SPECIAL MEETING.


Held at the Town Hall, Feeding Hills, May 17, 1894.


ARTICLE I. To choose a Moderator to preside in said meeting. Thomas M. Roberts chosen.


ARTICLE 2. To see if the Town will vote to accept Chapter 232 of the Acts of the year 1894, said Chapter authorizing the town to refund a portion of its indebtedness.


Voted-That the Town accept the provisions of Chapter 232 of the Acts of 1894 and the Treasurer be and is hereby authorized to issue bonds or notes of the Town to the amount of twenty-five thousand dollars ($25,000) payable twenty years from date of issue in accordance with provisions of said act, the proceeds of the sale of said bonds or notes to be applied as therein required. Said bonds or notes shall bear the signatures of the Treasurer and of a majority of the Selectmen. Two-thirds present voting in the affirmative.


Voted-To establish such a sinking fund as will amount to twenty-five thousand dollars ($25,000) at the end of twenty years, and to proceed to elect a board of Sinking Fund Commissioners -one for one year, one for two years, and one for three years.


Voted-To appoint a committee to nominate three persons for Sinking Fund Commissioners.


The Moderator appointed as the nominating committee Albert K. Fuller, John G. Freeland, E. L. Thompson. They reported the following nominations : Seth N. Bennett, for three years ; William H. Granger for two years ; Henry E. Bodurtha for one year.


Result of Ballot : Seth N. Bennett, for three years, had 27 ; Will- iam H. Granger, for two years, had 24; H. E. Bodurtha, for two years, had 24; Scattering, 9.

Voted-That hereafter the Town elect by ballot at its annual town meeting, one Sinking Fund Commissioner to serve three years, in the same manner as the other town officers are chosen.


ARTICLE 3. To see if the Town will accept one of the two pre- cinct lines as laid out by the Selectmen.


Voted-To accept the following precinct boundaries :


Precinct A-To be that part of the town east, north and west of the following boundaries and monuments, viz : Starting from a stone monument on the Agawam river and running southerly to a stone monument on the Deep Gutter road, thence southeasterly to a stone monument on the southeast side of the road near the house of Frank Hrubi (formerly Gamaliel Woodworth place) on Spring- field street, thence northeasterly along said Springfield street to a stone monument near the Agawam bridge. Said precinct to include all houses on both sides of Springfield street described as the above boundary. Said precinct contained, April 2, 1894, one hun- dred and four legal voters.


Precinct B-To be the remaining portion of the town and situ- ated west, south and east of the above described boundaries and containing, on April 2, 1894, three hundred and forty-one legal voters.


ARTICLE 4. To see if the Town will accept the code of By- Laws as drafted by the committee appointed by the Selectmen.


On the motion of E. R. Hanks to adjourn the consideration of this article to the next annual town meeting, it was voted in the affirmative sixteen (16), negative twenty-six (26).


The reading of the By-Laws having been called for, they were read by James W. Moore, the secretary of the committee.


Voted-On motion of William I. Meacham, to accept the report of the committee.


Voted-On motion of O. A. Parks, to refer the consideration of the matter to the next annual town meeting.

ARTICLE I. To choose a Moderator to preside at said meeting. Albert H. Brown was chosen.


ARTICLE 2. To see if the town will vote to accept the parcel of land as laid out by the Selectmen pursuant to Chapter 49 of the Public Statutes, Section 99, for a gravel pit for the use of the town, for the construction, repair and improvement of its streets and ways, together with a way necessary for convenient access thereto.


Voted-On motion of James H. Clark, to instruct the Selectmen to take the Lester gravel pit as laid out and described by them in accordance with provisions of Chapter 49, Section 99, of the Public Statutes and to pay one hundred and fifty dollars for it.

GREETING : In the name of the Commonwealth of Massachu- setts you are required to notify and warn the inhabitants of the Town of Agawam, qualified to vote in elections, to meet at the following described places : Those living in Precinct A, in the basement of the French Catholic church; those living in Precinct B, in the Town Hall in Feeding Hills, in said Town, on the sixth day of November next, it being the Tuesday next after the first Monday in said month, at 9.30 o'clock in the forenoon, then and there to bring in their votes for Governor and Lieutenant-Gov- ernor, Secretary of State, Treasurer and Receiver General, Auditor, Attorney General, Councillor for District Number Eight, Senator for the Second Hampden District, one Representative to the Gen- eral Court from Hampden District Number One, a County Treas- urer, one County Commissioner for three years and one for one year to fill a vacancy, a Registrar of Deeds, a Representative in Congress for the First Congressional District.


Also to vote yes, or no, on the question : "Shall the proposed amendment to the Constitution relative to Commissioners of Insol- vency be approved and ratified ? "


The polls will be opened at 9.30 A. M. and may be closed in four hours and must be closed before sunset. And you are directed to serve this warrant by posting attested copies in the store of Her- menegilde Lettelier and some other public place in Precinct A ; one in the Postoffice in Agawam Center and one in the Post- office in Feeding Hills.

ARTICLE 2. To see if the Town vote to make any changes in Town officers to be chosen at the next annual Town Meeting.


Voted-On motion of William L. Meacham, that we make a change in the Town officers to be chosen at the next annual Town Meeting.


James W. Moore moved that the Town of Agawam shall choose from the inhabitants thereof, by ballot, at its annual meeting in every year, the following named Town officers, who shall, unless otherwise provided, serve during the year : A Town Clerk; three Selectmen ; three Assessors ; three Overseers of the Poor ; a Board of Health of three members ; a Town Treasurer ; three Collectors of Taxes ; two Auditors ; two Foresters ; three Surveyors of High- ways ; ten Constables ; one member of the School Committee for three years ; one Library Trustee for three years ; one Sinking Fund Commissioner for three years ; one Trustee of Whiting Street Fund for two years ; and all other Town officers, required by law, shall be chosen, without ballot, in open Town Meeting. All former votes of the Town inconsistent herewith are hereby revoked.

E. K. Bodurtha moved to amend by striking out the words " two Foresters." It was voted in the affirmative. O. A. Parks moved to amend by striking out the words " three Surveyors of High- ways," and it was voted in the negative. On the motion as amended it was voted in the affirmative.


ARTICLE 3. To see if the Town will vote to elect a Forester.


On motion of E. K. Bodurtha, it was voted to indefinitely post- pone.


ARTICLE 4. On motion of J. W. Moore, it was voted that the Selectmen be authorized and instructed to appoint a committee of three to investigate the needs and requirements of the Town, in all matters relating to schools and education therein, with power to call for persons and papers in evidence and report thereon at the next annual Town Meeting.

ARTICLE 5. To see what action the Town will take in regard to payment of tuition of High School scholars now attending West Springfield High School, or whether the Town will take any action in maintaining a High School.
