REPORT OF TREE AND MOTH DEPARTMENT


January 5, 1953


To the Honorable Board of Selectmen


Town of Weymouth


Gentlemen:


The activities of the Tree and Moth Department for the year 1952 have moved along at a rapid pace.


With the expansive development of the Town, we find ourselves con- stantly faced with a tremendous back log of urgent work. There are two ways to meet this situation: (1) Build up the manpower of the department to keep pace with the times; (2) Select the most urgent business and do the best we can. The latter policy is no doubt the most reasonable course to follow during these trying times, when the taxpayer is already carrying a terrific financial load.


DUTCH ELM DISEASE control is of foremost importance at the pres- ent time. It requires our year-round attention. Dormant and summer spraying rank next as time consuming projects.


The dormant spray is most important in the control of the Scolytus Beetle, or Dutch Elm Disease carrier, as it is commonly known. This spray was applied by helicopter for the first time this year. The amazing speed, economy and efficiency of the helicopter over ground equipment for street spraying is of utmost importance to the taxpayer.


In six hours the equivalent of three weeks' spray work was accom- plished. I am planning to use the helicopter both for Dormant and sum- mer foliage spray in 1953.


The Dutch Elm Disease is on the decrease, the total number of infec- tions for the year being 318 trees. Two years ago the infected trees num- bered 373, and these were about equally divided between public and private trees. This year, the public shade trees were less than one-third of the total infections, which proves that trees receiving the necessary sprays, both dormant and foliar, are better prtoected against the Dutch Elm Disease.


The privately owned elm tree does not come under our jurisdiction until it becomes diseased. It therefore behooves all owners of elms to care for their own trees.


TREE PLANTING. With the tremendous losses in our shade tree population in recent years, and the future outlook not too promising, it is obvious that the Town must enter into a stepped-up tree planting program.


We must consider the loss of every tree as contributing to:


The rapid depletion of the beauty of our Town. The depreciation of property valuations. The lowering of living standards.


The loss of bird life-all of which cannot but contribute toward a downhill trend in our Town.


Trees bring peace and contentment to families. They inspire all of us to higher ideals and pride in our homes and Town. It is our obligation to restore and retain a love for trees in the hearts of our townspeople. It is

my contention that we owe a shade tree to every new home owner, whose property is not already graced with a tree, and provided that his home is situated on an accepted street.


The proper selection of a tree for its location and environment is im- portant, and in this respect we are following up-to date tree planting recommendations as set forth by the Arnold Arboretum, University of Mass., National Shade Tree Conference and other sources.


MOSQUITO CONTROL. Our Mosquito Control program of the past few years is attracting the attention of many towns, to such an extent that a study has been made and plans forthcoming to organize several towns into a Mosquito Control District. This is sound reasoning, and if followed through will undertake to eliminate the breeding areas of the mosquito. Our share in this project is set at $8,000.00 per year for approximately a five-year period, after which it will be proportionately reduced. An article for Weymouth's entrance into this project will come before our 1953 Annual Town Meeting, and I strongly urge everyone to support this worthwhile project ..

I have given every consideration to the increased tax burden placed on all of us, and to the necessity of curtailments that must be made and yet perform the services that are for the best interests of the Town.
