Article 25. To see if the Town will revise the regulations at present governing the Town Finance Committee, as adopt- ed at the Annual Town Meeting, March 7, 1927, by amend- ing the Town By-Laws, through the addition of the following sections to Article 3:
Section 3. There shall be a finance committee consisting of the selectmen and seven appointive members. The appointive members shall be selected as follows : One to be appointed from each of the five divisions of the town as specified in the town re- port of 1927 of the adjourned town meeting, or such other five divisions as may at any time be determined by vote of the town, and two appointed at large. If a vacancy occurs during the year, the committee shall elect a new member to serve until the next town meeting.
Section 4. At the annual town meeting the moderator shall appoint a committee of five members who shall in turn appoint the appointive members of the finance committee for the ensuing term. In 1933, two members shall be appointed for three years,

two for two years, and three (including the members at large) for one year; in 1934, and each year thereafter, two members for three years, and one member at large for one year. No elective officer of the town shall be eligible for appointment.
Section 5. The finance committee shall call on all officers, committees, chairmen and department heads for full information regarding recommendations, appropriations, expenditures, and reports. The finance committee shall be furnished by the asses- sors and selectmen with estimates of income as well as reports of expenditures. The finance committee shall have the power to investigate books, accounts, and general financial management of any and all departments of the town.
Section 6. The meetings of the finance committee may be called by the chairman of the committee or by the selectmen.
Section 7. The finance committee shall choose its own offi- cers and adopt such rules regarding its procedure as may from time to time be necessary. The appointive members of the finance committee shall constitute its executive board. All busi- ness of the finance committee shall be transacted by the executive board in executive session. The executive board shall examine all articles in the warrant, make recommendations, and prepare a budget for submission to the town meeting. The executive board shall keep the selectmen informed as to all its actions.
Section 8. No sum in excess of $250.00 for any one purpose may be appropriated at any town meeting unless proposal for same has been specifically passed on by the executive board of the finance committee. No appropriation may be made at any special town meeting unless same has been specifically passed on by the executive board of the finance committee. No appropria- tion refused at the regular town meeting may be brought before a special town meeting except on approval of the executive board of the finance committee.
Section 9. The finance committee through its executive board shall annually submit a printed report of its recommenda- tions and findings to the voters of the town, this report to be ready for distribution at least one week before the date of the annual town meeting.
Article 25. Referred to the voters.
Article 26. To transact any other business that may legally come before the meeting.

ALBERT MANLEY. Born in Brockton, July 28, 1857. Died in West Bridgewater, July 9, 1933.
In March, 1908, Mr. Manley was elected as Select- man, Overseer of the Poor and Assessor which offices he held until 1912. At this time he resigned from the Board of Selectmen and Overseers of the Poor in order that he might give more time to his work as Assessor. He served the town in this capacity, and since 1916 as Chairman of the Board, until his death. He will long be remembered as the highest type of citizen and town official.

Town Clerk's Report
ANNUAL TOWN MEETING
A meeting, duly warned, of the inhabitants of the Town of West Bridgewater, qualified to vote in Elections and Town Affairs was held in the Town Hall in said Town on Monday, March 6th, 1933, at 9 o'clock in the forenoon, and the following is a record of the doings of said meeting, viz:
The meeting was called to order at 9 o'clock by the Moderator, Howard B. Wilbur and the call for the meeting was read by the Town Clerk. After Article one had been read, which was to elect the Town Officers named on the Official Ballot it was voted to waive the reading of the other articles. The record of the service by the Constable was read by the Town Clerk, Herbert E. Bryant.
Following the reading of the call for the meeting and the Constable's return of the Warrant, the polls were de- clared open by Town Clerk Herbert E. Bryant. The Ballot box was inspected by the election officers, and then locked and the key delivered to Chester R. Ripley, Constable at the ballot box.
The following persons were sworn as election officers by Town Clerk Herbert E. Bryant: Albert C. Snow, Thomas Luddy, Orrin King, Daniel Sullivan, Arthur Ryder, Claire Kinney, Mary Pratt, Grace Keenan, and Margaret Kent.
The polls were open ready for the reception of ballots at 9 o'clock A. M. and at 9 o'clock P. M. it was voted to close the polls.

Upon counting out the ballots from the ballot box it was found that the total number of ballots cast was 712, which agreed with the numbered registered on the ballot box and with the number of names checked on each of the check lists. There were 412 names checked on the men's list and 300 on the woman's list.
After the ballots had been counted and the tabulation completed, the Moderator announced the result as follows:

After the result of the balloting had been announced by the Moderator it was voted to adjourn the meeting to Monday night, March 13th, 1933, at 7.30 o'clock for the transaction of business.

ADJOURNED TOWN MEETING, MARCH 13, 1933
In accordance with the vote passed at the meeting, March 6, 1933, the adjourned Town Meeting was held Mon- day, March 13, 1933, at 7.30 p. m., in charge of the Moder- ator, Howard B. Wilbur. The following action was then taken on the articles in the Warrant:
Article 2. To choose Town Officers for the ensuing year not elected upon the Official Ballot.
Surveyors of Lumber and Measures of Wood and Bark -Albert A. Howard, Chester R. Ripley, Elmer Sullivan, James A. Hemenway and Robert G. Dean.
Field Drivers-George F. Ryder, John Fallon, Francis Luddy.
Article 3. Arthur E. Ryder moved, and its was car- ried, that an amendment be made to the Report of the Finance Committee, that the amount recommended by them, relative to Old Age Assistance be changed from $3,500.00 to $6,000.00. It was then voted to accept the Re- ports of the Town Officers and Committees as printed in the Town Reports.
Article 4. Voted-That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1st, 1933, and to issue a note or notes therefor, payable within one

year, and any debt or debts incurred under this vote to be paid from the revenue of said financial year.

Article 6. Voted-That the sum of $1,500.00 be raised and appropriated to widen Plain Street,-provided the State appropriates $3,000.00 and the County $1,500.00. Motion to amend by adding, "Town labor shall be employed in the construction of this Highway," and the Article as amended was carried.
Article 7. Voted the Town appropriate and raise the sum of $1,500.00 for a gravel base and tar top on Copeland Street, provided that the State will appropriate $3,000.00 and the County $1,500.00 for the same. On motion the Article was carried with the addition Town labor be used in construction of same.
Article 8. To see if the Town will vote to raise and appropriate the sum of $1,500.00 for gravel base and tar top on Howard Street from West Centre Street to River Street. Voted that Howard Street be repaired this year and the money be used from the regular Highway appropriation.
Article 9. To see if the Town will vote to raise and appropriate the sum of $1,500.00 to construct bituminous

sidewalk on Matfield Street, starting where left off last year, going westerly on North side of said Matfield Street. Voted to pass this Article.
Article 10. To see if the Town will vote to raise and appropriate the sum of $1,500.00 to construct a permanent sidewalk on West Centre Street from the end of present permanent sidewalk westerly to Beacon Street. Voted to pass this Article.
Article 11. To see if the Town will vote to raise and appropriate a sum of money for rebuilding the sidewalk on North Elm Street from Mr. Gambao's, 630 North Elm Street, to Brooks Place. Voted to pass this Article.
Article 12. To see if the Town will vote to raise and appropriate the sum of $450.00 for new Fire Hose. Voted that 500 feet of new fire hose be purchased for $450.00.
Article 13. Voted-That the Town raise and appro- priate the sum of $170.50 to shingle the roof and repair two (2) windows in the Fire Station.
Article 14. To see if the Town will vote to accept Sinnott Street as laid out by the Selectmen. Amendment made that when the easements have been signed that the Town accept the Street through the Selectmen. Voted to adopt Article 14 as amended.
Article 15. Voted-That the Town raise and appro- priate the sum of $100.00 for County Aid to Agriculture and choose a Town director as provided in Sections 41 and 45 of revised Chapter 128 of the General Laws and Acts thereon. Mrs. Correli B. Alger was elected as Director for Town.
Article 16. Voted-That the Town raise and appro- priate the sum of $1,221.26 for maintenance of Plymouth County Hospital.
Article 17. Voted-That the Town appoint a commit- tee of three (3), with the privilege to appoint assistants, to act in conjunction with the Town Clerk, to have such rec-

ords rebound as are required by law, and cause to be proper- ly preserved all records of historical value now in possession of the Town Officers, and to raise and appropriate a sum of money for the same. Voted that $50.00 be appropriated and that the Moderator appoint a committee.
Article 18. To see what action the Town will take in regard to the pay of all Town employees. Voted-That all Town Officials be reduced ten per cent. (10%) and that the hour rate of pay for laborers be reduced from sixty cents per hour to fifty cents per hour and that the heads of all departments receive fifty-two and one-half cents per hour.
