ANNUAL MEETING.


MARCH 5, 1906.


Pursuant to a warrant issued by the Selectmen, the inhabitants of the town of Medfield, duly warned and notified in the manner prescribed by law, met at the Town Hall on the fifth day of March, 1906, at nine o'clock in the forenoon; and the following action was taken upon the several articles in said warrant :-


ARTICLE I. To choose a moderator to preside at said meeting.


J. Herbert Baker was chosen Moderator by ballot, and the check- list was used as required by law. Prayer was offered by Rev. Hugh M. Smith.


ARTICLE 2. To choose the following-named town officers, under the provisions of Chapter Eleven of the Revised Statutes of 1902, namely: one Town Clerk, one Moderator. one Treasurer, one Collector of Taxes, three Selectmen, three Assessors, three Overseers of the Poor, five Con- stables, one Tree Warden, one Sexton, one Auditor, all for one year; one School Committee. for three years; two Trustees of the Public Library, for three years; one Cemetery Commissioner, for three years; one member of a Board of Health, for one year; one member of a Board of Health, for two years; one member of a Board of Health, for three years. Also to vote on the following question, "Shall license be granted to sell intoxicating liquors in the town for the ensuing year?" the vote to be "Yes" or "No." All the above to be voted for on one ballot. The polls to be opened at half-past nine o'clock in the forenoon, and may be closed at two o'clock in the afternoon.


The ballot-box was examined and found in good order. The fol- lowing-named persons, having been appointed by the Selectmen, were sworn and apportioned as follows :-


Edward H. Abell and Herbert W. Wight to count votes.


Edward L. Adams and Edward A. Adams to supervise.


Waldo E. Kingsbury and Archie Cutler to distribute ballots.


James W. Coltman and William W. Preston to check names at ballot-box.


The polls were open at half-past nine o'clock, and kept open until two o'clock. The total number of votes cast was 232, of which 23I were cast by male voters, and I by female voters. The votes were counted in open town meeting, and the following-named persons were declared elected to the several offices :-

The ballots were sealed up in open town meeting, and properly indorsed by the Presiding Election Officer, Town Clerk, Ballot Clerks, and Tellers.


ARTICLE 3. To choose Fence Viewers, Field Drivers, and Pound Keeper.


The following officers were chosen by nomination :---

Field Drivers, George S. Cheney, Henry J. Dunn, Frank W. Cutter.

ARTICLE 4. To see if the town will accept the reports of the several town officers for the past year.


The reports of the several town officers were taken up separately, and all were accepted. It was also voted to accept the recommenda- tion, in the report of the Superintendent of Schools, that a three years' course be maintained in the high school.


ARTICLE 5. To grant and appropriate such sums of money as may be necessary to defray the expenses of the town for the ensuing year.


The following sums were granted and appropriated for the ex- penses of the ensuing year :-

ARTICLE 6. To see what action the town will take in relation to hiring money for any purpose.


Voted, That the Treasurer be authorized, with the approval of the Selectmen, to hire money in anticipation of the taxes of the current year, and to issue notes of the town therefor; and the debts incurred under the authority of this vote are hereby made payable from said taxes.


ARTICLE 7. To determine in what manner the taxes shall be collected for the ensuing year, and also determine what percentage shall be allowed the Collector for the ensuing year.


Voted, That interest at the rate of six per cent. per annum be charged on all taxes remaining unpaid after Nov. 1, 1906, and that

the Collector shall receive for his services one and one-quarter per cent. on all taxes collected by him.


ARTICLE 8. To see if the town will authorize the Collector to use all such means in the collection of taxes as the Treasurer might if elected to that office.


Voted, That the Collector may, and he shall, use the same means in the collection of taxes that the Treasurer might if elected to that office.


ARTICLE 9. To see if the town will accept the list of jurors as prepared by the Selectmen and posted according to law.

ARTICLE IO. To see what compensation the town will allow the Fire Department for the ensuing year, or do or act anything thereto relating.


Voted, That the members of the Fire Department be paid the sum of twelve dollars per year and poll tax, and that they be paid twenty- five cents per hour while at work at fires.


ARTICLE II. To see how much per hour the town will allow for work on the highways for the year ensuing, or do or act anything relating thereto


Voted, That it be left to the discretion of the Superintendent of Streets, but that no person who is owing the town for taxes shall receive any compensation without first deducting the amount of said person's taxes.


ARTICLE 12. To see if the town will employ a night watchman for the ensuing year, grant and appropriate money for the same, or do or act anything relating thereto.


Voted, That the Selectmen be, and they are, authorized and in- structed to employ a watchman for all-night service, and that the

sum of $780 be granted and appropriated for the compensation thereof.


ARTICLE 13. To see if the town will authorize the Selectmen to contract with the Edison Electric Illuminating Company for lighting the streets of the town for the ensuing year, grant and appropriate money for the same, or do or act anything relating thereto.


Voted, That the Selectmen be, and they are, authorized to con- tract with the Edison Electric Illuminating Company for 175 lights in the public streets of the town for a term of three years, and that the sum of $2,100 be granted and appropriated to defray the cost ·of lighting for the current year.


ARTICLE 14. To see if the town will accept as a perpetual trust the sum of one hundred dollars presented by the estate of Sarah D. Perry, the income thereof to be used for the care of the Joseph Breck lot in the public Cemetery, or do or act anything relating thereto.


Voted, That the town accept as a perpetual trust the sum of $100 given for the care of the Joseph Breck lot in the Cemetery, and that the Treasurer be, and he is, instructed to invest said sum, under the direction of the Selectmen, in some institution for savings or some trust company, the interest thereof, or as much as may be necessary, to be used for the care of said lot.


ARTICLE 15. To see if the town will accept as a perpetual trust the sum of fifty dollars presented by Mrs. George F. Miller, the income thereof to be used for the care of the "Miller lot" in the public Cemetery, or do or act anything relating thereto.


Voted, That the town accept as a perpetual trust the sum of $50 given for the care of the Miller lot in the Cemetery, and that the Treasurer be, and he is, instructed to invest said sum, under the direction of the Selectmen, in some institution for savings or some trust company, the interest thereof, or so much as may be necessary, to be used for the care of said lot.


ARTICLE 16. To see if the town will provide additional electric lights on Harding Street, also one light on Adams Street, appropriate money therefor, or do or act anything relating thereto.


Voted, That the necessary number of electric lights be placed upon Harding Street, from its intersection with Canal Street to the Dover town line, and that the sum of $15 per light be granted and appropriated for the maintenance of said lights for the current year. Also that the sum of $15 be granted and appropriated for the maintenance of one additional light on Adams Street.


ARTICLE 17. To see if the town will provide and maintain one electric light on Vinal Road, also one light on the lane leading from North Street to Adams Street near the residence of Ray- mond Weiker, appropriate money therefor, or do or act anything relating thereto.

Voted, That the Selectmen be, and they are, instructed to place and maintain an electric light on Vinal Road, with the consent of the owner, and that the sum of $15 be granted and appropriated for this purpose. That portion of the article relating to a light on lane leading from North Street was dismissed.


ARTICLE 18. To see if the town will authorize the Selectmen to place electric lights on two faces of the town clock, appropriate money therefor, or do or act anything relating thereto.


Voted, That the article be dismissed.


ARTICLE 19. 'To see if the town will authorize the Selectmen to sell a piece of land in Millis consisting of ten acres more or less, or do or act anything relating thereto


Voted, That the Selectmen be, and they are, authorized to sell and convey the land in Millis, belonging to the town of Medfield, under such conditions as they see fit.


ARTICLE 20. To see if the town will rebuild the wall on the Frairy Street side of the pond in the centre of the town, or do or act anything relating thereto.


Voted, That the sum of $450 be taken from the funds now in the hands of the Treasurer, and used, or so much thereof as may be necessary, for the purpose of rebuilding the wall on the Frairy Street side of the pond in the centre of the town, and that the work be done under the supervision of the Selectmen.


ARTICLE 21. To see if the town will purchase one thousand feet of hose for the use of the Fire Department, or do or act anything relating thereto.


Voted, That the sum of $500 be taken from the funds now in the hands of the Treasurer for the purpose of purchasing hose for the use of the Fire Department.


ARTICLE 22. To see if the town will rebuild that portion of Main Street lying between Pleasant Street and the railroad crossing, or do or act anything relating thereto.


Voted, That the Selectmen procure estimates of the probable cost, and report at some future meeting.


ARTICLE 23. To see if the town will appropriate money to pay deficiency in cost of maintaining the Cemetery during the past year.


Voted, That the sum of $188.25 be taken from the funds now in the treasury for the purpose of paying the deficiency in cost of main- taining the Cemetery during the past year.


ARTICLE 24. To see if the town will authorize the Treasurer to take from the funds now in the treasury the sum of five hundred dollars, said sum to be deposited in some institution of savings, approved by the Selectmen, to the credit of the Cemetery Trust Fund, or do or act anything relating thereto.

Voted, That the sum of five hundred dollars ($500) be taken from the unexpended balance now in the hands of the Treasurer, and that said sum be deposited, under the direction of the Selectmen, in some institution for savings or some trust company, to the credit of the Cemetery Trust Fund.


All the articles having been acted upon, the meeting was dissolved.

SPECIAL MEETING.


SEPT. 4, 1906.


At a meeting of the inhabitants of the town of Medfield, duly notified and warned in the manner prescribed by law, the following action was taken on the several articles contained in the warrant for said meeting.


ARTICLE I. To choose a Moderator to preside at said meeting.


The Moderator being present, no action was necessary.


ARTICLE 2. To see if the town will purchase the plant of the Medfield Water Company, make provision for the payment of the same, or do or act anything relating thereto.


Voted, To dismiss the article.


ARTICLE 3. To see if the town will establish a municipal water plant and provide for the payment of the same, or do or act anything relating thereto.


Voted, To dismiss the article.


ARTICLE 4. To see if the town will install one or more fire hydrants in centre of the town, connect the same with the fire system of Edwin V. Mitchell & Co., make arrangements with the said Edwin V. Mitchell & Co. for water supply for such hydrant service, grant such sums of money as may be necessary therefor, or do or act anything relating thereto.


Voted, That a Committee of Ten be appointed by the Moderator to confer with the Medfield Water Company to see if they will install and supply a system of hydrants, said committee to report with recommendations at an adjourned meeting. The following-named persons were appointed a committee to act in accordance with this vote :-


Ellery C. Crocker, Laprellate W. Wheeler, Edward M. Bent, Arthur Mitchell, J. Augustus Fitts, Hervey J. Dunn, Fred A. Taylor, Albert L. Clark, Thomas E. Schools, John M. Richardson.


Thomas E. Schools declining to serve, Edwin J. Keyou was ap- pointed in his place.


ARTICLE 5. To see if the town will take any action regarding better protection against fire, or do or act anything relating thereto.


Voted, That this matter be referred to and reported upon by the committee appointed under Article 4.

ARTICLE 6. To see if the town will abolish the office of Sexton, or do or act anything relating thereto.


Voted, To dismiss the article.


ARTICLE 7. To see if the town will sell the hearse or adopt any regulations regarding the use of the same, or do or act anything relating thereto.


Voted, That the matter be referred to the Selectmen to report at some future meeting.


The meeting was then adjourned to September 17.


ADJOURNED MEETING.


SEPT. 17, 1906.


The adjourned meeting from September 4 was held in the Town Hall Sept. 17, 1906, at 7.30 o'clock P.M., and the following action was taken on the business unfinished at the previous meeting :-


ARTICLES 4 and 5. The report of the "Committee of Ten" was presented to the meeting, and it was voted "that the report of the Committee be accepted and placed on file, and that the thanks of the town be extended to the Committee for their services."


No further action being taken on the report, and there being no other business, the meeting was dissolved.

SAN FRANCISCO FUND.


At a meeting of the citizens of Medfield, held on the twenty-second day of April, 1906, for the purpose of raising funds for the benefit of the sufferers by fire and earthquake in the city of San Francisco, the sum of $305.80 was. contributed by those present.
