REPORT OF THE GENERAL SCHOOL BUILDING COMMITTEE


TASKS


This Committee, authorized by the Special Town Meeting of November 20, 1950, and further instructed by the Annual Town Meeting of March 5, 1952, and the Special Town Meetings of October 1, 1951, June 23, 1952, and October 27, 1952, is presently charged with the accomplishment of five distinct tasks:


1. Expending the balance of the $468,000.00 appropriated for the con- struction and equipping of the new nine-classroom "Homestead" elementary school


2. Expending the balance of the $415,000.00 appropriated for the con- struction and equipping of the six-classroom addition to the James Humphrey School.


3. Expending the balance of the $239,800.00 appropriated for the con- struction and equipping of the six-classroom addition to the Ed- ward B. Nevin School.


4. Expending $498,000.00 for the construction of an addition to and making the alterations necessary to convert the Bicknell ele- mentary school to a complete Junior High School, for the north area of the Town.


5. Procuring plans, working drawings and specifications for an ad- dition to the Pond School.


ACCOMPLISHMENTS


1. The Homestead School was completed in December, 1952, with the exception of a minor amount of exterior landscaping to be completed in the Spring.


2. The James Humphrey School addition is well on its way toward completion during the early Spring of 1953.


3. The Edward B. Nevin School addition, though not so far along as that at the Humphrey School, should be completed in the early Spring of 1953.


4. The work at the Bicknell School is off to an exceptionally fine start, and it is anticipated that all work will be completed in time to open this school as a junior high school in September, 1953.

5. Collens, Willis and Beckonert of Boston, Massachusetts, engaged as architects for the addition to the Pond School.


6. Obtained approval by the State School Building Assistance Com- mission of the plans and specifications for the four schools under construction, which approval entitles the Town of Weymouth to State payments amounting to 28.43 per cent of the cost of these schools (excluding the cost of alterations within existing build- ings).


7. Obtained N. P. A. allocation of critical materials for the four schools under construction.


CURRENT CONSIDERATIONS


1. The Committee plans to ask for the appropriation of funds for the construction of the Pond School addition, at a Special Town Meeting to be requested about the end of April, 1953, based on bids to be procured on specifications currently under prepara- tion by the architect.

REPORT OF THE WATER COMMISSIONERS


December 31, 1952


The Weymouth Board of Water Commissioners are pleased to submit their annual report for the year 1952.


Major extensions were undertaken on our program of reinforcement of water mains. Contracts were let for work on Front, Union, Oak and Green Streets totaling 15,125 lineal feet. On Front Street, 12-inch pipe was extended north to include Liberty Square, thence through Ells Avenue and on Main Street to connect with the new emergency well off Main Street. While it is the policy of this Board to finance these improvements out of current income, we find it increasingly difficult to keep pace with the Town's growth under the present rate schedule.


Our program of cleaning water mains was continued this year to in- clude 6,400 lineal feet of 12-inch pipe on Broad Street and 6,800 lineal feet of 14-inch pipe on Middle Street.


Revised rules and regulations of the Water Department were adopted on May 1, 1952, and printed in the pamphlet entitled "By-Laws of the Town, and Rules and Regulations of Town Departments."


During 1952, we retained Weston & Sampson, Consulting Engineers, to review their report of 1948 on the requirements for reinforcing water mains. In spite of the many new services added during the past years, the Engi- neers found no substantial changes from their original plans.

REPORT OF THE SUPERINTENDENT


To the Weymouth Board of Water Commissioners:


Another year of active building construction has resulted in 493 new service connections, 38,000 lineal feet of new mains installed or replaced, and 13,200 lineal feet of mains cleaned.


Several improvements have been completed at the Filter Plant, such as installation of new valve operating pressure tank with small booster pump, completion of the new low lift 12-inch pipe line, design and con- struction of new intake screens, installation of tell-tale high and low level lights to control coagulation basin, and improved construction around wash water lagoon, including the cleaning out of the lagoon.


The new emergency well off Main Street was put into service this past year. This unit proved its worth in an unusual emergency during the repair of two simultaneous 12-inch pipe breaks. These breaks would have been calamitous without this stand-by unit.


In June, Miss Loud was added to the office force. Mrs. Strachan re- signed in August, and was replaced by Miss Balfour.


In April, Mr. William Sullivan retired from the department after 24 years of service.


Mr. Willis was added to the maintenance force in August, and Mr. Clark joined the Filter Plant operators in September.


Daily laboratory examinations continue to show excellent purity of our various water supplies. Samples are taken daily, and are double checked at random locations along the distribution system. We are for- tunate in having the South Shore Research Laboratory, Inc., with its new equipment available, such as electric Ph meters, as well as a Tracerlab alpha-beta-gamma radiation survey meter for Civil Defense needs. This laboratory conducted 964 separate examinations of water samples during the year.


For our reinforcing program, plans and specifications were engineered by the department for a total of $111,500 for 20,600 lineal feet of mains, and contracts were let to C. Jiustino, Inc., for 12-inch on Front Street, Ells Avenue, Main, Union, and Central Streets; to Joseph Capone & Son for 12-inch on Winter and Green Streets, and to E. Susi and Williams Corp. for 10-inch on Pine Street, 8-inch on Oak Street, and 6-inch on Sycamore Road.
