In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesiad quali- fied to vote in Town Affairs to meet in the hall of the Weymouth High School on


MONDAY, THE TWENTY-SEVENTH DAY OF OCTOBER, 1952


at seven o'clock and forty-five minutes in the evening, then and there to act upon the following Articles, namely :


ARTICLE 1. (At Request of the School Building Committee.) To see what sum of money the Town will vote to raise by taxation or otherwise, and appropriate, for the construction of an addition to the Bicknell School, for certain alterations in the present building, for the purchase of the necessary furniture and equipment for the same, and for the development of the site; or take any other action in relation thereto.


ARTICLE 2. (At Request of the School Committee.) To see what sum of money the Town will vote to raise by taxation or otherwise, and appropriate, for the purpose of preparing complete plans, working drawings and detailed specifications in order that bids may be secured for con- struction of an addition to the Pond School; or take any other action in relation thereto.


ARTICLE 3. (At Request of the School Committee.) To see if the Town will vote a pension of $1,200.00 per annum, to be paid in equal monthly installments to Mrs. Annie S. McDowell, a long-time teacher in the Wey- mouth schools, as authorized by Chapter 514 enacted by the General Court on June 20, 1952, which act provides that said pension is to take effect upon its acceptance by a majority of the Town Meeting Members of the Town of Weymouth present and voting thereon at a meeting legally called for the purpose.


ARTICLE 4. (At Request of Sewer Commissioners.) To see if the Town will vote to authorize the Sewer Commissioners to exchange a strip of the present sewer easement, 10 feet wide, on the easterly portion of Lot 82, Block 226, Sheet 17, in exchange for an additional strip of land 10 feet wide to be contiguous with the existing easement on the westerly portion of Lot 83, Block 226, Sheet 17, all as shown on the Town of Wey- mouth Plans, revised to January 1, 1952, or take any other action in rela- tion thereto.


ARTICLE 5. (At Request of Sewer Commissioners on Behalf of the General School Building Committee.) To see if the Town will vote to raise by taxation or otherwise and appropriate the sum of $28,000.00 to engineer and construct a lateral sewer and do all appurtenant work neces- sary to connect the Bicknell School to the Town sewer on Evans Street, or take any other action in relation thereto.


ARTICLE 6. (By Direction of Selectmen.) To correct vote at Annual Town Meeting Article 7 Rinaldo Road from 40 East Street to Moreland Road to read: Rinaldo Road from Altrura Road to Moreland Road, or take any other action in relation thereto.

ARTICLE 7. (By Direction of Selectmen.) To see if the Town will vote to transfer a sum of money sufficient to cover the cost of the Special Town Election of October 25, 1952, or take any other action in relation thereto.


ARTICLE 8. (By Direction of Selectmen.) To see if the Town will vote to reduce the number of School Committee members to five (5), to take effect in 1954.


ARTICLE 9. (By Direction of Selectmen.) To see what action the Town will take to clean up and re-sand Wessagusset Beach, or take any other action in relation thereto.


ARTICLE 10. (By Direction of Selectmen.) To see if the Town will vote to amend the action taken on Willow Avenue at the Regular Town Meeting "to accept street 30 feet wide" to read "33 feet wide," or take any other action in relation thereto.


ARTICLE 11. (By Direction of Selectmen.) To see what action the Town will take relative to safety island at Pine and Pleasant Streets, or take any other action in relation thereto.


ARTICLE 12. (By Direction of Selectmen.) To see what action the Town will take on the further construction of sidewalks and to make a sufficient sum available for this purpose.


ARTICLE 13. (By Direction of Selectmen.) To see what action the Town will take towards the establishment of a Special Women's Auxiliary Police Force for the purpose of insuring safety of children walking to and from school.


ARTICLE 14. (At Request of Personnel Board.) To see what action the Town will take in granting the right of the Personnel Board to employ clerical assistance, or take any other action in relation thereto.


ARTICLE 15. (At Request of Weymouth Manor Association.) To see what sum of money the Town will vote to raise and appropriate for the construction by private contractor of a permanent sidewalk on the westerly side of Front Street extending south from Federal Street to the existing sidewalk at about No. 405, or take any other action in relation thereto.


ARTICLE 16. (By Direction of Selectmen.) To see what action the Town will take on the appropriation or transfer of funds for Old Age Assistance.


ARTICLE 17. (By Direction of Selectmen.) To see what sum the Town will vote to raise by taxation or otherwise for the general expenses of the Highway Department, or take any other action in relation thereto.


ARTICLE 18. (By Direction of Selectmen.) To see what action the Town will take to transfer the collection of garbage in the Town of Wey- mouth from the Board of Selectmen to the jurisdiction of the Health Department, or take any other action in relation thereto.


ARTICLE 19. (By Direction of Selectmen.) To see if the Town will establish a sanitary department under the jurisdiction of the Street De- partment for the collection of garbage, and further, to see if the Town will vote a sum of money sufficient for the purchase of proper equipment and employment of men for this purpose, or take any other action in relation thereto.


ARTICLE 20. (By Direction of Selectmen.) To see what action the Town will take to remove the ledge at the Pratt School, or take any other action in relation thereto.

ARTICLE 21. (At Request of Veterans' Council.) To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $350.00 for observance of Armistice Day, 1952.

SPECIAL TOWN MEETING Monday, October 27, 1952


Pursuant to a Warrant duly issued, the Special Town Meeting of the inhabitants of the Town of Weymouth, represented by their duly elected and qualified Town Meeting Members, was held in the hall of the Wey- mouth High School on Monday, October 27, 1952.


The Meeting was called to order at 7:50 o'clock in the evening by the Annual Moderator, Mr. Daniel L. O'Donnell. The Town Clerk, Mr. Harry Christensen, read the call of the meeting.


There were 135 Town Meeting Members present. The Moderator de- clared a quorum present.


Upon motion duly made, it was unanimously


VOTED: That the reading of the Articles in the Warrant be suspended.


A prayer asking for Divine Guidance at this Town Meeting was offered by the Rev. Fr. Robert W. McNeil, Assistant Pastor, St. Jerome's Roman Catholic Church, North Weymouth.


Town Meeting Members not sworn in were administered the oath by the Moderator. We now continue with consideration the Article in the warrant.


ARTICLE 1. (At Request of the School Building Committee.) To see what sum of money the Town will vote to raise by taxation or otherwise, and appropriate, for the construction of an addition to the Bicknell School, for certain alterations in the present building, for the purchase of the necessary furniture and equipment for the same and for the development of the site, or take any other action in relation thereto.


Upon motion duly made by the Appropriation Committee, it was unanimously


VOTED: That the sum of $400,000.00 be appropriated for the con- struction of an addition to and increasing the floor space of the Bicknell School (consisting of six rooms, two shops and a stage), including the alterations in the present building that are necessary to connect the addi- tion thereto, for the development of the site and for furnishings and equipment of said addition; and the Treasurer, with the approval of the Board of Selectmen, is hereby authorized to borrow a sum not to exceed $400,000.00 and to issue bonds to be payable in accordance with General Laws (Ter. Ed.) Chapter 44, Section 19, so that the entire sum shall be payable in not more than twenty (20) years from the date of issue of the first bond; $400,000.00


And further, that the sum of $98,000.00 be appropriated from the Excess and Deficiency Account for alterations to the present buidling, and for the purchase of furnishings and equipment which are necessary in the con- version of the Bicknell School into a Junior High School. The sums appropriated shall be expended under the direction of the committee of seven appointed in accordance with Article 4 in the Warrant for the Special Town Meeting of November 20, 1950. $98,000.00


ARTICLE 2. (At Request of the School Committee.) To see what sum of money the Town will vote to raise by taxation or otherwise, and appropriate, for the purpose of preparing complete plans, working drawings and detailed specifications in order that bids may be secured for construc- tion of an addition to the Pond School; or take any other action in rela- tion thereto.

McDowell, a long-time teacher in the Wey- mouth schools, as authorized by Chapter 514 enacted by the General Court on June 20, 1952, which act provides that said pension is to take effect upon its acceptance by a majority of the Town Meeting Members of the Town of Weymouth present and voting thereon at a meeting legally called for the purpose.


Upon motion duly made by the Appropriation Committee, it was unanimously


VOTED: That the Town accept the provisions of Chapter 514 enacted by the General Court on June 20, 1952, and that the sum of $200.00 be appropriated from the Excess and Deficiency Account to provide for pen- sion payments to Annie S. McDowell as of November 1, 1952. $200.00


ARTICLE 4. (At Request of Sewer Commissioners.) To see if the Town will vote to authorize the Sewer Commissioners to exchange a strip of the present sewer easement, ten feet wide, on the easterly portion of Lot 82, Block 226, Sheet 17, in exchange for an additional strip of land ten feet wide to be contiguous with the existing easement on the westerly portion of Lot 83, Block 226, Sheet 17, all as shown on the Town of Wey- mouth Plans, revised to January 1, 1952, or take any other action in rela- tion thereto.


Upon request of the Moderator, action on Article 4 was deferred at this time and, following action on Article 10, Article 4 was again taken up, and action taken as follows:


Upon motion duly made by the Appropriation Committee, it was unanimously


VOTED: That the Town authorize the Sewer Commissioners to ex- change a strip of the present sewer easement, ten feet wide, on the easterly portion of Lot 82, Block 226, Sheet 17, for an additional strip of land, ten feet wide, to be contiguous with the existing easement on the westerly portion of Lot 82. Block 226, Sheet 17, all as shown on the Town of Wey- mouth Atlas, revised to January 1, 1952; and the Board of Selectmen are hereby authorized, instructed and empowered for and on behalf of the Town to execute, acknowledge and deliver deed or deeds or other instru- ments necessary to effectuate this purpose.


ARTICLE 5. (At Request of Sewer Commissioners on Behalf of the General School Building Committee.) To see if the Town will vote to raise by taxation or otherwise and appropriate the sum of $28,000.00 to engineer and construct a lateral sewer and do all appurtenant work neces- sary to connect the Bicknell School to the Town sewer on Evans Street, or take any other action in relation thereto.

VOTED: That the sum of $28,000.00 be raised and appropriated to engineer and construct a lateral sewer and do all appurtenant work neces- sary to connect the Bicknell School to the Town sewer on Evans Street, said sum to be expended under the direction of the Sewer Commissioners. $28,000.00
