With the approval of the Water Commissioners, we are recommending the appropriation of $1,240.00 for Hydrant Rental for this year.


We recommend the $2,000.00 appropriation called for in Article 10 of the warrant, as we agree with the School Committee that the sanitary conditions in the Center Schools are unsatisfactory and should be remedied as quick- ly as possible. We suggest that the plans for this work should be approved and carried out under the direction of the School Committee.


We endorse the action of the Water Commissioners in their plan to replace 2-inch pipe with larger size. As we have stated in previous reports, we feel that some replace- ment should be made every year so that our citizens may

receive the full benefit of adequate water supply and fire protection.


Article 9 of the warrant calls for the purchase of land now owned by the Easton Land Company bordering Town River, and the corresponding water rights. We recommend such purchase for the following reasons :


1. We believe that a health menace would be removed by clearing up this site which is now being used in some sections as a dump.


2. That by such purchase it would be possible to transform a present "eyesore" in the centre of the town into an attractive park.


3. The labor cost of clearing and laying out this spot could be taken care of by an E. R. A. project.


4. The reason for recommending the appro- priation of $1,000.00 from the War Memorial Fund is that up to the present time there has been no use made of this fund, and we can think of no better or lasting memorial to the World War Veterans than such a park located so near the centre of the Town would be.


5. We believe that the water level of the river should be in the control of the town rather than outside parties who have no vital interest in making the town a more healthy and attractive place to live.


6. We feel that control of the water rights should be placed under the supervision of the Selectmen.


In closing, we would like to call the attention of the citizens to the improved financial position our town occupies. Through the judicious handling of the town finances by the Treasurer and effective work of the collector, our town ended the year 1934 with NO outstanding temporary loan.

While the total of outstanding real estate and personal property taxes plus the tax titles held by the town is approximately the same as the outstanding taxes a year ago, we believe the rights of the town have been protected by the action that has been taken in placing the lien which a tax title gives.


The total of outstanding Motor Vehicles Excise Taxes has been materially reduced since last year, but we feel that every effort should be made to bring these taxes to the point where nothing is outstanding beyond the current year.


We thank all Town Officers who have helped us during the past year, especially the Selectmen whose attendance at our meetings and advice have been of assistance.


A table of estimates by department heads and amounts recommended by this Committee, also a report of our recommendations on the articles in the Town Warrant, appear on the following pages.

Report of Finance Committee on Articles in Town Warrant


Article 1. To elect the following Town Officers by , Official Ballot; One Town Clerk for one year, one Moderator for one year, one Assessor for three years, one Selectman for three years, one member of the Board of Public Welfare for three years, one Treasurer for one year, one Tax Collector for one year, one Water Commissioner for three years, two School Committee for three years, two Trustees of Public Library for three years, one Tree Warden for one year, two Constables for one year.


To vote Yes or No on the following questions: (1) Shall licenses be granted in this Town for the sale therein of all alcoholic beverages (whiskey, rum, gin, malt beverages, wines and all other alcoholic beverages) ? (2) Shall licenses be granted in this Town for the sale therein of wines and malt beverages (wines and beer, ale and all other malt bever- ages) ? (3) Shall licenses be granted in this Town for the sale therein of alcoholic beverages in taverns?


Polls will be open at 9 o'clock in the forenoon of March 4, 1935, and will be closed at 8 o'clock p. m.


Article 2. To choose Town Officers for the ensuing year not elected on the Official Ballot.


Article 3. To hear the reports of all Town Officers and Committees and act thereon.

Article 4. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to bor- row money from time to time in anticipation of the revenue of the financial year beginning January 1, 1935, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 4. The Finance Committee recommends such authorization.


Article 5. To raise such sums of money as may be necessary to defray the Town charges for the ensuing year, and make appropriation for the same.


Article 5. The recommendations of the Finance Committee for each department appear in the tables included in their report.


Article 6. To see if the Town will vote to raise and appropriate the sum of $3,000.00, provided the State will con- tribute $6,000.00 and the County $3,000.00, to rebuild West Street as laid out by the County Commissioners.


Article 6. The Finance Committee recommends the ap- propriation of this sum with the understanding that Town labor be used for this work.


Article 7. To see if the Town will vote to raise and appropriate the sum of $400.00 for any possible land damage on West Street.


Article 7. The Finance Committee recommends this appro- priation.


Article 8. To see if the Town will vote to restore the wage reduction made in 1932.


Article 8. The Finance Committee refers the voters to the recommendation contained in their report.

Article 9. To see if the Town will vote to purchase the property owned by the Eastern Land Co. (Ames Estate) as follows:


Section 1. Consisting of 414 acres, more or less, as upon plans, bordering the Town River west of Arch Street, and east of Arch Street, as defined upon said plan, at a price not to exceed $2,000.00 (two thousand dollars) ; and that the sum of $1,000.00 (one thousand dollars) be appropriated from the War Memorial Fund, and a sum not to exceed $1,000.00 (one thousand dollars) be appropriated from the revenue of the current year, for the purchase of this property as above defined.


Section 2. To see if the Town will vote to place under supervision of the Selectmen the control of the water in the River (known as Town River) above the Dam, so as to serve the best interests of those concerned during certain periods of the year.


Article 9. The Finance Committee recommends the pur- chase of this land and water rights connected with it, and the appropriation of the sum required from the two sources named in the Article. The Committee recommends favor- able action on Section 2.


Article 10. To see if the Town will vote to raise and appropriate the sum of $2,000.00 to install proper sanitary condition in the Center schools, provided the labor will be paid by the E. R. A., or 50% of the entire cost be paid by the P. W. A.


Article 10. The Finance Committee recommends the appro- priation of this sum if Federal aid is available on either basis outlined in Article.

Article 11. To see if the Town will appropriate the sum of $1,000.00 from Surplus Water Revenue for purchase and laying water pipe on Samuel Avenue a distance of 700 feet. By request.


Article 11. The Finance Committee does not recommend the appropriation of this sum, as they believe this work impossible until Brockton lays connecting pipe.


Article 12. To see what amount the Town will vote to raise and appropriate for the Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Ser- vice) and choose a Town Director as provided in Sections 41 and 42 of Revised Chapter 128 of the General Laws and act thereon.


Article 12. The Finance Committee recommends the appro- priation of $100.00 for this purpose.


Article 13. To see if the Town will raise and appropriate the sum of $1,359.39 for maintenance of Plymouth County Hospital, under provisions of Chapter 111, Section 85 of the General Laws.


Article 13. The Finance Committee recommends favor- able action.


Article 14. To see if the Town will raise and appropriate the sum of $300.00 for maintenance of Visiting Nurse Service in West Bridgewater.


Article 14. The Finance Committee recommends favor- able action.


Article 15. To see if the Town will vote to install two lights on Sinnott Street.


Article 15. The Finance Committee does not recommend the installation of these lights this year.

Article 16. To see if the Town will vote to build a side- walk on Matfield Street from Cyr Street to No. Main Street or any part thereof, and appropriate money for same.


Article 16. The Finance Committee does not recommend the building of this sidewalk this year.


Article 17. To see if the Town will vote to raise and ap- propriate the sum of $50.00 for the purpose of preserving Town Records.


Article 17. The Finance Committee recommends the appro- priation of $50.00 for this purpose.


Article 18. To see if the Town will vote to raise and appropriate from Water Revenue the sum of $10,000.00 for Water Dept. Maintenance.


Article 18. The Finance Committee recommends favor- able action.


Article 19. To see if the Town will vote to raise and appropriate from Water Revenue the sum of $5,182.27 to pay bonds and interest.


Article 19. The Finance Committee recommends favor- able action.


Article 20. To see if the Town will vote to raise and appropriate from the Water Surplus Revenue the sum of $5,000.00, if the P. W. A. will contribute a like sum, to re- place 2-inch water mains with a 6-inch main on Copeland St.


Article 20. The Finance Committee recommends favor- able action, provided the P. W. A. will contribute an equal amount.

Article 21. To see if the Town will vote to raise and appropriate the sum of $3.500.00 from the Water Surplus Revenue in the event that P. W. A. do not grant the larger sum stated in Article 20 above.
