On motion by Finance Committee:
Voted: That the Town appropriate the sum of $60.00 to pay 1950 bill of the Welfare Department due the City of Chelsea for General Relief, funds for same to be transferred from the Excess and Deficiency Account.
ARTICLE 4
To see if the town will vote to appropriate a sufficient sum of money to pay various cities and towns unpaid bills of previous years, funds for same to be taken from the Excess and Deficiency Account .- Board of Public Welfare.

To see if the Moderator will appoint a committee of five citizens consisting of the Building Inspector, a Civil Engineer, an Architect, a Builder and a member of the Planning Board to study the building laws of the Town of Wakefield and report their recommendations back to a future town meeting .- Frank A. Tredinnick, Building Inspector.
Motion by Finance Committee:
That the Moderator appoint a committee of five citizens, consisting of the Building Inspector, an architect, a builder, and a member of the Planning Board, to study the building laws of the Town of Wakefield and report their recommendations back to a future town meeting.
Amendment by Joseph Hartshorne:
That the Moderator appoint a committee of seven citizens, consist- ing of the Building Inspector, a Civil Engineer, an Architect, a Builder, a member of the Planning Board, a Fire-Prevention Engineer, and an Insurance Agent, to study the building laws of the Town of Wake- field, and report their recommendations back to a future town meeting.
The vote on Mr. Hartshorne's amendment was in the affirmative. The original motion, as amended, then was voted in the affirmative.
ARTICLE 6
To see if the town will appropriate a sufficient sum of money to purchase a new boiler for the low level sewer station. The money therefor to be raised in the 1954 tax levy .- Board of Public Works.

Voted: That the Town appropriate the sum of $750.00 to carry out the purposes of Article 6, funds for the same to be raised in the 1954 tax levy.
ARTICLE 7
To see if the town will vote to transfer from the Sewer Maintenance Labor appropriation the sum of $800.00 to the Sewer Maintenance Ac- count or what the town will do about it .- Board of Public Works.
On motion by Finance Committee:
Voted: That the Town appropriate the sum of $800.00 for Sewer Maintenance Expense by transfer from the appropriation for Sewer Maintenance Labor Account for the year 1953.
ARTICLE 8
To see if the town will appropriate $2500.00 for Sewer Connections, the funds therefor to be taken from the Excess and Deficiency Account or other available funds .- Board of Public Works.
On motion by Finance Committee:
Voted: That the Town appropriate the sum of $2500.00 for Sewer Connections for the year 1953, funds for the same to be transferred from the Excess and Deficiency Account.
ARTICLE 9
To see if the town will instruct the Moderator to appoint a com- mittee of five citizens to study the advisability of establishing a Stabili- zation Fund in the Water Division of the Board of Public Works, and

That the present Water Survey Committee be augmented by the addition of five members to be appointed by the Moderator, and that the newly-constituted Water Committee be instructed to bring in a report at the next annual town meeting, said report to be concerned with the best method of providing the town with an adequate supply of water and the protection of our present supply and its source .- Board of Selectmen.
Motion by Finance Committee:

To see if the town will vote to authorize and instruct the Board of Selectmen to purchase or take by right of eminent domain under Chapter 79 of the General Laws for playground purposes, the following described parcel of land: Northeasterly by Bennett Street 110 feet, Southeasterly by land of Sliwa 132 feet, Southwesterly by other land of the Town of Wakefield 110 feet, Northwesterly by Lot S5 on the As- sessors' Plan of the Town of Wakefield 132 feet and appropriate a suf- ficient sum of money therefor, the same to be transferred from the Excess and Deficiency Account .- Board of Selectmen.

ARTICLE 16
To see if the town will vote to remodel, reconstruct or make extra- ordinary repairs to the Town Hall and appropriate a sufficient sum of money therefor, funds for same to be provided through transfer from the Town Hall Fire Loss Account and from the Excess and De- ficiency Account or other available funds; and authorize the Treasurer, with the approval of the Selectmen, to borrow and issue notes or bonds of the town therefor, and authorize the committee appointed under Article 68 of the Annual Town Meeting of 1952 and re-appointed under Article 63 of the Annual Town Meeting of 1953 to enter into contract therefor and to hire such professional services as they may deem neces- sary .- Town Hall Committee.

Voted: That the subject matter of Article 16 be referred back to the committee for further study, said committee to report back again at the 1954 annual town meeting.
ARTICLE 17
To see if the town will authorize the Board of Selectmen to enter into an agreement for the acquisition, installation, maintenance and operation of Parking Meters for the purpose of enforcing its ordinances, by-laws and orders, rules and regulations relating to the parking of vehicles on public ways under the provisions of Chapter 40, Section 22A of the General Laws as amended and appropriate a sufficient sum of money to carry out the purposes of this article, the same to be taken from the Excess and Deficiency Account .- Board of Selectmen.
Motion by Finance Committee:
