CONDENSED REPORT OF TOWN MEETINGS OF THE TOWN OF WEST BRIDGEWATER DURING THE YEAR 1928


ANNUAL TOWN MEETING, MARCH 5, 1928


BUSINESS MEETING


In persuant to the vote of the Town, the annual busi- ness meeting was held on Monday night, March 5, 1928, at half past seven, at which Howard B. Wilbur was chosen as Moderator.


Chose Edwin H. Thayer, Charles T. Cunningham, Chester R. Ripley, James A. Hemenway and Albert A. Howard, Measurers of Wood and Bark and Surveyors of Lumber.


Chose Albert A. Howard, Francis J. Fay and George F. Ryder, Fence Viewers.


Chose Charles E. Kinney and Curtis W. Washburn, Field Drivers.


Willis B. Littlefield, Mason W. Alger, B. Frank Hans- com, Nils P. Nilson, Kenneth L. Hardenbrook were ap- pointed as members of the Finance Committee for three

(3) years, and Chester Thayer for one (1) year to fill a vacancy.


Article 3. Voted-To accept the reports of the Town Officers and Committees as printed in the Town Report.


Article 4. Voted-That the Treasurer, with the ap- proval of the Selectmen, be, and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1st, 1928, and to issue a note or notes therefor, payable within one year; and any debt or debts incurred under this vote to be paid for from the revenue of said financial year.

Article 8. Voted-To raise and appropriate $1,000.00 for a tarvia top road on South Elm Street between Pleasant and Lincoln Streets.


Article 9. Voted-To raise and appropriate $500.00 for cinders for Maolis Avenue.


Article 11. Voted-To raise and appropriate $1,000.00 to seal coat Belmont and Matfield Streets.


Article 12. Voted-That $300.00 be raised and appro- priated for a tarvia topped sidewalk, five feet wide, on North Main Street from Monument Square to Howard Street.


Article 13. Voted-To raise and appropriate $1,000.00 to extend the sidewalk on North Elm Street and that a

tarvia topped sidewalk four feet wide be constructed, and the same to be put out at contract.


Article 14. Voted-To purchase a Baker Snow Plow and that $450.00 be raised and appropriated to pay for the same.


Article 16. Voted-To raise and appropriate $1,000.00 to purchase a carload of Calcium Chloride.


Under Articles 18, 19, 21, 22, 23, 24, it was voted to install new street lights and the sum of $342.00 was raised and appropriated for the same. ·


Article 20. Voted-To authorize the Selectmen to make a contract with the Edison Electric Light Company to install 80 candle power lights instead of 60 candle power.


Article 26. Voted-To appropriate the sum of $222.64 from the Surplus Revenue to meet unpaid bills of 1927 as follows: Police, $26.00; Health, $74.75; Department of Public Welfare, $26.00; Schools, $95.89.


Article 27. Voted-That the Town raise and appro- priate $100.00 for the use of Plymouth County Trustees for County Aid to Agriculture and it was also voted that Mrs. George W. Alger serve as Town Director on the above Board.


Article 28. Voted-To raise and appropriate $1,200.00 for the renovation of the interior of the Town Hall.


Article 30. Voted-That the matter of transporting the School Children be left in the hands of the School Committee.


Article 31. Voted-To raise and appropriate $300.00 for the maintenance of Visiting Nurse service in West Bridgewater.


Article 35. Voted-That on and after January 1, 1928, the Water Department be included with the other de- partments in the budget, and that expenditures be limited

to the amount appropriated therefor or as provided by the General Laws.


Article 36. Voted-That the Water Commissioners be and hereby are instructed to fix such prices or rents for the use of water as will, with such sums as may be voted to be raised by taxation or by loan, provide sums sufficient to meet the maintenance, operating costs, extensions, re- placements, interest on water debt, maturing water debt, and charge on account of water supplied the Town, any . balance of water revenue to be held and be appropriated for purposes herein specified.


Article 37. Voted-That the sum of $7,944.84 be ap- propriated from the Water Revenue to pay the maturing water debt, and interest on the same, and that the sum of $8,935.02 be appropriated from the Water Revenue for the maintenance of the Water Department.


Article 38. Voted-To increase the hydrant rental from $10.00 to $20.00 per year per hydrant.


Article 39. Voted-To appropriate $10,000.00 from the Surplus Revenue, the same to be deducted by the Assessors from the tax levy of 1928.


Article 43. Voted-To raise and appropriate $9,000.00 to meter the water takers of the Town.


Article 44. Voted-To raise and appropriate a sum not to exceed $350.00 to build a cement curbing around the plot of ground at Elm Square where the flag pole stands and the grading and seeding of the same. Eddy P. Dunbar was named to have charge of the work.


Article 45. Voted-That the salary of the Town Clerk be $540.00 per year.

appointed includes Orvis F. Kinney, Gustaf A. Peterson, Christopher Read, B. Frank Hanscom, Mason W. Alger.


The meeting adjourned to Monday, March 12, 1928, at 9.00 o'clock in the forenoon for the election of Officers.

In accordance with the provisions of the Town by-laws, the adjourned meeting for the election of Officers was held on Monday, March 12, 1928, at 9.00 o'clock A. M., and was called to order by the Moderator, Howard B. Wilbur, and the following is a record of the doings of said meeting.

RECOUNT OF VOTES


A petition for a recount of the votes cast for Governor and Attorney General was received from Charles H. Cole, Democratic candidate for Governor, and Edward P. Barry, Democratic candidate for Attorney General, and the Registrars of Voters set Wednesday, November 14, 1928, at 2.00 o'clock, as the date and time for said recount. As a result of the recount the vote for Governor remained the same as in the original return, but in the recount for Attorney General, one ballot which had been counted as a blank should have been counted for Edward P. Barry which made his vote 180 instead of 179 and one ballot counted for Joseph E. Warner should have been counted as a blank making his vote 944 instead of 945.

A meeting of the Town Clerks of Bridgewater, East Bridgewater, Halifax, Plympton and West Bridgewater, comprising the Sixth Plymouth Representative District, was held at noon in Bridgewater for the purpose of can- vassing the votes of said District for Representative to the General Court and the result of the canvas was as follows:
