Gentlemen:


The year 1952 was an extremely busy one for this office. Much time was consumed handling five elections and three Town Meetings, as well as the regular duties of the office.


Again in 1952 there was a sizeable increase over the previous year in fees collected. The total fees collected amounted to $5,908.30, or an increase of $494.25.


The collection of dog license fees remained about the same as the previous year, and it is expected that the Town will again receive approxi- mately $4,000.00 from the County as a result of these licenses.


During the year two new desks, a filing cabinet and four office chairs were provided. The office was also painted.


I should like to take this opportunity of thanking your Board and all departments for the courtesies and assistance extended to me during the year.

SPECIAL REPORT OF PARKING AND TRAFFIC COMMITTEE


To the Board of Selectmen Town of Weymouth


Massachusetts


In accordance with Article 42 and Article 65 of the 1952 Annual Town Meeting, at the request of the Planning Board and of the Merchants of Bicknell Square, a Special Parking and Traffic Committee provides this First Town Report. This report consists of three sections dealing with, First: The Weymouth Landing Area, Secondly: The Bicknell Square Area, and Thirdly: The Columbian Square Area of the Town of Weymouth. The committee is deeply grateful to officer A. Robert Panora of the Weymouth Police Department and Mr. Melville Henry, of the Registry of Motor Ve- hicles for the research and statistics that have been provided for this report.


There are no recommendations for immediate expenditures within this report, but it is recommended that serious consideration be given toward taking early steps to achieve these recommendations.


In the preparation of this report, due concern has been taken of both the adjacent merchants convenience, the shoppers convenience and of traffic congestion.


PARAGRAPH I-RECOMMENDATIONS FOR WEYMOUTH LANDING:


Since traffic conditions in the several squares or business areas of Weymouth are becoming increasingly congested, the following recom- mendations are made to improve conditions and expedite the flow of motor vehicles through these areas. It has been proven in other cities that the improvement of traffic conditions has brought with it an improvement in business and a reduction of motor vehicle accidents.

This will expidite traffic by having two lanes of traffic moving in the morning and also the same at night. One hour parking after 9 A. M. to 6 P. M. on inbound traffic will stop the all day parkers and will give more people a chance to park. The same can be achieved on the Out- bound traffic.


If each car parks for one hour on Inbound traffic parrallel to the curb from Vine Street to Commercial Street, we can park 75 cars. If one hour restriction was enforced for 8 hours we could accommodate 600 cars.


On the Outbound traffic from Front Street to Common Street the same results would be achieved, only that 608 cars would be accommodated.


Under the laws of the Commonwealth all traffic signs must be approved by the Department of Public Works and the request for such approval must originate with the Board of Selectmen.


If the recommendations herein are approved and become part of the Law of the Town, it is recommended that for a period of one month from the day the law becomes effective, provided all of the signs have been erected, warning cards be issued to violators to educate the public to the new reguations and after that regular traffic tickets be issued to all violators.


It is recommended that the signal lights in Lincoln Square be re- arranged so that they may be operated through all phases manually in the same manner that the lights at Washington Square are arranged for man- ual operation. This permits a police officer to control traffic without putting himself in danger of being struck by a passing vehicle. Manual operation of the lights enables an officer to favor the heavier direction of travel and to prevent needless operation of pedestrian lights and to reduce the time of each phase as conditions warrants.


At the present time unrestricted parking in the area under discussion caused only one line of traffic to move in either direction, thus slowing down the flow of traffic and causing congestion in the area. If these rec- comendations are adopted there will be considerable relief from this con- gestion and fewer accidents that arise out of congestion can be expected.

It is recommended that due to the unusually heavy traffic that is ex- perienced in the summer months, that the Chiefs of Police of Weymouth, Braintree and Quincy, or their representatives, meet to discuss the best methods of controlling this traffic which affects the three areas.


COMMERCIAL STREET-WASHINGTON SQUARE TO WEYMOUTH DEPOT


Since Commercial Street from Washington Square to the New Haven Railroad is only 27 feet wide, it is recommended that the easterly side of the street be made a "No Parking Area" from Washington Square to the railroad with the exception that a Bus Stop be established beginning at a point 20 feet from the curb line in Washington Street and continue for 60 feet. This area would be for embarking and discharging passengers only and not for layover purposes.


An additional Bus stop to accommodate two Buses be established be- gining at Ledge Hill Road and 75 feet towards Washington Street. Buses in this area would be permitted to wait for incoming trains.


On the Westerly side of Commercial Street from N. Y. N. H. R. R. to the Braintree line be established as a one hour parking area from 7 A. M. to 6 P. M.


On the Southwesterly side of Commercial Street from the Braintree line to Front Street also be made a one hour parking area from 7 A. M. until 6 P. M.


CORNER PARKING SIGNS


It is recommended that properly approved signs be erected 20 feet from all corners in the area discussed in this report reading, "No Parking From Here To Corner At Any Time" and that the curbs be painted yellow for 20 feet from each corner.


LAND OWNED BY TOWN OF WEYMOUTH


Since it appears that the Town of Weymouth now owns a parcel of land in the rear of the U. S. Post Office on the Southeasterly side of Wash- ington Street, with an area of 80,800 Sq. Ft. and with an entrance from Washington Street approximately 700 feet from the intersection of Wash- ington and Front Streets, it is recommended that this land be considered for development of an off-street parking area.


An off-street parking area on this land will tend to improve business already on Washington Street and will bring new business to this area.


It is estimated that at least 100 cars can be parked in this area.


Installation of parking meters in this parking area will provide income that will eventually amortize the cost of whatever construction may be necessary to convert the land into a proper parking area.


ADDITIONAL POSSIBILITY FOR OFF-STREET PARKING


It is recommended that a committee be appointed to study the possi- bility of the Town acquiring land in the rear of the Weymouth Savings Bank Building and converting it into an off-street parking area that would be in the heart of the present business district.


RECOMMENDATIONS FOR FRONT STREET


Present regulations governing Front Street appear to be satisfactory, and it is recommended that they remain unchanged, but enforced.

The congested traffic area on Bridge Street seems to center in the block between Sea Street and Newton Street on the Northerly side and between Sea Street and Standish Street on the Southerly side.


On the inbound or Northerly side the total length is 493 Ft.


There are four driveways totaling 107 Ft.

On the outbound or Southerly side the total length is 394 Ft.


There are three driveways totaling 45 Ft.


Number of feet left for parking 349 Ft.

Since there does not appear to be any difficulty with long-time parking in this area, there is no necessity for the establishment of a one hour parking zone.


However, in order to move more traffic inbound on the Northerly side of the street, it is recommended that a No Parking Zone be established for the entire length of Bridge Street on the Northerly side from 7 A. M. to 9 A. M., and that a similar No Parking Zone be established for the entire length of Bridge Street on the outbound or Southerly side from 4 P. M. to 6 P.M. to expedite the evening traffic.


It is recommended that the Bus stop on the Southerly side of Bridge Street at Sea Street be moved ahead to the space between the electric light pole at the cross walk and the next one along the curb. This will allow a space of 102 feet for the unloading and loading of school buses as well as the regular Hingham and East Weymouth buses.


It is further recommended that steps be taken to acquire approximately 35 foot frontage between Sea Street and Blackstone Road on the Wessa- gusset Housing Project, which would be developed as a one-way angle park- ing area, inside the sidewalk and curb, to provide parking space for approxi- mately 70 cars to be laid, out with a one hour parking restriction and based on an eight hour day, would provide parking for 560 cars per day.
