have been in operation since about May 1, 1899. The company proposes to make no charge to the town for the time that the lights have already been in operation.
They offer to furnish said one hundred lights for a period of from one to five years for the sum of $12 each per light per year, as will more particularly appear by their letter, which we submit with this report. The company is willing to furnish an additional one hundred lights at the same rate ($1,200), provided a contract for not less than five years be entered into, as they say that the large outlay for pole line construction would not warrant them in undertaking the additional expense for less than a five- year contract.
After carefully considering the matter and the needs of the town, and having made a careful comparison of the rates charged elsewhere, we are satisfied that the price asked is reasonable and as good, if not better, than the average rate charged throughout the State, and lower than some other towns in our county.
We therefore recommend that the Selectmen be authorized to enter into a contract with the Electric Light and Power Com- pany for the operation of the present one hundred lights for a period of one year, with the privilege of continuing at the same rate (that is, $ 12 per light per year) for a period of three years.
Respectfully submitted,
ELLERY C. CROCKER, W. H. BAILEY, Committee.
RAYMOND WEIKER,
The following letter was submitted with the above report : -
TO THE ELECTRIC LIGHTING COMMITTEE OF THE TOWN OF MEDFIELD :
Gentlemen,- We hereby agree to furnish to the town of Med- field one hundred street lights, as now located upon the pole line erected by us, for the sum of $1,200 per year, the said lights to be twenty candle power incandescent lamps, all lamps and lamp renewals to be furnished by the company. This is lighting upon what is commonly called moonlight schedule, 25 nights per month, average of 5} hours, until twelve o'clock each night. We will furnish one hundred additional lights and erect necessary pole line therefor at the same price, provided the town will agree to make a contract for the same for five years, as it would not pay us to erect an additional pole line upon a one-year contract.
Respectfully submitted,
MEDFIELD ELECTRIC LIGHT AND POWER COMPANY.
By J. J FEELY, Treasurer.
39
It was voted to accept the report of the Committee; and on motion of E. C. Crocker it was
Voted, That the Selectmen be authorized and directed to enter into a contract with the Medfield Electric Light and Power Company for the furnishing of one hundred incandescent elec- tric twenty candle power lights, as the same are now erected, for a period of one year or not more than three years, for a sum not exceeding twelve dollars per light per year, upon a moonlight schedule, so called.
ARTICLE 4. To hear the report of a Committee appointed at the last Annual Meeting to con- fer with the Medfield Water Company in relation to a contract for hydrant service or water supply, or do or act anything relating thereto.
W. S. Tilden, in behalf of the Committee, stated that no report could be made, and asked that the Committee be excused from further service. It was
Voted, That they be excused.
The article was taken up later, and it was
Voted, That the Chair appoint a committee of three to inves- tigate and ascertain the cost of a water plant for this town, and report at the next town meeting.
ARTICLE 5. To grant, appropriate, and raise, by borrowing or otherwise, such sums of money as may be necessary for any or all of the purposes mentioned in the foregoing articles.
On motion of W. S. Tilden, it was
Voted, That the sum of twelve hundred dollars be appropri- ated and raised for the purpose of lighting our streets by elec- tricity for one year, provided the Selectmen have a definite con- tract, written and duly signed by the officers of the town and the officers of the Electric Light Company, which shall firmly bind both parties to the terms proposed.
This vote was taken by ballot with the use of the check-list, and the vote was : Yes, 60; No, 13.
On motion of J. H. Baker it was voted that the contract with the Electric Light Company shall commence Sept. 1, 1899.
It was then voted, two-thirds of the legal voters present and voting having voted therefor, "that the Treasurer be author- ized, with the approval of the Selectmen, to hire money to pay for lighting the streets of the town, and to issue notes of the town therefor."

All the articles in the warrant having been acted upon, the meeting was dissolved.
