REPORT OF THE TRUSTEES OF THE LUCIUS BEEBE MEMORIAL LIBRARY FOR THE YEAR NINETEEN HUNDRED AND FIFTY-THREE


The Trustees of The Lucius Beebe Memorial Library herewith sub- mit the ninety-eighth Annual Report:


The crowded condition existing in the Library together with the attendant disciplinary problems have been a matter of concern to the Trustees for some time. Certain changes made during the year and described in some detail in the report of the Librarian have resulted in overcoming to a large extent these difficulties. They have also enabled the Library to function more efficiently and to improve the service to its patrons.


On Sunday afternoon, November first, the Library held an Open House at which time Mrs. Lucia Beebe Rockwood dedicated the new Children's Room as the Eleanor Harriet Beebe Memorial Room in honor of her mother. Many members of the Beebe family together with a large number of townspeople and librarians from other libraries in- spected the changes which had been made in the Library. The con- tinued interest of the Beebe family in the affairs of the Library is most gratifying.


The generous attitude of the Wakefield Historical Society in vacat- ing the room at the Library which they had occupied for many years was most appreciated.


Several personnel changes have been necessary during the year. It becomes increasingly difficult to fill library positions with professional librarians but it is the intention of the Trustees to continue to advocate that salaries be adjusted to a scale comparable with professional library standards.


The Trustees express their sincere appreciation to the Librarian and the Staff for their efficient work and loyal service during the past year.

SUMMARY OF REPORT OF THE LIBRARIAN TO THE TRUSTEES OF THE LUCIUS BEEBE MEMORIAL LIBRARY


The year has been highlighted by certain major changes made nec- essary because of the crowded conditions in the Library. These changes briefly, were the moving of the lecture hall to the room at the north side of the lower floor, formerly used by the Wakefield Historical So-

ciety, the equipping of a new Children's Room in the space vacated by the lecture hall and the furnishing of a Youth Room in the space pre- viously used as the Children's Room.


The two small rooms at either side of the Main Entrance have been renovated. One is now used as the New Book Room where users of the Library have an opportunity to examine recent additions. The other room becomes the Periodical Room equipped with two custom built magazine racks which afford easy access to current issues. The Micro- film Reader is also located in this room as well as the films of the Wakefield Daily Item.


The circulation of books amounting to 185,360 shows an increase of 19,624 over the previous year. This is gratifying in view of the belief that the reduced circulation of many libraries was due to television, radio and the movies. The Picture Collection and the Phonograph Rec- ord Collection also recorded substantial gains.


The volume of reference and information service at both the Main Library and the Branches remains consistently high. An appreciable amount of the reference work has shifted to the Youth Room as was anticipated. Adults and college students find it easier to work in the Reference Room, now that the Junior and Senior High School stu- dents have their own room.


The adult book charging has been streamlined by the increased use of identification cards. New books are being displayed and circulated with dust-jackets protected by plastic covers, a feature which has met with favorable response. Book deposits have been sent to the Elizabeth E. Boit Home for Aged Women, as in past years and also to the Police and Fire stations.


The importance of adequately serving the needs of children is self evident. Books and youngsters have to be brought together by the stimulation and development of interests and reading habits. The fact that the Main Library and both Branches have shown increases in juvenile circulation and reference work is evidence in this direction.


The opening of the Youth Room marked an important step in the progress of the Library. The school grades from seven to twelve now have their own room for study, reference work and recreational read- ing. Several thousand titles including reference books have been made easily available in their new quarters.


The increase in the number of rooms in the public schools and the corresponding increase in the demands for additional book deposits for supplementary class room reading materials has resulted in a gain of 6,320 in the school circulation.


The resources of the Greenwood and Montrose Branches have been increased by the purchase of new books and loans from the Main Li- brary. Both branches continue to provide their respective sections with good library service.


Additions to the staff during the year were the appointment of Mr. Thomas McGuiggan, an experienced bookman well known in New Eng- land book circles, as Youth Librarian and Reference Librarian. Also, Miss Enid L. Kaler, a 1953 graduate of Boston University, and Mrs. Beth Wicks, a former member of the Winchester Library staff, were appointed Junior Assistants.

Many exhibits have been provided during the year. Those of un- usual interest included the Twinky Doll Collection loaned by their creator, Mrs. Ethel B. Strong of Lynnfield, the Grade School Art Exhibit in charge of Miss Grace Jenkins, Supervisor of Drawing in the Public Schools, Mrs. Edmund Becker's German farmyard scene, the Wakefield Stamp Club's display, and the Aviation Exhibit by Mrs. Paul K. Guil- low and Mr. A. Earl Smith in commemoration of the golden jubilee of the Wright Brothers' first successful flight.


Members of the Staff have attended numerous library meetings and played host to a group of Children's Librarians and also to the North Shore Library Association.


The Library is grateful for the many donations from its numerous friends. Mr. and Mrs. Albert W. Rockwood and Mr. Lucius M. Beebe furnished the Christmas decorations as in past years. The Wakefield Garden Club provided flowers on many occasions and the Wakefield Daily Item has been generous in its allotment of space for book lists and publicity releases.

Report of the Municipal Light Board


January 4, 1954


To the Citizens of the Town of Wakefield:


We submit for your consideration the sixtieth annual report of the Municipal Light Board for the year ending December 31, 1953.


The net profit of the Department was $117,218.33 as compared to $101,130.89 in 1952. The sale of gas increased 4.9% and electricity 8.3%.


The balance in the Operating Fund was $118,695.44 as compared to $95,503.32 in 1952.


The sum of $35,000.00 was paid to the Town to be used in computing the tax rate for 1953. The total amount paid to the Town is $583,229.57.


The Manager's report including financial statements for the year are included in this report.

During the year the Electric Department installed


38,719 feet of primary wire 32,729 feet of secondary wire 165 new services 126 poles


and the Gas Department:


2,203 feet of gas mains 2,473 feet of service pipe 49 new services


At the end of the year there were 4709 gas meters and 6893 electric meters in use which is an increase of 58 gas meters and an increase of 255 electric meters.


During the year a great deal of the electrical equipment at the Sub- station was replaced with new and larger equipment. In September, we received and installed new indoor switchgear at the Substation.


In November, the new 13,800 volt supply line from Edison Co. was completed and put in service. This line runs underground in Wakefield and the expense of the line from Stoneham to our Substation was paid by this Department. This line provides much needed additional ca- pacity.


The new 5,000 KVA transformer was received in December and was installed immediately.


The total cost of the switchgear, the transformer, the 13,800 volt line from Edison and the electrical work at the Substation was approxi- mately $150,000.00.


We continued installation of the new street light extensions on Main St., from Greenwood to Wakefield Square.


Our electric load is still on the increase and on December 23, we reached a peak load of 6336 K.W.


At the time a section of Main St. was rebuilt, we installed 600 feet of new gas main. We had our annual survey of all our gas mains, by experts in vegetation survey work to identify any unknown gas leaks. We also clamped many joints in our cast iron gas mains to prevent leakage.


Eleven new fire alarm boxes and two new police boxes were in- stalled. A total of 1,300 feet of underground police cable was installed in Wakefield Square.


Traffic lights were installed on Main St., at the Junction R. R. Sta- tion and additional sections were installed on the Greenwood traffic lights to improve conditions at the intersection of Oak and Main and Greenwood Sts.


We appreciate the excellent co-operation and counsel of the mem- bers of the Municipal Light Board.

Meeting called to order at 7.35 P. M. by Moderator William J. Lee, who read the call for the meeting.


On motion by George F. Gardner:


Voted: That further reading of the warrant, with the exception of the constable's return, be dispensed with.


Constable's return read by the town clerk.


ARTICLE 1


To act upon the reports of town officers as published.


On motion by George F. Gardner:


Voted: That the subject matter of Article 1 be laid on the table.


ARTICLE 2


To choose all town officers not required to be chosen by ballot. On motion by George F. Gardner :


Voted: That a committee of five be appointed by the moderator to brin? in nominations for those town officers not required to be elected by ballot.

ARTICLE 3


To see if the town will vote to authorize the town treasurer, with the approval of the selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1953, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 4, Chapter 44, General Laws. - John I. Preston and others.
