TRUST FUNDS.


The Selectmen have paid out of the income of the " Jenkins Fund" the sum of $220. Forty dollars each to fine single women, and twenty dollars to one single woman. The "Thomas Fund " has not been disturbed.

GUIDE BOARDS.


The guide boards throughout the Town need general repairs, and in some instances new boards are needed. We recommend that $200 be raised for that purpose.

ARTICLES TO BE IN THE WARRANT


For Town Meeting, March 4, 1889.


ARTICLE 1. To choose a Moderator to preside in said meeting.


ART. 2. To hear the report of the Selectmen, and other town officers, and act thereon.


ART. 3. To choose all necessary town officers for the ensuing year.


ART. 4. To see what sums of money the Town will raise to defray its necessary and lawful expenses for the current year and appropriate the same.


ART. 5. To establish the rate of wages for removing snow for the current year.


ART. 6. To establish the rate of wages for the Selectmen, Overseers of the Poor, and Auditor, for the current year.


ART. 7. To act on the list of jurors as prepared by the Se- lectmen.


ART. 8. To see if the Town will authorize the Overseers of the Poor to contract, at their discretion, for the sup- port of the town's poor.


ART. 9. To see if the Town will authorize their Treasurer to borrow money, under the direction of the Selectmen, in anticipation of taxes.


ART. 10. To see if the Town will authorize their Auditor to print and distribute their financial, and other reports, in the month of February next.

ART. 11. To hear the report of any Committee heretofore chosen and act thereon.


ART. 12. To see if the Town will raise and appropriate the sum of $100.00 for "Memorial Day."


ART. 13. To see if the Town will determine the way and man- ner in which their taxes shall be collected or act thereon.


ART. 14. To make allowance to town creditors or act thereon. ART. 15. To ballot on the question of granting licenses for the sale of intoxicating liquors in this Town. The ballots to be "Yes" or "No" in answer to the question, "Shall licenses be granted for the sale of intoxicat- ing liquors in this Town.


ART. 16. To see if the Town will raise and appropriate the sum of $200.00 for the purpose of repairs on culverts, between the third and fourth cliffs, or act thereon. ART. 17. To see if the Town will raise and appropriate the sum of $300.00 for repairs on road leading from the northerly end of the second cliff, to the northerly end of the first cliff.


ART. 18. Will the Town release, for a consideration, their lease of the "Peirce Gravel Pit," on Charles Street?


ART. 19. To see if the Town will buy or authorize their Treas- urer to buy, under the direction of the Selectmen, one of the town's notes to be paid for out of the cash in the hands of the Treasurer.


ART. 20. To see if the Town will appoint an Agent to pur- chase school supplies for the use of the schools, in Town, or act thereon,

ANNUAL TOWN MEETING.


At a legal meeting of the inhabitants of the Town of Scituate, qualified to vote in elections and in town affairs, held at the town hall in said Scituate on Monday, March 5th, 1888, at nine o'clock in the forenoon, Thomas Tilden was chosen Moderator. Daniel J. Bates and Henry T. Otis counted, they having been chosen tellers, and duly sworn by the Clerk.


Voted, To proceed to the choice of Town Clerk.

ARTICLE 5. Voted, That the rate of wages for removing snow be twenty- five cents per hour.


ARTICLE 6.


Voted, That the Selectmen be instructed to fill the places of those who wish to be excused from serving on the jury ..


ARTICLE 12.


Voted, That the Town raise and appropriate the sum of one hundred dollars, to be expended under the direction of Post 31, G. A. R. on Memorial Day.


ARTICLE 7.


Voted, That the Town authorize their Treasurer to borrow money under the direction of the Selectmen in antici- pation of taxes.

ARTICLE S. Toted, That the Town authorize the Overseers of the Poor to contract at their discretion for the support of the Town's poor.


ARTICLE 9. Voted, That the Town cause their financial report to be printed and distributed in the month of February next.


ARTICLE 10. Voted, That the report of the Committee upon purchasing the town hall lot be recommitted to the Selectmen.


ARTICLE 13. Voted, That a discount of 4 per cent. be allowed upon all taxes paid before November 1st.

Voted, That the bill of George W. Bailey be allowed. Voted, That the bill of Charles 'T. Murray be disallowed. Voted, That a Committee of three be appointed (by the chair) to find the books belonging to Mr. Murray (reported lost), and return them to Mr. Murray.

ARTICLE 17. In reference to improving the road leading to Mann Hill and Boardman Avenue. (Passed over.)


ARTICLE 18.


Voted, That the Town instruct their Surveyor of Highways to compel individuals to remove all incumbrances from the highways and sidewalks of the Town.


ARTICLE 20.


In reference to gravelling Beach Street. (Passed over.)


ARTICLE 21.


Voted, To raise and appropriate the sum of one hundred dollars for the improvement of the sidewalks of the Town,to be expended under the direction of the Surveyor of Highways.


ARTICLE 22. Voted, That the Town cause all the streets to be named that are not already named.


ARTICLE 23.


Voted, That the Town instruct the Selectmen to cause street signs to be erected at the ends of all the streets in Town, or sufficiently near so as not to be mistaken. Voted, That the Moderator be paid $5.00 for his services.


Mr. Tilden declining to receive any compensation for his ser- vices, a vote of thanks was tendered him.


Voted, To dissolve the meeting.

REPORT OF THE SCHOOL COMMITTEE.


TO THE INHABITANTS OF THE TOWN OF SCITUATE :---


The School Committee of Scituate herewith submit their annual report.


The schools of the Town show, with few exceptions, a uniform excellence.


The teachers are earnest workers, evincing a steady desire for improvement as shown by their attendance at teachers' meetings and their subscriptions to educational journals. Some have shown themselves eminently suc- cessful in adopting the "Quincy Method" of teaching reading and numbers.


The yearly appropriation of money for school purposes has been expended with the best judgment of the Com- mittee, while the needs of the schools are such, that many wants are still unprovided for. Let the citizens of Scituate not forget in their desire to make their Town at- tractive by many new roads, that their first duty is to the schools of the place ; and that the effort to raise them to the highest point of efficiency and usefulness must necessarily call for a liberal appropriation. They must be made so good as to defy criticism, for the "public schools are the foundation and indispensable security of popular government."

Course of Study.


Few changes have been made in the course of study. Following the lead of the best practical educators, it seems best to commit the study of technical grammar to the higher grades, while in the lower, the study of language, spoken and written, should receive a large share of time and attention.


For the assistance of the primary teachers, the Com- mittee adopted, at the beginning of the school-year, a rudimentary language chart, containing model lessons, to be simplified and extended by the teacher, as her ability and ingenuity may suggest.


The little ones are there taught to speak and write correctly their little sentences. Their vocabulary is enlarged. They are taught to express their ideas. They are made familiar with simple rules of capitalization and punctuation. Letter-writing, story-writing, and repro- duction of reading, geography and history-lessons, form a part of the daily drill in language.


The teachers are taking hold of this work with much interest; the children enjoy it; and we hope such practi- cal drill in language, may become an important factor in preparing our boys and girls for their future work in the world.


At a meeting of the Committee, in August, it was voted unanimously to introduce the study of industrial drawing during the ensuing year. Many of our townspeople have for some time realized its important place in the public school curriculum, and the teachers are willing
