I submit herewith my report of an audit of the books and accounts of the town of West Bridgewater for the fiscal year ending December 31, 1932, made in accordance with the pro- visions of Chapter 44 of the General Laws. This is in the form of a report made to be by Mr. Edward H. Fenton, Chief Accountant of this Division.

Sir :
As directed by you, I have made an audit of the books and accounts of the town of West Bridgewater for the fiscal year ending December 31, 1932, and report thereon as follows:
The records of the financial transactions of the several departments receiving or disbursing money for the town, or committing bills for collection, were examined, checked, and verified by comparison with the reports and the records in the town accountant's office.
The accountant's ledger was analyzed, the appropriation accounts being checked to the town meeting records of appro- priations voted. Adjusting entries were made, a trial balance was taken off, proving the accounts to be in balance, and a balance sheet, showing the financial condition of the town on December 31, 1932, was prepared and is appended to this report.
The computation of the tax rate by the assessors was checked and verified. Appropriations voted by the town from available funds after the rate for 1932 was fixed should be included by the assessors in the total amount of appro- priations to be raised in 1933, while deductions from the amount to be raised by taxation on account of available funds in treasury may be made only upon the approval of the Com- missioner of Corporations and Taxation, in accordance with the provisions of Section 23, Chapter 59, General Laws.
The books and accounts of the town treasurer were

examined and checked. The cash book was footed, the recorded receipts were analyzed and compared with the records of the departments making payments to the treas- urer, while the payments were compared with the selectmen's warrants authorizing the disbursement of the town funds.
The payments on account of debt and interest for the period of the audit were verified by a comparison with the cancelled bonds, notes, and checks on file.
The securities and savings bank books representing the investment of the library and the cemetery perpetual care funds were examined and listed, and the income was proved.
The treasurer's cash balance was proved by a reconcilia- tion of a statement furnished by the bank and by an actual count of the cash on hand, a variation of $38.50 being noted.
The books and accounts of the tax collector were exam- ined and checked. The commitments were proved, the pay- ments to the treasurer were checked to the treasurer's and the accountant's books, the abatements were compared with the assessor's record of abatements granted, and the out- standing accounts were listed and compared with the account- ant's ledger accounts.
Further verification of the outstanding taxes was made by sending notices to a number of persons whose names appeared on the books as owing money to the town, and from the replies received it appears that the accounts, as listed, are correct.
The records of licenses issued by the town clerk were examined and checked, and the payments to the State, the county, and the town were verified.
In addition to the departments mentioned, the books and accounts of the sealer of weights and measures and of the library and water departments were examined and checked, the payments to the treasurer being verified.
The receipts from rentals of town hall and from licenses granted by the selectmen were incomplete and did not there- fore lend themselves to proper audit. It is again recom-

mended that adequate records be kept, in order that the in- come from these sources may be properly audited.
The surety bonds of the treasurer and collector and of the town clerk were examined and found to be in proper form.
Appended to this report, in addition to the balance sheet, are tables showing a reconciliation of the treasurer's cash, summaries of the tax and water accounts, together with tables showing the condition of the trust funds.
For the co-operation received from the several town offi- cials during the progress of the aduit, I wish, on behalf of my assistants and for myself, to express appreciation.

The figures and tables referred to by the Chief Exami- ner are a repetition of those contained in the town account- ant's and town collector's reports of 1932.
Report of Selectmen.
The Selectmen would call to the attention of the voters of the Town the increase in the calls of the Public Welfare Department.
The Town paid for Public Welfare in 1931, $9,000.00 ; in 1932, $12,000.00, and it is still increasing.
The Old Age Assistance called for $6,000.00 in 1932 and the same amount will be required for 1933.
No new Highways were built in 1932, the opinion of the board being that the town should economize on Highways and other departments, as much as possible owing to the in- creased demand on the Public Welfare and Old Age Assist- ance.
The Selectmen are considering the building of Plain and Copeland Streets, providing the State will pay one-half and the County one-quarter, leaving one-quarter to be paid by the town.
The opinion of the Selectmen is that if these roads are built they should be built by the town, so that employment could be given to the town's people, which would help the Public Welfare Department.
The voters must remember that the law requires that the poor must be cared for, also those requiring old age assistance.

CIRCULATION AND GROWTH
Statistics for the year ending December 31, 1932, show a gain of 5,291 in book circulation bringing the total for the year to 36,113. This is a per capita circulation of 11.28 and an increase of 17.1% over the number of volumes taken out last year. Incidentally, there has been a gain in all types of reading matter issued. The effect of the economic condition of our times is plainly indicated by the greatly increased use of library facilities.
Five hundred and sixty-eight volumes have been added to our library during the year-536 by purchase and 32 by gift. These are duly appreciated and used. The book collec- tion now numbers approximately 12,000; the number of borrowers approximately 800 or 25% of the population.
During the year the library has been open 100 days, thus giving an average daily circulation of 361.13 with a record daily circulation of 1589.
A new table globe has been added to the educational equipment of the library and is attracting favorable at- tention.
The quantity and quality of the library output seem to indicate that the needs of the reading public are being met. We sincerely hope so and trust that the library may continue to serve community needs and to deserve the continued sup- port of an increasing number of patrons.
To all who have so heartily co-operated with us to make the year 1932 a successful one, we extend our thanks.
