Gentlemen :
I submit herewith my report of an audit of the ac- counts of the town of West Bridgewater for the year end- ing December 31, 1927, made in accordance with the pro- visions of Chapter 44 of the General Laws. This report is in the form of a report made to me by Mr. Edward H. Fenton, Chief Accountant of this Division.

Sir:
As directed by you, I have made an audit of the books and accounts of the town of West Bridgewater for the year ending December 31, 1927, and report thereon as follows:

The financial transactions of the town, as recorded on the books of the several departments collecting money for the town, were checked and reconciled with the books of the accountant's office.
The books and accounts of the town treasurer were checked with the records in the several departments collect- ing money for the town and with the other sources from which money was paid into the town treasury; and the records of payments were checked with the warrants authorizing the treasurer to disburse town funds. The cash on hand February 13, 1927, was verified by an actual count and the bank account was reconciled with a state- ment furnished by the bank.
The books and accounts of the town accountant were examined and checked. The recorded receipts were checked with the records of the treasurer, and the disbursements were checked with the treasury warrants. The ledger was analyzed, and a balance sheet was prepared showing the financial condition of the town as of December 31, 1927.
The securities and bank books representing the invest- ments of the several trust funds belonging to the town were personally examined, and the income and disburse- ments were verified.
The books and accounts of the tax collector were examined and checked in detail. The commitment books were footed and reconciled with the assessor's warrants, the reported collections were checked with the payments to the treasurer as shown by the treasurer's books, the abatements were checked with the records of the assessors, and the outstanding accounts were listed and reconciled with the ledger accounts.
The outstanding accounts were further verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the

replies received thereto indicating that the amounts as listed are correct.
No original record of licenses or permits granted by the selectmen is kept, and it is therefore recommended that a record be kept of all licenses and permits granted, in order that they may be verified with the receipts as shown by the treasurer.
The books of the sealer of weights and measures were examined, and the payments to the treasurer were checked to the treasurer's records.
The town clerk's records of dog and of hunting and fishing licenses were checked to the payments made to the State and the county treasurers as shown by receipts on file.
The appropriations made at the town meetings as re- corded on the books of the town clerk were checked with the amounts as entered on the ledger.
Appended to this report are tables showing a recon- ciliation of the treasurer's cash, summaries of taxes and water accounts, and tables relative to the transactions and conditions of the trust funds.
For the uniform courtesies extended and the assist- ance rendered during the progress of the audit, I wish, on behalf of my assistants and for myself, to express appreciation.
