Thirty-ninth Annual Report of the Town Accountant
FOR THE YEAR ENDING DECEMBER 31, 1953
The total cost of town services for the year 1953 was $5,141,740.43; $1,483,796.06 was for salaries and wages and $3,657,944.37 was for ma- terials, equipment, contractual services and statutory assessments. About one third of this amount is statutorily prescribed, over which the town has no positive control, and which must be raised in the tax levy.
A separate amount of $222,635.89 was expended in payment of Bonded Indebtedness and Interest. The town's Bonded Indebtedness is in the amount of $4,176,000.00 or a per capita indebtedness of $208.80. This large debt service accentuates the necessity for immediate and con- tinuous capital outlay planning if the town is to establish an orderly and efficiently integrated financial pattern.

This method of comparison brings the tax rate and valuation var- iables together in the formation of a comparative per-capita cost factor.
The growth of the town in population and valuation is directly re- lated to an increased operational cost. The creation of non-existent facilities in areas of the town that have heretofore been undeveloped and apart from the service arterials have required increased capital ex- penditures in an era of high construction costs.
