ARTICLE 7. (By Direction of Selectmen.) To see if the Town will vote to transfer a sum of money sufficient to cover the cost of the Special Town Election of October 25, 1952, or take any other action in relation thereto.


The Appropriation Committee MOVED:


That the sum of $1,249.65 be appropriated from the Excess and De- ficiency Fund to cover the cost of the Special Town Election of October 25, 1952.


Mr. Roulston of the Appropriation Committee and Mr. Callahan of the Board of Selectmen discussed the sufficiency of the amount being appropriated.

ARTICLE 12. (By Direction of Selectmen.) To see what action the Town will take on the further construction of sidewalks and to make a sufficient sum available for this purpose.

Mr. Callahan of the Board of Selectmen MOVED a substitute motion as follows:


That the sum of $25,000.00 in the Chapter 90 Fund be used for the construction of sidewalks under the direction of the Board of Selectmen.

VOTED: That a committee of five be appointed by the Moderator to study the subject matter of this Article and report at the next Annual Town Meeting.


ARTICLE 14. (At Request of Personnel Board.) To see what action the Town will take in granting the right of the Personnel Board to employ clerical assistance, or take any other action in relation thereto.


The Appropriation Committee MOVED:


That the provisions of Section 626 of the Town By-Laws be waived in so far as it applies to the employment of Rita M. Hodgdon by the Per- sonnel Board.


Mr. Amabile of the Board of Selectmen discussed the advisability of this measure, as he felt there were others who were more in need of the extra remuneration.


Mr. Amabile MOVED a substitute motion as follows:


That the provisions of Section 626 of the Town By-Laws be waived in so far as it applies to any employee of the Town of Weymouth by the Personnel Board.


Considerable discussion ensued. Mr. Roulston of the Personnel Board spoke in favor of the original motion. Mr. Downes, Mr. Roulston of the Appropriation Committee, Mr. Lane and Mr. Weeks also spoke.

ARTICLE 15. (At Request of Weymouth Manor Association.) To see what sum of money the Town will vote to raise and appropriate for the construction by private contractor of a permanent sidewalk on the westerly side of Front Street, extending south from Federal Street to the existing sidewalk at about No. 405, or take any other action in relation thereto.

That the sum of $500.00 be appropriated from the Excess and De- ficiency Account for the construction by private contractor for a permanent sidewalk on the westerly side of Front Street, extending south from Fed- eral Street at about 405, provided that such sum shall be expended under the direction of the Planning Board in 1952.

VOTED: That the Town transfer from an unexpended balance (under Article 1, Section 26a of the 1952 Annual Town Meeting) in the Welfare Department the sum of $25,000.00 ($14,000.00 from Disability Relief and $11,000.00 from General Relief) to the Old Age Assistance Department (Article 1, Item 26b) for assistance purposes only. $14,000.00

ARTICLE 17. (By Direction of Selectmen.) To see what sum the Town will vote to raise by taxation or otherwise for the general expenses of the Highway Department, or take any other action in relation thereto.

ARTICLE 18. (By Direction of Selectmen.) To see what action the Town will take to transfer the collection of garbage in the Town of Wey- mouth from the Board of Selectmen to the jurisdiction of the Health De- partment, or take any other action in relation thereto.

To see if the Town will establish a sanitary department under the jurisdiction of the Street De- partment for the collection of garbage, and further, to see if the Town will vote a sum of money sufficient for the purchase of proper equipment and employment of men for this purpose, or take any other action in rela- tion thereto.

That a committee of five be appointed by the Moderator to study the subject matter of this Article and report at the next Annual Town Meeting.

That a committee of five be appointed by the Moderator to study the subject matter of this Article and approximate cost and report to the Board of Selectmen and Appropriation Committee on or before January 1, 1953.

VOTED: No action, as funds have been transferred to the Selectmen's Department from the Reserve Fund for the observance of Armistice Day.


Mr. Roulston of the Appropriation Committee called the attention of the various Town Department Heads to the fact they should prepare their budgets, as the Committee would start to call for them about the middle of November.

Mr. Crehan of the Board of Selectmen called the attention of the Town Meeting Members to the following:


The First National Bank of Boston, executors of the will of a former resident of the Town of Weymouth, have requested an expression of opinion as to whether the Town would accept a tract of land from the rear of the Shaw School to the rear of the Martin Estate to the rear of Route 128 for a bird sanctuary. The offer entails no obligation to the Town. This would add to land previously offered and accepted for the same purpose.


Mr. Bastey MOVED:


That the Town Meeting Members express themselves in favor.
