I submit herewith my report of an audit of the ac- counts of the town of Scituate for the fiscal year ending December 31, 1933, made in accordance with the pro- visions of Chapter 44 of the General Laws. This report is in the form of a report made to me by Mr. Edward H. Fenton, Chief Accountant of this Division.

Sir :
As directed by you, I have made an audit of the books and accounts of the town of Scituate for the fiscal year ending December 31, 1933, and submit the following re- port thereon.
The financial transactions of the town, as recorded on the books of the several departments receiving or dis- bursing money for the town or committing bills for col- lection, were examined and compared with the records of the town treasurer and the town accountant.
The books and accounts of the town accountant were examined and checked in detail. The recorded receipts were compared with the treasurer's books and with the records of the several departments in which charges originated or money was collected. The records of dis- bursements were checked with the treasury warrants and with the treasurer's records of payments.
The appropriations, loan orders, and transfers, as re- corded on the accountant's ledger, were checked with the town clerk's records of town meetings and with the records of the advisory board.
The ledger accounts were analyzed, a trial balance was taken off, proving the accounts to be in balance, and a balance sheet, showing the financial condition of the town as of December 31, 1933, was prepared and is ap- pended to this report.
The books and accounts of the town treasurer were examined and checked in detail. The recorded receipts were analyzed and compared with the records of the several departments collecting money for the town and with other sources from which money was paid into the

town treasury, while the disbursements were checked with the selectmen's warrants authorizing the treasurer to disburse town funds. The cash balance on February 5, 1934, was verified by a count of the cash in the office and by a reconciliation of the bank accounts with state- ments furnished by the banks of deposit.
The payments on account of debt and interest were verified by a comparison with the amounts falling due, the canceled securities and coupons being checked and the outstanding debt and interest being listed and proved.
The tax title accounts were verified by an examination of the tax title deeds in the custody of the town treasurer and by checking with the collector's accounts.
The books and accounts of the town collector were ex- amined and checked. The accounts outstanding at the time of the previous examination were audited, and all subsequent commitments of poll, property, old age assist- ance, and motor vehicle excise taxes, as well as moth assessments and water rates and charges, were analyzed. The commitment lists were proved, the abatements were checked to the assessors' records of abatements granted and with the records of other departments au- thorized to grant abatements, the payments to the treas- urer were compared with the treasurer's cash book, and the outstanding accounts were listed and proved to the accountant's ledger.
The outstanding accounts were verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies were received thereto indicating that the accounts, as listed, are correct.
The financial accounts of the town clerk were examined and checked. The receipts from dog licenses issued on behalf of the county, and for sporting and trapping li- censes, the proceeds of which are paid to the State, were checked with the records of licenses issued. The pay-

ments to the town and to the Division of Fisheries and Game were verified.
The records of licenses and permits issued by the sev- eral departments were examined and checked, and the payments to the treasurer were verifid. It is recommen- ded that advance payments be required with applications for licenses.
The various trust funds in the custody of the selectmen were examined in detail. The savings bank books repre- senting the investment of the trust funds were listed, the income being proved and the disbursements verified.
The records of departmental accounts receivable were examined. The abatements were verified, the payments to the treasurer were checked, and the outstanding ac- counts were listed and proved to the accountant's ledger. A determined effort should be made to collect the overdue outstanding departmental accounts receivable, but if it is found that they are uncollectible, they should be abated. It is recommended that all collectible depart- mental accounts outstanding and all future charges be committed to the town collector for collection.
The acounts of the sealer of weights and measures were examined. The recorded receipts were checked with the records of weights and measures sealed and ad- justed, and the payments to the treasurer were verified.
In addition to the departments mentioned, the avail- able records of all other departments receiving money for the town were checked and the payments to the treasurer were verified.
The surety bonds filed by the several officials for the faithful performance of their duties were examined and found to be in be in proper form.
There are appended to this report, in addition to the balance sheet, tables showing a reconciliation of the ยท treasurer's and collector's cash, summaries of the tax, assessment, tax title, departmental, and water accounts,

together with tables showing the condition of the various trust funds.
