purpose of dedication in memory of the first boy to sacrifice his life in the Korean War, and said location to be named "John Peckham Square," and that the sum of one hundred ($100.00) dollars be appropriated for a suitable memorial marker to be erected, or take any other action in relation thereto.


MOVED by the Appropriation Committee that:


The sum of $100.00 be appropriated from the Post War Planning Com- mittee Fund for the purchase and installation of a suitable marker at the island at the junction of Winter and Washington Streets. $100.00 UNANIMOUSLY VOTED


ARTICLE 7. (By Direction of Selectmen.) To see if the Town will vote to repair the intersection of Petrell Park and Belmont Street and transfer this area to the supervision of the Park Department, or take any other action in relation thereto.

Vining on North Street, containing 12,705 square feét, more or less; and land of Clara E. Taylor on North Street, containing 13,338 square feet, more or less; or any portion of such land; or take any other action in relation to establishing such a branch library.

That the sum of $3,900.00 be appropriated from available funds (Excess and Deficiency Account) for the purchase and installation of a pedestrian traffic control system at the junction of North, Green and Church Streets, as a measure of safety to 600 schoool children and citizens of that area; that the Highway Department be instructed to provide such services as are necessary to complete this installation, to be done under the direction of the Chief of Police. $3,900.00


Messrs. Lane, Roulston, Downes and Lowe engaged in a discussion as to the merits of this substitute motion.


Comes now the question on the substitute motion by Mr. Lane.

To see what sum of money the Town will vote to raise and appropriate or transfer for the construction of sewer laterals to serve the following homes: Nos. 5, 6, 11, 16, 19, 27, 32, 33, 39 and 40 Old Country Way, and Nos. 5, 10, 13, 16 and 22 Priscilla Circle, or take any other action in relation thereto.

That the subject matter of this Article be referred to the Board of Sewer Commissioners.

ARTICLE 16. (By Direction of Selectmen.) To see if the Town will accept the recommendations of the Board of Selectmen relative to division of Precincts 1 and 3.

Mr. Callahan MOVED the following substitute motion:


That this meeting direct the Board of Selectmen to divide Precincts 1 and 3 in January of 1953.


Further discussion followed by Mr. Crehan, Mr. Lane, who supported Mr. Callahan's motion, Mr. Christensen, who explained the proposed break- down of voters in the proposed division of precincts, and Mr. Roulston.


Comes now the question on the substitute motion by Mr. Callahan.


A vote was taken, and the Moderator declared the substitute motion UNANIMOUSLY VOTED


ARTICLE 17. (By Direction of Selectmen.) To see if the Town will vote to raise and appropriate or transfer the sum of $5,206.56 for the pur- pose of paying insurance for the Town of Weymouth to the Liberty Mutual Insurance Company, or take any other action in relation thereto.


Mr. Roulston explained the views of the Appropriation Committee in connection with this Article, and offered the following motion


MOVED by the Apropriation Committee


That the Board of Selectmen be instructed to return the bill of $5,206.56 to the Liberty Mutual Insurance Company, and that a new bill be ren- dered on the basis of the new fire rate (.52), and that the insurance of the South Junior High School and the Elden Johnson School be carried at 80% of the insurable value, and not 100%.


There followed further discussion by Messrs. Roulston, Lane and Crehan.


Mr. Crehan MOVED a substitute motion as follows:


That the sum of $5,054.25 be appropriated from available funds (Excess and Deficiency Account) for the purpose of paying insurance for the Town of Weymouth to the Liberty Mutual Insurance Company. $5,054.25


Considerable discussion ensued between Messrs. Roulston, Lane, Hoff- man and Crehan.


Comes now the question on the substitute motion by Mr. Crehan.


SO VOTED


Mr Lane MOVED the following motion:


That a Committee of five (5) members be appointed by the Annual Moderator to make an impartial study of the entire insurance problem of the Town of Weymouth; one member shall be directly associated with a stock insurance company; one with a mutual insurance company, and

three with no insurance company associations and not in the insurance business; this committee shall report its findings and recommendations to the Board of Selectmen and the Appropriation Committee on or before December 31, 1952.


Comes now the question on the motion by Mr. Lane.


A vote was taken by the Chair, and the same was declared LOST. There being a doubt, the Chair ordered the tellers to take a count.


A count was taken, and the tellers reported 57 votes in favor, 68 op- posed. The Chair then declared the motion LOST.


ARTICLE 18. (By Direction of Selectmen.) To see if the Town will vote to accept the provisions of General Laws (Ter. Ed.) Chapter 152, Section 69, relative to workmen's compensation for all employees of the Town, or take any other action in relation thereto.

That the Town accept the provisions of the General Laws (Ter. Ed.) Chapter 152, Section 69, relative to workmen's compensation for all em- ployees of the Town.

ARTICLE 19. (At Request of Health Department.) To see what sum of money the Town will vote to raise and appropriate to pay for the care and treatment of tuberculosis patients with legal settlement in the Town, or take any other action in relation thereo.

To see if the Town will vote to authorize its Board of Selectmen to relocate and widen that section of Neck Street, between Curtis Street and North Street, for the purpose of reducing the sharp curve; on land now owned by the Town of Weymouth, on the southerly side of the present location of the surfaced area of Neck Street; or take any other action in relation thereto.

(b) If he desires that federal rent control shall cease to be in effect in this Town at the close of September thirtieth, nineteen hundred and fifty-two, he will vote "No" on said question.


If a majority of the votes cast in any such city or town in answer to said question is in the affirmative, such city or town shall be deemed to have declared by popular referendum, pursuant to the Housing and Rent Act of 1947, as amended, that a substantial shortage of housing accommo- dations exists which requires the continuance of federal rent control in such city or town after September thirtieth, nineteen hundred and fifty- two, and until the close of April thirtieth, nineteen hundred and fifty-three, in accordance with the provisions of said Act.
