each department was readily given but the Accountant has reported it impossible to furnish the receipt figures as he could not obtain them from the Treasurer. These figures have been from four to ten weeks late in reaching the Accountant. We have a reasonable Town by-law requiring that, immediately after the first day of each month, the Treasurer shall make to the Accountant a detailed report of all receipts during the preceding month, with a dupli- cate copy to the Selectmen. If the report is not rendered, this by-law can and should be enforced by the Selectmen. No business, whether private or public, can be handled in- telligently and efficiently if the officers in charge of direct- ing expenses and approving the borrowing of money do not know what amount of money is coming in or required. The Accountant should at the end of every month be in a posi- tion to furnish the Selectmen with the balance figures of the Town. Correct figures are essential. The necessity of correct figures was plainly evidenced during the past year, when over $700 was lost to the Town through incorrect re- ports of Welfare expense (during the second quarter of the year) being filed with the State department distributing the Federal money granted the towns for welfare relief.


We believe one of the immediate problems is a read- justment of pay schedules. This question has been raised by some of the department heads this year. We, however, do not recommend any readjustment until the whole situ- ation has been carefully analyzed. Some are without ques- tion receiving less than their responsibilities demand, while others are reasonably well taken care of. A flat increase across the board would not be fair, in our opinion.


We believe that before this problem can be intelligently and satisfactorily settled, a committee should be named at the Town meeting this year, to investigate the whole situa- tion and report their recommendations possibly to a special

meeting before the end of the year. In this way, a readjust- ment could be made next year.


We thank all those who have helped us in our work during the past year, especially the Selectmen who have faithfully attended our meetings and given us the benefit of their experience and advice.

Report of Finance Committee on Articles in Town Warrant


Article 1. To elect the following Town Officers by Official Ballot: One Town Clerk for one year, one Moderator for one year, one Assessor for three years, one Assessor for one year, one Selectman for three years, one member of the Board of Public Welfare for three years, one Treasurer for one year, one Tax Collector for one year, one Water Commis sioner for three years, two School Committee for three years, two Trustees of Public Library for three years, one Tree Warden for one year, two Constables for one year.


Polls will be open at 9 o'clock in the forenoon of March 5, 1934, and will be closed at 8 o'clock p. m.


Article 2. To choose Town Officers for the ensuing year not elected on the Official Ballot.


Article 3. To hear the reports of all Town Officers and Committees and act thereon.


Article 4. To see if the Town will authorize the Treas- urer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current year.


Article 4. The Finance Committee recommends such authorization.


Article 5. To raise such sums of money as may be necessary to defray the Town charges for the ensuing year, and make appropriation for the same.


Article 5. The recommendations of the Finance Committee for each department appear in the tables included in their report.

Article 6. To see if the Town will vote to raise and appropriate the sum of $2,000.00 for a gravel base and tar top on South Elm Street beginning at Elm Square and going south a distance of one mile providing the State will appro- priate $4,000.00 and the County $2.000.00 for the same purpose.


Article 6. The Finance Committee recommends the appro- priation of this sum with the understanding that Town labor be used for this work.


Article 7. To see if the Town will vote to build a tarvia top road on East Street from East Centre Street south to Bridgewater line about 1,600 feet, and raise and appropriate money for same.


Article 7. The Finance Committee recommends that the matter be referred to the Selectmen and that no action be taken on construction of this street until proper drainage has been put in.


Article 8. To see if the Town will raise and appropri- ate the sum of Fifteen Hundred ($1,500.00) Dollars for the construction of a permanent sidewalk on the north side of West Center Street, beginning at the westerly end of the present permanent sidewalk, and continuing to Beacon Street.

Article 8. The Finance Committee does not recommend the construction this year, as it is understood that reconstruc- tion of the road (West Center Street) is being considered.


Article 9. To see if the Tewn will appropriate $2,000.00 from the Surplus Water Revenue to purchase 6-inch pipe and fittings, to be used if the Federal C. W. A. will furnish labor.


Article 9. The Finance Committee recommends the appro- priation of this sum if the Federal C. W. A. will furnish labor.


Article 10. To see if the Town will appropriate the sum of $9,875.00 from Surplus Water Revenue for maintenance of Water Department.


Article 10. The Finance Committee recommends the appro- priation of $9,875.00 for this purpose.

Article 14. To see if the Town will vote to appropriate from the Water Department Surplus Revenue to pay over- draft of 1933 the sum of $24.50 for Water Department Main- tenance.

Article 15. To see if the Town will vote to appropriate from Surplus Water Revenue a sum of money sufficient to lay 1,100 feet of water pipe on Turnpike Street. By request. Article 15. The Finance Committee does not recommend the appropriation of this sum from surplus Water revenue.


Article 16. To see if the Town will vote to install one street light at junction of Charles and River Streets and raise and appropriate money for same.


Article 16. The Finance Committee recommends that this light be installed and that $18.00 be appropriated for the same.

Article 18. To see if the Town will vote to install one street light on South Elm Street, approximately 225 feet south of River Street and raise and appropriate money for same.


Article 18. The Finance Committee does not recommend the installation of this light at present due to proposed reconstruction of highway.


Article 19. To see if the Town will raise and appropriate the sum of $300.00 for maintenance of Visiting Nurse Service in West Bridgewater.


Article 19. The Finance Committee recommends favorable action.


Article 20. To see if the Town will vote to raise and appropriate the sum of $100.00 for the use of the Plymouth County Trustees for County Aid to Agriculture, and choose a Town Director as provided in Sections 41 and 45 of revised Chapter 128 of the General Laws and act thereon.


Article 20. The Finance Committee recommends the appro- priation of $100.00 for this purpose.


Article 21. To see if the Town will raise and appropriate the sum of $1,262.03 for maintenance of Plymouth County Hospital, under provisions of Chapter 111, Section 85 of the General Laws.

A meeting duly warned of the inhabitants of West Bridgewater qualified to vote in election and affairs was held in the Town Hall, West Bridgewater, Monday, March 5th, 1934, at 9 o'clock in the forenoon and the following is a record of the doings of said meeting :


The meeting was called to order by the Moderator, Howard B. Wilbur, and article 1 of the warrant was read: "To elect the following officers for the Town by official ballot :


One Moderator for one year, one Town Clerk for one year, one Selectman for three years, one Assessor for one year, and one for 3 years, one Treasurer for one year, one member of Board of Public Welfare for three years, one Tax Collector for one year, one member of Board of Water Commissioners for three years, two members Public Library Committee, two members School Committee, two Con- stables, one Tree Warden for one year.


License question No. 1, Shall License be granted in this Town for the sale therein of all Alcoholic Beverages ? Whiskey, Rum, Gin, malt beverages, wines and all other Alcoholic beverages ?


Number 2. Shall license be granted in this Town for the sale therein of wines, and malt beverages (wine and beer, ale and all other malt beverages) ?


Number 3. Shall license be granted in this Town for the sale therein of alcoholic beverages in Taverns ?"


The Election Officers were duly sworn by the Town . Clerk, to the faithful performance of their duty, and were

as follows: Albert C. Snow, Daniel Sullivan, Arthur Ryder, John Kent, Grace Keenan, Mary Pratt, Lulu Gardner, Claire Erbeck, Howard Richards, Gladys Lothrop, Bessie Brooks, Ethelyn Leavitt.


The Ballot Box was inspected by the Officer in charge Ervin W. Lothrop, and found to be empty and register set at 0000.


Fifteen hundred ballots were delivered to the Moder- ator (and his receipt taken for same) by the Town Clerk.


At nine o'clock A. M. the Moderator declared the Polls open.


At eight o'clock P. M. the Moderator declared the Polls closed. The count of ballots having been completed the Moderator made the following report:


That the whole number of ballots cast was Eight Hun- dred Three (803) and this number agreed with the number registered in the ballot box, and the count of both check lists, and that there was 696 unused and one spoiled ballot in his possession, making the total 1,500 accounted for. Three hundred forty-three women and 460 men voted.

Howard B. Wilbur was duly sworn as Moderator for the year 1934-35 and Herbert E. Bryant was sworn to the faithful performance of duty as Town Clerk for the year 1934-35. Adjourned 10.35 P. M., March 5, 1934.

ADJOURNED TOWN MEETING, MARCH 12, 1934


Complying with vote taken at meeting March 5th the adjourned Town Meeting was called to order by the Moderator, Howard B. Wilbur at 7.30 o'clock P. M. and Town Clerk Herbert E. Bryant acting as the Clerk of Meet- ing. The regular business of the meeting was taken up for disposal.


Article 2. To choose Town Officers not elected on Ballot.


The following were chosen for the various offices :


Surveyors of Lumber, Wood and Bark-Albert Howard, James A. Hemenway, Robert G. Dean, Chester R. Ripley, Eben Wood, were chosen.


Field Drivers-George Ryder, Francis Luddy, John Fallon, chosen.


Fence Viewers-Charles Kinney, Mason Alger, Albert Howard, chosen.


Public Weighers-Arthur Todd, Chester Ripley, Lyle Farnum, chosen.

Committee on Preserving Town Records and Town Re- ports-Mr. Arthur Ryder made report for Committee as Secretary of Committee Louis P. Hayden, was not present. Report accepted.


Report of Road Committee, read by Mr. Eben Wood and recommendations made. Report accepted.


Article 3. To hear the Report of all Town Officers and Committees and to act thereon.


It was moved and voted that the reports be accepted.


Article 4. That the Treasurer with the approval of the Selectmen be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year, beginning January 1, 1934, and to issue a note or notes therefor payable within one year. Any debt or debts incurred under this vote to be paid from the revenue of said financial year.


Voted that this article be adopted.

Article 6. To see if the Town will raise and appro- priate the sum of $2,000.00 for a gravel base and tar top on South Elm Street beginning at Elm Square and going south a distance of one mile, provided the State will appropriate $4,000.00 and the County $2,000.00. Voted.

Article 7. To see if the Town will vote to build a tarvia top road on East Street, from East Center Street south to the Bridgewater line about 1,600 feet, and raise and appropriate money for same.
