Reference to the general indebtedness and the large annual payments which, for many years to come, must be met, will con- vince those citizens who have at heart the welfare of Wakefield, that we have before us a problem of magnitude and that the only course open to us is to RETRENCH.

Sewer Commissioners' Report.
TO THE CITIZENS OF WAKEFIELD :
Your commissioners herewith respectfully submit their second annual report for the year ending January 31, 1902.
FINANCES.
By vote of the town on July 30, 1900, $225,000 was appropriated under authority granted by chapter 377, acts of 1900, and to the above is added the premium on the bonds sold to date and other credits amounting to $4,930.97, making a total of $229,930.97. Under the supervision of your board there has been expended during the year ending January 31, 1902, $103,415.67, adding the expenditures of the previous year which amounted to $3,363.48, making a total expenditure to date of $106,779.15 and leaving an un- expended balance of $123,151.82.
We also have on hand brick, pipe, cement, iron work, etc., valued at $3,201.54, and office supplies and furniture valued at $957.91, making a total of $4,159.45.
For a detailed statement of the expenditures reference is made to the financial statement at the close of this report.
DIVISION INTO SECTIONS.
For convenience the work proposed to be done was sub-divided into sections, with the idea of making them of a size that one contractor might economically handle one section, and further that we might receive lower prices for the work if the amount was such as to invite more com- petition.

BIDS AND CONTRACTS.
After the plans, specifications and forms of contracts were prepared the latter was submitted to the Town Counsel for inspection and. by him approved. Advertisements were then inserted in various papers asking for sealed bids for furnishing materials and doing the work of building Sec- tions One, Two, Three, Four, and Six, and on March 27, 1901, the bids for these portions were publicly opened and read and the results are shown by the following canvasses of bids on succeeding pages.
The bid of Moss Bros. & Pearse was lowest for sections One, Two and Three. They were notified of this fact and came to Wakefield. They then represented to us that they had bid too low to do the work, they had not sufficiently informed themselves of the character of the materials to be encountered and had not visited the ground. While they would enter into contract if forced to, they lacked the capi- tal to carry on the work and there was doubt of their ability to give the required bond. After carefully con- sidering the facts it was considered unwise and against the interests of the town to force them into contract.
Minahan & Costa, of Orange, New Jersey, were the next lowest bidders and after a careful investigation as to their financial ability and standing as contractors it was decided to award the contracts for the above sections to them, and satisfactory bond being given, contract was entered into under date of April 10, 1901.
Contracts for sections four and six were awarded to the lowest bidder, F. J. Cushing & Co., of Lynn, Mass., and signed on April 8, 1901.
The bids for sewer pipe to be delivered f. o. b. cars at Wakefield Junction were as follows :
