RECORDS OF THE PROCEEDINGS OF TOWN MEETINGS FOR THE YEAR ENDING MARCH 10, 1899.


ANNUAL MEETING, APRIL 4, 1898.


ARTICLE I. To choose a Moderator to preside in said meeting.


Elmer E. McIntire and Lewis A. Barden, appointed ballot clerks, were sworn by the Town Clerk.

ARTICLE 2. To choose by ballot for the ensuing year, a Town Clerk, a Town Treasurer, three Selectmen, three Assessors, three Overseers of the poor, a Board of Health of three members, three Collectors of Taxes, two Auditors, three Surveyors of Highways, ten Constables, one member of the School Committee for three years, one Library Trustee for three years, one Sinking Fund Commissioner for three years, one Trustee of Whiting Street Fund for two years, also to vote upon the same ballot "Yes" or " No" upon the question, "Shall licenses be granted for the sale of intoxi- cating liquors in this town? "


A package containing six hundred official ballots was delivered to the ballot clerks and their receipt taken for the same. Ballot box

was inspected, found empty, dial set at o-o-o, locked and key delivered to a constable. Polls declared open for the purpose of voting for the officers specified in Article 2, and on the question, " Shall licenses be granted for the sale of intoxicating liquors in this town ? "

Voted-On motion of James W. Moore, that the Town Clerk be directed to prepare blank forms and to summons every public offi- cer elected to qualify as required by law, and commit the same with his warrant to either of the Constables of the town for service.


ARTICLE 4. To hear and act upon the reports of the Town Officers.


Voted-On motion of James W. Moore, that the reports of all the Town Officers be accepted, errors and omissions excepted, and that they be taken up in order as printed for discussion and comment.

ARTICLE 5. To see what method the Town will adopt for the support of the poor for the ensuing year.


Voted-On motion of James W. Moore, that the care of the poor be left in the hands of the Overseers of the Poor.


ARTICLE 6. To see if the Town will authorize its Treasurer, with the approval of the Selectmen, to borrow temporarily in anticipation of the taxes of the present municipal year, a sum not to exceed seven thousand dollars, as the same may be from time to time required, and to give a note or notes of the town for money so borrowed, and that he be also authorized to pay such loans from said taxes.


Voted-On motion of Thomas M. Roberts, unanimously.


ARTICLE 7. To see if the Town will vote a discount on taxes.


Voted-On motion of James W. Moore, that the Town allow no discount on taxes for the ensuing year.


ARTICLE 8. To see if the Town will charge interest on taxes.


Voted-On motion of T. M. Roberts, that action on this article be indefinitely postponed.


Voted-On motion of T. M. Roberts, to reconsider action taken under Article 7.


Voted-On the original motion, in the negative.


Voted-On motion of D. J. Collins, that a discount of 5 per cent. be allowed on all taxes paid in on or before October 20, 1898.


ARTICLE 9. To see if the Town will accept " Deep Gutter " road, so called, as located by the Selectmen.

ARTICLE 10. To see if the Town will make an appropriation for the care of the town library.

ARTICLE II. To see if the Town desire to sell the school prop- erty situated on " River street," so called.


Voted-On motion of E. K. Bodurtha, that action on this article be indefinitely postponed.


ARTICLE 12. To see if the Town will take any action relative to changing the district of School Superintendent, which now exists.


Voted-On motion of James W. Moore, that the Town of Agawam hereby withdraws from the existing union district, composed of the towns of Agawam, Southwick and Granville, in the employment of a School Superintendent, this vote to take effect at the close of the present school year.


ARTICLE 13. To see if the Town will vote to divide Precinct B, and accept a division as made by the Selectmen.


On motion of T. M. Roberts to indefinitely postpone, it was voted, affirmative 37, negative 52.


T. M. Roberts moved to accept the division as made by the Selectmen, and that the annual town meetings shall be hereafter held alternately at Feeding Hills and Agawam, the next annual town meeting to be held in Feeding Hills.


D. J. Collins moved to amend by addition of the word Mittineague.


Voted-On the amendment, in the negative.


Voted-On the original motion, in the negative.


Scott Adams moved that the town divide Precinct B, and accept the division made by the Selectmen.


T. M. Roberts moved to amend by the addition of the words, and that the annual town meetings be held successively at Mittineague, Feeding Hills and Agawam, the next annual town meeting to be held at Mittineague.

ARTICLE 14. To see if the Town desire to make any change in the officers to be hereafter elected annually.


Scott Adams moved that the Town of Agawam shall choose from the inhabitants thereof by ballot at its annual meeting in every year hereafter the following named Town Officers, who shall, unless oth- erwise provided, serve during the year : A Town Clerk, who shall also be Treasurer and Tax Collector ; three Selectmen, who shall also be Assessors, Overseers of the Poor and Board of Health ; two Auditors; three Surveyors of Highways; ten Constables; one mem- ber of the School Committee for three years; one Library Trustee for three years ; one Sinking Fund Commissioner for three years; one Trustee of Whiting Street Fund for two years. All former votes of the town inconsistent herewith are hereby revoked.


T. M. Roberts moved to amend by striking out the words, " three Highway Surveyors."

ARTICLE 15. To see if the Town will make any special appropri- ation for highway work.


James W. Moore moved that the sum of $2,000 be appropriated for special highway work to be done the ensuing year, $1,000 to be expended in Agawam and Mittineague, and $1,000 in Feeding Hills, said appropriation to be taken from the sum raised by tax in 1897 for Agawam bridge.


O. A. Parks moved to amend by taking only $1,000 from money raised by taxation in 1897 for new Agawam bridge.


Voted-On amendment, in the negative.


E. K. Bodurtha moved that the Selectmen be authorized to secure estimates for improving the highway between George H. Huntington's and H. W. Fitzgerald's and between cemetery and the brook near D. L. White's, these proposals to be submitted at a fut- ure meeting.

J. W. Moore moved to amend so as to have estimates for road be- tween watering tank in Feeding Hills and the brook near D. L. White's.


D. J. Collins moved to amend that they furnish estimates also for road between John H. Reed's and Robert Ely's.

Meeting called to order by the Moderator at 2 p. m. Henry E. Bodurtha reported for the Selectmen the estimates for improving certain sections of the highways as directed by vote of the town at the annual meeting.


ARTICLE 15. The motion of J. W. Moore, made under Article 15, not having been acted upon was restated by the Moderator.


Voted-In the affirmative.


E. A. Kellogg moved that this money be expended at the discre- tion of the Selectmen.


T. M. Roberts moved to amend by the addition of the words " under the direction of a competent engineer."


Amendment carried in the affirmative.


Voted-On motion as amended, in the affirmative.


ARTICLE 12. Voted-On motion of J. W. Hastings, that the time limit made in the vote taken under Article 12 be extended one year.


ARTICLE 16. Voted-To appropriate and raise by tax the sum of fifteen hundred dollars ($1,500) for highways and bridges.


Vated-To appropriate and raise by tax the sum of ninety dollars ($90) for building the town's portion of a division fence about the Mittineague school lot.


Voted-On motion of E. K. Bodurtha, that the sum of seventeen thousand two hundred and five dollars ($17,205) in addition to the State and County taxes, be assessed upon the polls of the in-

habitants, and the estates of the residents and non-residents of Aga- wam and be committed to the Collectors of Taxes on or before September 1, 1898.


ARTICLE 8. Moved by T. M. Roberts, that all taxes shall be paid by November 1, 1898, and that on all taxes unpaid January 1, 1899, interest be charged at 7 per cent.


A. P. Loomis moved to amend by making the rate 6 per cent.

ARTICLE 18. Voted-On motion of J. G. Freeland, that the Selectmen be authorized to employ such town counsel as they deem best.

To either of the Constables in the Town of Agawam in said County:


GREETING :- In the name of the Commonwealth of Massachusetts, you are hereby directed to warn and notify the inhabitants of the Town of Agawam qualified to vote in elections, to meet in their re- spective polling places, viz. : Those resident in Precinct A, in the basement of the schoolhouse situated in said precinct and those resident in Precinct B, in the Town Hall in Feeding Hills, on Tues- day, the eighth day of November next, it being the Tuesday next after the first Monday in said month, then and there to bring in their votes for Governor, Lieutenant Governor, Secretary, Treasurer, Auditor, Attorney General, Councillor for the Eighth District, Sen- ator for the Second Hampden District, County Commissioner, two Special County Commissioners, District Attorney, Register of Pro- bate and Insolvency, Representative in Congress. The polls will be opened at six o'clock a. m., and may be closed in four hours, and must be closed before sunset.


And you are directed to serve this warrant by posting attested copies, one in each of the Post Offices in said Town and one in the store of Hermenegilde Letellier at least seven days before the time of holding said election. Hereof fail not, and make due return of this

warrant with your doings thereon to the Town Clerk on or before the time of holding said election.

DIGEST OF THE REPORTS OF THE PRECINCT CLERKS.


NOVEMBER 8, 1898.


Voters assembled at the polling places designated in the warrant. Sealed packages of Official Ballots received from the Secretary of State were delivered to the Wardens, who gave receipts for the same. The ballot boxes were inspected, locked and keys delivered to Constables. The Wardens were sworn by the Town Clerk and the other precinct officers were sworn by the Wardens or the Town Clerk.


In Precinct A, George D. Cooley was appointed Inspector in place of William Savin who failed to appear.


In Precinct B, at 9 a. m., the ballot box refused to received the ballots as intended. The remainder of the ballots were deposited in the lower part of the box under the direction of the Warden.


In Precinct A, it was voted to close the polls at 3 p. m.


In Precinct B, it was voted to close the polls at sunset.
