AUDITOR'S REPORT.
Having audited the accounts of the Treasurer and Selectmen, perhaps my duties should cease, but I wish to explain my position as Auditor, as I understand the same, for I know that some differ from me in the construction of an Auditor's duties, and think that it is within an Auditor's power to approve all bills before paid, and also to oppose the payment of the same if he thinks them ex- travagant.
If any one will look at the case carefully, they will see at once, that, for the Auditor to know the correctness of all bills, the same would have to be contracted for under his supervision, and that would place him at the head of all the town officers, which, I believe, was never the meaning of the law, for the law says, the Auditor shall meet with them once a year, and may meet with them once a month. The Auditor is compelled to meet, only once a year, and for that reason could not be expected to approve all bills before paid.
To the different town officers in their several capacities, belongs the blame or credit of administering the town's affairs, as you may judge.
My construction of the duties of an Auditor is this : To see that all orders drawn by the Selectmen are vouched for by bills from persons whom the Auditor has reason to believe have done service for the town, also to see that all amounts paid by the Treasurer are vouched for by orders from the Selectmen, or receipts from parties to whom the Auditor has reason to believe the town owes money ; such as interest, State and County taxes, etc., and that the Treasurer gives the town credit for all moneys received, to the full amount, such as town taxes, State and military aid, bank and corporation taxes, dog fund and school fund, and from all sources which he has reason to believe money is paid into the town, also to see that all money not needed for present use, is drawing interest, or to see if the Treasurer hires more money than needed, or for a larger period than necessary ; also, to see if the taxes received by the Collector, and the amounts unpaid, agree with the tax warrant placed in his hands by the Assessors, also, to see that the discount on taxes is correct and only allowed as voted by the town.

Such is my construction for an Auditor's duties, and as such I have endeavored to do my best. I have availed myself of the privilege of the law, and met with the Selectmen and the Treas- urer, each, once a month, and kept a record of all orders drawn, and of all bills paid, of the money in the banks and interest received, and of money bired and interest paid, also of the taxes collected and discount paid, as well as all other moneys received or paid.
I have chosen to meet with the town officers once a month, that I might become more familiar with the business of the town.
I wish to say here, that in examining the accounts of the Select- men and Treasurer, every kindness and facility have been shown me.
The Treasurer's account is balanced with uncollected taxes, and correct according to the tax warrant, but there is no way to verify any error that may have occurred, unless the Auditor should in- quire of every individual in regard to their tax. I would therefore recommend that a list of all unpaid taxes, on January 1, 1892, be printed in the next town report. A list of the same was printed ten years ago, and the cost will be about fifteen dollars. If the list was printed and any individual saw his name there through any error, the same could be easily rectified.
Although the law compelling the town to choose an Auditor has involved some expense, I think the town has been more than re- paid in the increased interest received the last two years, not that I mean to imply by my statement any intentional wrong by any one, not at all, but an oversight on their part.
I would also recommend that the town pass a vote, instructing the Treasurer to cash no orders drawn in favor of a person whose tax is unpaid ; in that way many taxes now unpaid might be col- lected.
In examining the orders drawn on the Treasurer, I find a large proportion of them signed by only one of the selectmen and paid by the Treasurer, a method of doing business which I think is decidedly wrong.
I would also recommend that all bills against the town should be itemized, as most of them are the past year ; but a few are not ; some of the unitemized bills appear reasonable enough, but others appear extravagant and not clear to me.

To either of the Constables of the Town of Scituate, in said County, GREETING :
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhab- itants of the Town of Scituate, qualified to vote in elections and in town affairs, to meet at the Town Hall, in said Scituate, on Monday, the second day of March next, at nine o'clock in the forenoon, then and there to act on the following articles :
ARTICLE 1. To choose a Moderator to preside in said meeting.
ART. 2. To hear the report of the Selectmen and other town officers, and act thereon.
ART. 3. To choose all necess . town officers for the ensuing year.
ART. 4. To sce what sums of oney the town will raise to defray its necessary and law- ful expenses for the current year, and appropriate the same.
ART. 5. To establish the rate of wages for removing snow for the current year.
ART. 6. To act on the list of Jurors as proposed by the Selectmen .: -
ART. 7. To see if the Town will authorize their Treasurer to borrow money under the direction of the Selectmen in anticipation of Taxes.
ART. 8. To see if the Town will authorize the Overseers of Poor to coutract at their discretion for the support of the town poor.
ART. 9. To hear the report of any Committee heretofore chosen, and act thereon.
ART. 10. To sce if the Town will Raise and Appropriate the sum of $100 for Memorial Day, to be spent under direction of Post 31, G. A. R.
ART. 11. To see if the Town will determine the way and manner in which their Taxes shall be collected or act thereon.
ARB. 12. To make Allowance to Town Creditors or act thereon.
ART. 13. To ballot on the question of granting Lieenses for the Sale of Intoxicating Liquors in this Town-the ballots to be " Yes," or " No," iu answer to the question, " Shall Licenses be granted for the Sale of Intoxicating Liquors in this Town."
ART. 14. To see if the Town will Raise and Appropriate Money for the Transportation of Neck and Egypt Schools to North Main Street School or act thereon.
ART. 15. To see if the Town will Raise and Appropriate money for the Trausportation of Grove Street School to Central Street School or act thereon.
ART. 16. Will the Town authorize the School Committee to unite High, Grove and Central Street Schools and furnish Transportation.
ART. 17. To see if the Town will Raise and Appropriate a sum of money for the trans- portion of the West Grammar and High School scholars from High Street School and Grove Street School districts, in conjunction with the Primary scholars from those districts.
ART. 18. Will the Town raise and appropriate the sum of $300 for the salary of Super- intendent of Schools.
ART. 19. To see if the Town will choose a committee of five, including the School Committee to deeide upon location and proenre plans for a new High School House or act
ART. 20. Will the Town instruct their Selectmen to print in the next aunual report, a list of all the unpaid taxes on January 1st, 1892.
ART. 21. Will the Town instruct their Treasurer to pay no order drawn iu favor of a person whose tax is unpaid.
ART. 22. To see if the Town will accept of the title as given by Turner Litchfield, of land for the enlargement of Town Hall lot.
ART. 23. Will the Town prohibit the use of Cushing's Manual iu this Town, by request of the Town.
ART. 24. Will the Town instruct their Road Commissioners to cause as much extra highway labor in the Westerly seetion of the Town as has been done in the Easterly, under the name of extra highway labor in that section, so as to stand on an even balance with their townsmen.
ART. 25. To see if the Town will rescind the vote whereby they voted to allow the Duxbury and Cohasset Railroad Corporation to cross the highways in Scituate at grade, or act thereon.
ART. 26. To see if the Town will rescind and revoke their vote of March 3d, 1890, wherein they accepted of the provisions of Chap. 158, of the Statutes of 1871, and choose three Road Commissioners, and abolish the same.
ART. 27. To see if the Town will adopt the Australian system for the choice of its town officers.
ART. 28. To see what action the Town will take on order of notice from the Couuty Commissioners on petition of J. L. Greely and others for road at Fourth Cliff.
ART. 29. . To see what action the Town will take on petition of Joseph O. Marsh and others to wideu and raise the roadbed ou Main street between Grove street aud the residence of Joseph O. Marsh, or act thercon.
ART. 30. To see what action the Town will take on petition of W. S. Sherman aud others for Townway at the Sand Hills, or act thereon.
ART. 31. To see what action the foun! will take a petition owners for new road from any street to vagypwstation, cf : 2 thereon.
ART. 32. To sec if the Town will raise aud appropriate, the sum of $ 50, to take up and relay the bridges on Cedar Street, or act thercon.
ART. 33. To see if the Town will new locate the line of Blossom Street against the land of Zenas H. Litchfield, or act thercon.
ART. 34. To see if the Town will raise and appropriate the sum of $50, for further repairs on Jericho road, between the house of John Barry and the estate of S. P. Barker.
And you are directed to serve this warrant by posting up attested copies thereof, in each of the post offices in said Town, seven days at least before the time for holding said meeting. Hereof fail not, and make due return of this warraut with your doings thereon to the Town Clerk at the time and place of meeting as aforesaid.
