ABSTRACT FROM CHAPTER 46 OF THE GENERAL LAWS OF MASSACHUSETTS


Sec. 3. Physicians and midwives shall, within forty- eight hours after the birth of every child in cases of which they were in charge, mail or deliver to the clerk or registrar of the city or town in which the birth occurred, a notice stating the date and place of the birth giving the street number if any, color, and the family name. They shall within fifteen days after the birth, mail or deliver to the clerk or registrar of the city or town in which the birth occurred, a report of the birth, stating the date and place, the name, if any, of the child, its sex and color, and the names, ages and places of birth, occupations and residences of the parents, giving the street number, if there be any, and the number of the ward in the city, the maiden name of the mother, if the full return is not made within forty-eight hours.


The fee of the physician or midwife shall be twenty- five cents for each birth so reported. A physician or mid- wife who neglects to report each birth within forty-eight hours or fifteen days thereafter, shall for each offence for- feit a sum not exceeding twenty-five dollars.


Sec. 6. Parents, within FORTY DAYS after the birth of a child, and every householder within FORTY DAYS after a birth in his house, SHALL cause notice thereof to be given to the CLERK of the city or town in which such child is born.


The facts required for record, as stated in section 3, shall, so far as known or obtainable, be included in every notice given under the provisions of this section.


Sec. 8. A parent, or other person who, by section 6, is required to give, or cause to be given, notice of a birth

or death, who neglects to do so for TEN DAYS after the time limit therefor, shall forfeit not more than five dollars for each offence.


Sec. 24. The Town Clerk shall furnish blanks for re- turns of births to parents, householders, physicians and midwives who apply therefor.

Report of Selectmen

The past year has been filled with many unusual condi- tions demanding attention of your Selectmen and all other heads of Departments.


Because of funds granted by the Federal Government for work relief, which called for materials such as gravel, drain pipe, cement and many other items including tools in large quantities, that we might benefit by reason of these money grants your Selectmen have encountered a more or less constant demand for their services aside from the regular duties of Town affairs.


In a concise form will be found the various projects, their costs to Town and the labor cost to E. R. A.


During the year in conjunction with State and County we had rebuilt South Elm St. and black topped same. By reason of vote at last Town Meeting East St. from East Center St. to Bridgewater line was regraveled and black topped. Sunset Avenue regraveled and black topped from North Elm St. to a point opposite Sunset Avenue School.


Due to continued illness in the early part of the year Mrs. Catherine Howard was unable to fulfill the duties of Tax Collector and Treasurer. Your Selectmen appointed Mr. Robert G. Dean to fill the vacancy for a period of sixty days at the expiration of which he was re-appointed.


On July 2nd Mrs. Howard resigned from these offices and Mr. Dean was continued by appointment until the

Special Election, July 24, at which time the offices of Tax Collector and Treasurer were separated. Because of the extra volume of duties constantly growing the separation of these offices has proven to be to the best interest of the Town.


The Selectmen petitioned the County Commissioners for a lay out of West St. from West Center Street to Easton line and the same was granted and plans are in the hands of the Selectmen. This will entail an expense of $24,000.00. The Selectmen recommended making a two year project of this provided the State will furnish 50% of the cost of each year and the County 25% and the Town 25%.


In the cost of our Welfare department it will be notice- able that the amount is much less than in 1933 notwith- standing that a number of bills for various tools and mater- ials have seemed best charged to this department. This fact is accounted for by employment received through Federal Grants.

Report of Tree Warden


I have done the usual work of trimming the down hanging branches out of our trees and also cut out a large number of dead branches in all sections of the Town. There are many more dead branches that should be taken out. I have cut down several trees; one very large tree that was dangerous on Ash Street and several on South Elm Street to allow for widening the street. The Maple trees appear to be in a healthy condition, but the Elm trees are not in very good condition. They were attacked by so many kinds of insect pests last summer. First the Canker Worm, then the Gypsy Moth, then the Elm Beetle. I hope they will recover this year. The Dutch Elm disease has not yet been found in this state.

To the Honorable Board of Selectmen :


I herewith submit my annual report for the year 1934.


In regard to the work of suppressing the Gypsy Moth I find the infestation is greater than it has been for several years. We thought the severe cold weather last winter would reduce their number but in scouting for egg clusters we have found them more numerous. We have scouted for egg clusters all over the Town and have creosoted all we have found. We have also sprayed all the trees on the roadside. There are so many kinds of insect pests attacking our trees, especially the Elms I would like to spray them more times, but I could not do that last summer because of insufficient funds.

LIBRARIAN'S REPORT


A total of 43,416 books were borrowed from the central library and branches, a per capita circulation of approxim- ately 15-about the same as for 1933-an excellent record.


One additional sectional bookcase has been installed and we hope soon to have another much needed one to re- lieve the shelf-congestion.


A project of great value to all is the typing of the former hand-written cards in the public catalogue. So far the author card in the fiction section have been completed, but much remains to be done of the title, subject, juvenile and non-fiction sections.


In connection with the reading of State Certificate books, approximately one hundred pupils have enjoyed the privilege and thirty Honor Certificates were awarded to pupils of the Sunset Avenue school alone.


The deposits of books in Elmville and Jerusalem have been much appreciated as statistics show a circulation of 578 at Jerusalem alone and about 300 at Elmville.


We feel that the work of the different departments has been effectively carried forward and that in several ways a better technique has been developed.


To the members of the library staff, board of trustees and all who have so willingly co-operated in making 1934 a year of progress we extend our grateful appreciation and bespeak the same cordial support for the ensuing year.
