REPORT OF THE BOARD OF PUBLIC WELFARE


To the Citizens of Scituate:


Your Board of Public Welfare has had another year of acute problems, caused by continued unemployemnt of many of our citizens. We have acted promptly in all cases to alleviate distress. The distribution of Federal Commodities has continued through this Board with the cooperation of the Fire Department and the local Emergency Relief Administration. Our greatest satis- faction is to help our citizens from being forced to seek relief. We have successfully accomplished this in many cases through the assistance of other town departments which have obtained work for applicants. At this time the Board wishes to thank those departments, and also the Red Cross, Community Chest and various individual citizens who have been able, in many cases, to help in emergencies.


Ralph Sawyer Brown was appointed by the Board last spring as Supervisor of Public Welfare. His work as investigator has permitted your Board to prosecute proper settlements with vigor, and, as a result, we are recovering considerable sums for our town treasury. He has cooperated with us and has had our full cooperation at all times. This perfecting of system will save the de- partment and the town a considerable sum of money in future years.


After thorough investigation we have aided all cases brought to our attention under Public Welfare, Mother Aid, and Old Age Assistance in 1934.

The Board will continue the same policies of the past year throughout 1935 and with our established system functioning properly, we will be able to administer re- lief problems impartially.

It should be encouraging to all police officers to note an awakening interest by the public generally, in the police and their problems. Every friend of good govern- ment should be interested, to the point of insistence, that the men upon whom he depends to protect his home and property should be properly equipped with a thor- ough knowledge of the fundamentals of his work and facilities to efficiently perform his duties under any and all conditions. Prevention is and always has been, the first duty of an efficient police officer. Crime, like disease, does not need a cure if not permitted to gain a foothold. An awakened interest locally is best indicated by the increase in the number of persons attending the police school sessions. This school of instruction, which is conducted each Tuesday evening, in the study library of the high school during the fall and winter months is now entering its fifth year. Augmenting the instruction re- ceived at this school, each officer of the department has completed a special course in First Aid, under the di- rection of an instructor sent here through the courtesy of the New England Tel. & Tel. Co.


Pistol Practice-The department is a member of the New England Police Revolver League. Pistol practice is held as frequently as is convenient. During the sum-

mer months we are privileged to use an out-door range at the "Proving Grounds" through the courtesy of Mr. Brand and in the winter a pistol range in Cohasset is utilized, for the use of which we are indebted to Chief Pelletier of the Cohasset Police Department.


Equipment-The motor vehicle equipment of the de- partment consists of two cruising cars and at present, three motorcycles. All of the equipment is in reasonably good condition. We are at the present time, without the use of one of the motorcycles, which was demolished and rendered unserviceable, following a collision with an automobile on July 3, 1934. This motorcycle should be replaced. We are confident that the loss occasioned by this collision will be adjusted to the full satisfaction of the town. Considering the wear and tear and the miles travelled by Cruiser No. 50, we are of the opinion that this car should be exchanged for a new machine each year, in the interest of safety and economy. Through the efforts of the members of the department each man has been outfitted with a blue whip-cord uniform and uniform belts with holsters. This entailed a considerable expenditure of money and was paid for from the pro- ceeds of the annual concert and ball, conducted by the department.


Radio-Each cruising car is equipped with a radio re- ceiving set, in addition to the desk set at the police sta- tion. These radios are connected up with Station WPGU maintained by the Cohasset Police Department. It is difficult to estimate the value of this service, not alone to the police, but to the public generally, in the time saved and the more ready response of the police, particularly in an emergency. For this service we are deeply indebted to Chief of Police Hector C. Pelletier of the Cohasset Police Department. No charge has been made for this splendid service during the past year. In the future, however, Scituate, in common with other towns now be- ing serviced by this station, will be expected to contri- bute its pro rata share of the cost of maintenance. This, of course, is as it should be and the amount necessary will
