REPORT OF SELECTMEN, ASSESSORS AND


OVERSEERS OF POOR.


To the Citizens of Agawam:


In presenting this, our annual report for the year ending March, 1900, a few facts may be worthy of mention.


At the last annual town meeting, a spirit of liberality seemed to prevail, the appropriations being quite largely in excess of the amount recommended, and necessarily making a tax rate some con- siderable higher than that of the previous year-$15.20 per thousand.


At the beginning of the year it was the intention of your Board of Selectmen to keep expenses in the different departments under their charge, as low as possible. This we have done to the best of our ability, without practicing that economy which in the end is not economy.


Highways and Bridges.


Our highway surveyors have kept expenditures fairly within limits. A balance of over $500 remained from the appropriation of 1898 for special work, from which has been drawn for the finishing of the work in Main street, Agawam, near the meadows, and making what we firmly believe a good investment.


The old wooden structure known as Agawam bridge was burned late in May, which left a much-traveled thoroughfare without a passage across the river. At a special town meeting we were author-

ized to contract in conjunction with West Springfield selectmen for a thirty - foot steel bridge, and provide for a temporary bridge. Delays beyond our control were experienced until July 10th, bids were received from twelve bridge firms ranging from $18,130 to $22,700. These plans were afterwards changed, and a contract was signed by West Springfield and Agawam selectmen with the Pittsburg Bridge Co., the amount of our portion of said bridge to be $8,863. The contract included a temporary bridge, and called for the completion of the steel bridge the 14th of last December. The condition of the iron market prevented the said company from filling their con- tract on the time specified, but the temporary bridge fairly well accommodated public travel until high water in January removed it. The steel for the bridge was finally delivered in February, but high water delayed the erection until the first week of the present month, and at the time of this writing, the probabilities are that the bridge will be open for travel soon after April Ist. The appro- priation of $1,500 for special highway work has been used towards the payment of this bridge and $1,000 has been borrowed upon the town's note for this purpose. Other highway work has been of the usual repairs.


Care of the Poor.


The expenses for care of the poor have been the smallest for several years. Early in the year an inmate of Worcester Lunatic Hospital was removed to our almshouse, where he has since re- mained at a much reduced cost, but one more has been added to our hospital list so the number has been kept good. At the alms- house we have had only three inmates of our own, but have boarded for West Springfield, for which we have received upwards of $108. The tendency to impose upon town officials in seeking aid has kept up to the average, but figures will show that we have not yielded to these importunities to a very great extent. The outlook for the coming year in this department is not as bright as one year ago.


Electric Road Forfeiture.


The matter of the $2,000 forfeit money deposited with us, under conditions imposed in the franchise granted to Electric

Railroad Company, is in process of litigation in the Courts. This money was deposited in the Pynchon National Bank of Springfield, but before the time of forfeiture expired an injunction was issued by the Court restraining the removal of the same. A suit to recover the said sum was also commenced by Electric Company, the out- come of which we are deeply interested in.


Financial Condition.


Our financial condition has improved at least in some respects. $1,000 has been paid into the sinking fund, and an old standing note of $800 has been canceled. Our total indebtedness, as shown, is $38,000, less sinking fund, $32,000, or about 2.4 per cent. of our valuation. At the last report of the Tax Commissioner, over 120 towns had a higher percentage of indebtedness than this rate. Over $5,000 yet remains to be paid upon Agawam bridge construc- tion. One note of $1,000 becomes payable June Ist of this year. Over $1,200 more remains in the Collector's hands as unpaid taxes, than was reported at this time last year.


The Outlook.


The outlook for the coming year is not one of promise of a lower tax rate than for 1899. If the appropriations can be kept within the figures recommended elsewhere, the tax rate will probably not be much over $15 ; otherwise, for every $1,300 extra, $1 is added to the rate. The cutting of expenses in the different departments below recommendations appears quite a problem. The recent rains have damaged the highways to an extent that will require quite an expenditure ; at least three bridges require rebuilding. The Mittin- eague bridge is also a coming problem which you will be asked to solve at the coming town meeting. Its condition demands immediate attention.
