ARTICLE 4
To see if the town will vote to raise and appropriate a sufficient sum of money to pay the necessary expenses of the committee appointed un- der Article 83 of the annual town meeting of 1951, including the cost of printing their report .- Philip J. Flanders, Chairman Government Com- mittee.

Chapter 16, Section 1-The Plan
There is hereby established a classification and salary plan, herein- after designated as the plan for the Town of Wakefield under authority of Section 108a of Chapter 41 of the General Laws for positions in the service of the Town classifying certain employees other than those filled by popular election, those under the direction and control of the School Committee and those employed in the Welfare Department, into groups and classes doing substantially similar work or having substantially equal responsibilities.
Sec. 2-Classification of Jobs.
The Official Classification plan for positions in the service of the Town shall consist of the classes listed by titles in Section VIII of this Chapter which is hereby made a part hereof.
Sec. 3-Personnel Board.
(a) There shall be a Personnel Board to administer the Plan con- sisting of five members.
The member appointed by the Board of Selectmen to the Retire- ment Board and the employee representative on the Retirement Board shall be members of the Personnel Board ex officio. Three members shall be appointed by the Moderator who are not employees, elected officials, or those serving the Town in an appointive capacity.
(b) The Personnel Board shall be established April 1, 1953 and em- powered to administer the provisions of the plan after the acceptance by the Town of the Plan.
(c) The Moderator shall appoint three members, one for three years, one for two years, one for one year before April 1953. Thereafter, the Moderator, not later than April 1 of the year in which the term of a member will expire, shall appoint his successor for a term of three years from the first day of April next following.
(d) If a member, appointed by the Moderator, resigns or his office becomes vacant by his removal from the Town, or other cause, the Mod- erator shall appoint his successor for the balance of the unexpired term of such member.
(e) The Personnel Board shall administer the Plan and shall estab- lish such procedures and regulations as it deems necessary for the proper administration of the plan.
(f) The Board shall annually, the first week in April, meet and or- ganize by electing a Chairman and Clerk. A majority of the Board shall constitute a quorum for the transaction of business. A majority vote of the Board shall determine the action the Board must take on all matters upon which it is authorized or required to pass under the Plan. The Personnel Board may employ assistance and incur expenses as it deems necessary, subject to appropriation of funds therefor.
(g) The Board shall maintain adequate personnel records of all employees subject to this plan, said records to be kept in the custody of the Town Accountant under the direction of the Board. Department heads shall provide such information as the Personnel Board shall re- quest.

(h) The Personnel Board shall review the work of all employees subject to this plan at intervals of not more than three years. The Board may add a new position, tentatively, to the classification schedule, or re- classify an existing position to a different group, subject to the subse- quent ratification of its action by formal amendment of the Plan by vote of Town at a Town Meeting.
(i) The Personnel Board may authorize an entrance rate higher than the minimum upon recommendation of a department head, sup- ported by evidence in writing of special reasons and exceptional circum- stances satisfactory to the Personnel Board and such other variance in the Plan as it may deem necessary for the proper functioning of the services of the Town. No variance shall become effective unless, or until, the necessary funds have been appropriated therefor.
(j) The Personnel Board shall make an annual report in writing to the Board of Selectmen on or before January 20 of each year.
(k) The Plan may be amended from time to time by vote of any Town Meeting.
(1) If any request under the salary schedule is denied by the Per- sonnel Board, the department, or Branch of the Town involved, may appeal to the Town for a final decision at the next Annual Town Meet- ing in a special article in the Town Warrant.
(m) The Personnel Board shall maintain written job descriptions of the jobs or positions in the classification schedule of the plan each consisting of a statement describing the essential nature of the work, characteristics of the position that distinguish the position from other positions. The description for any position shall be construed solely as a means of identification and not as prescribing what the duties or re- sponsibilities of any position shall be, or as modifying, or in any way affecting, the power of any administrative authority, as otherwise exist- ing, to appoint, to assign duties to, or to direct and control the work of any employee under the jurisdiction of such authority.
Sec. 4-Salary Schedule.
(a) The salary schedule of the plan, set forth in section VIII of this Chapter, shall consist of the maximum and minimum salaries, step rate salaries, for the groups and positions in the classification plan. The salary range of a group shall be the salary range for all positions classi- fied in such group.
(b) All employees shall continue to be paid on an hourly, weekly, monthly, or other basis, as at present, except as provided in the salary plan, unless otherwise authorized by the Personnel Board or by amend- ment of the salary plan.
(c) No board, officer or head of a department shall fix the salary of any employee in a position so classified except in accordance with such plan.
(d) No person shall be appointed, employed or paid as an employee in any position subject to the provisions of the plan under any title other than those of the classification schedule, or the duties which are actually performed. The job title in the plan shall be the official title of the position and shall be used in all administrative and employment records.
(e) All employees included in the plan shall be eligible for reclassi- fication and pay adjustment subject to the approval of the Board or au-

thority having immediate jurisdiction over such employees and the Per- sonnel Board.
(f) Promotions from minimum to maximum salaries shall be suc- cessive steps annually, but shall not be mandatory. Individual advance- ment shall be on a merit (not necessarily on length of service) and shall be subject to approval of the Board or authority having immediate juris- diction over such employee. Any employee denied such an increase has the right of appeal to the Personnel Board whose decision shall be final.
(g) Any salary rate which is above the maximum rate for a job as established by this salary administration plan, shall be deemed to be a personal rate and apply only to the incumbent. When such incumbent leaves the employ of the Town, or is transferred to another job or a new maximum higher than the personal rate is established the personal rate shall disappear. No other employee assigned to, or hired for, such job shall advance beyond the maximum for the job.
(h) The hiring rate shall be the minimum of the rate range of the job for which the new employee is hired, unless otherwise authorized by the Personnel Board.
(i) The first six months of employment for all new personnel shall be a probationary period, at the end of which the employee may advance one step rate, provided such an advance is recommended by the Board or authority having jurisdiction to the Personnel Board. Otherwise he shall be eligible for consideration after one year of continuous full time service. This shall not apply in the case of transfer or promotion from one job to another.
(j) Each department head subject to this plan shall include in his estimates required by the provisions of section 59 of Chapter 41 of the General Laws a pay adjustment section setting forth in detail the amounts which will be required for anticipated pay adjustments during the ensuing year and shall furnish a copy thereof to the Personnel Board.
(k) Rates of compensation for employees subject to this plan, ex- cept members of the fire and police departments, who are paid on an hourly basis, shall be based on a work week of forty hours. A regular employee paid on an hourly basis shall be paid at the rate of one and one-half his regular straight rate of pay, for all work performed for the Town in excess of eight hours in any one day or forty hours in any one week, whichever is the greater. This section shall not apply to the police and fire departments.
Section 5-Special Regulations.
(a) Holidays. Town employees, except members of the Police and Fire Department, shall be entitled to the following holidays with pay at their regular straight time rate when they fall or are observed within the regular work week: January first, February twenty-second, April nineteenth, May thirtieth, July fourth, the first Monday of September, October twelfth, November eleventh, Thanksgiving Day and Christmas Day. Employees required to work on a legal holiday shall be paid com- pensation at regular rates.
(b) All permanent regular full time employees subject to this plan shall be granted two weeks vacation with pay in each calendar year, provided that any such employee who has been in the continuous full

time service of the Town for at least six months, but less than one year, next preceding June first in any year, and who has actually worked at least fifteen weeks during such period, shall in such year receive one week's vacation with pay. Employees with service of fifteen years or over shall be granted three weeks' vacation.
(c) 1. Every employee of the Town of Wakefield subject to this plan suffering from an injury, illness or disability rendering him unable to perform his duties, and has served the Town one year shall be granted 5 days sick-leave for each of the next 5 years; 10 days' sick-leave after six years' service up to fifteen years; and fifteen days' sick-leave for each year thereafter; while in the employ of the Town without loss of pay.
2. Employees are to be credited with the unused portion of the reg- ular sick-leave for each year of employment in a department of the Town of Wakefield, and such credited days may be accumulated so as to be used in any succeeding year or years in addition to the regular days allowed for any one year up to a maximum of 30 days, provided, how- ever, that compensation for such cumulated days when used shall be at one-half of the per diem salary rate prevailing at the time such cumu- lative days are used.
3. Sick-leave shall be authorized by the head of the department with the approval of the supervisory Board or other authority, and all such sick-leave must be reported to the Personnel Board.
4. That emergency leave of four days per year be allowed for death in an employee's immediate family. All such leaves to be chargeable against sick-leave allowance.
5. That the Supervisory Board or Authority may request a physi- cian's certificate of illness if such verification is deemed necessary.
6. Injury, illness or disability self-imposed, or as a result of the use of alcohol or drugs shall not be considered a proper claim for sick- leave benefits.
Section 6-Civil Service.
Nothing in this Classification and Salary Plan shall be construed to conflict with Chapter 31 of the General Laws.
Sec. 7-Physical Examination.
Every person hereinafter employed by the Town subject to this plan), except administrative personnel and occasional or substitute employees shall undergo a physical examination. The examining physician shall be appointed by the Board of Selectmen and shall render a sealed report of his findings to the Personnel Board having the name of the applicant written on the envelope. After receipt of the report has been entered on the Personnel Board's records, such report shall be deposited with the Retirement Board for safe-keeping, the contents subject to future review only by a physician designated by the Selectmen, otherwise the report shall be confidential.

On motion by Finance Committee :
Voted: That the Moderator be instructed to appoint a new commit- tee of five citizens, one of whom shall be the employees' representative on the Retirement Board, to review the plan of Griffenhagen and As- sociates and the plan submitted by the Wage, Hour and Classification Committee under Article 7 of the Annual Town Meeting Warrant of 1952.
That this new committee submit a Wage, Hour, and Classification Plan at a Special Town Meeting to be held on November 2, 1953, and that the town raise and appropriate the sum of $500 for the expenses of this committee.
That the Board of Selectmen be directed to call a Special Town Meeting on November 2, 1953, for town action on the report of the com- mittee created by this motion.
ARTICLE 3
To see if the Town will raise and appropriate a sufficient sum of money for the purchase and installation of traffic signs .- Board of Pub- lic Works.
On motion by Finance Committee :
Voted: That the subject matter of Article 3 be indefinitely post- poned. The chairman explained that the money requested is provided for in the budget of the Board of Public Works in the warrant for the Annual Town Meeting.
ARTICLE 5
To see if the Town will authorize the Board of Public Works to construct a sewer in Lowell Street from the end of the existing sewer northwesterly approximately 83 feet to a point near the bath house lot at the north end of Lake Quannapowitt; and/or authorize the treasurer with the approval of the selectmen, to borrow and issue notes or bonds of the town therefor, and authorize the Board of Public Works to pur- chase or take by right of eminent domain, easements in and over private land necessary in the construction of said sewer .- Board of Health.

Voted: That the Town raise and appropriate the sum of $800.00 to carry out the purposes of Article 5,
