Teachers shall require a satisfactory excuse from parents or guar- dians for all cases of tardiness or absence. No pupil shall be allowed to leave school, except in case of sickness or other necessity, unless by request of parent or guardian.
Unless excused by a member of the Committee, teachers shall be present in the school room at least fifteen minutes before the com- mencement of the session, and shall report each failure to be there in their monthly reports to the Superintendent.
Teachers are expected to devote the time of recess to careful super- vision of their pupils. During very cold and inclement weather keeping children too long in the open air, either before school or at recess, should be avoided.
Teachers shall not dismiss their schools or be absent during school hours without permission of the Superintendent or Committee, except in case of sickness, or of some sudden emergency, and then immediate notice of the fact must be given to the Superintendent or Committee.
Pupils who are unable to read shall be admitted to the schools only during the first two weeks of the fall and spring terms.
Pupils will be held liable for any unnecessary damage to school prop- erty, such as marking or tearing books, defacing or injuring buildings- and fixtures.

ARTICLE 2. To choose by ballot for the ensuing year, a Town Clerk, a Town Treasurer, three Selectmen, three Assessors, three Overseers of the Poor, a Board of Health of three members, three Collectors of Taxes, two Auditors, three Surveyors of Highways, ten Constables, one member of the School Committee for three years, one Library Trustee for three years, one Sinking Fund Commissioner for three years, one Trustee of Whiting Street Fund for two years and one for one year to fill a vacancy, also to vote on the same ballot upon the question, "Shall licenses be granted for the sale of intoxicating liquors in this Town."
Elmer E. McIntire and John O'Connell appointed ballot clerks were sworn by the Moderator. A package containing four hun- dred and eighty-five official ballots and eighty-two ballots " for women only " was delivered to the ballot clerks and their receipt taken for the same. at o-o-o, locked and key delivered to a Constable. Polls declared open for the purpose of voting for officers specified in Article 2, and on the question " Shall licenses be granted for the sale of intoxicating liquors in this Town."

Voted-On motion of T. M. Roberts, that all taxes due under assessment of 1896 be collected and paid into the treasury by the first day of July, 1897, and in case of default the Selectmen be ordered to proceed against the bondsmen of the collectors at once.
ARTICLE 5. To see what method the Town will adopt for the support of the poor for the ensuing year.
Voted-On motion of William L. Meacham, that the care of the poor be left in the hands of the Overseers of the Poor.

ARTICLE 6. To see if the Town will authorize its Treasurer, with the approval of the Selectmen, to borrow temporarily, in anticipa- tion of the taxes of the present municipal year, a sum not to exceed five thousand dollars, as the same may be from time to time required, and to give a note or notes of the Town for money so borrowed, and that he be also authorized to pay such loans from said taxes.
Voted-Two-thirds present voting in the affirmative.
ARTICLE 7. To see if the Town will appropriate the sum of fifty dollars for the observance of Memorial Day.
George D. Fisk moved that the Town appropriate the sum of fifty dollars for Memorial Day.
T. M. Roberts moved to amend by striking out the word " fifty " and inserting " thirty-five."
Voted-On the amendment, affirmative, 44 ; negative, 38.
Voted-On the question as amended in the affirmative.
ARTICLE 8. To see if the Town will make an appropriation for the building of a sewer in Mittineague, according to plans in the hands of the Selectmen.
Voted-On motion of William L. Meacham, that the sum of six hundred dollars be appropriated for the building of sewers in Mittineague and that three-fourths of the cost of building said sewers shall be assessed upon the abutters and those benefitted thereby and all assessments be paid into the treasury within three months from time of completion. Affirmative, 74 ; negative, 49.
ARTICLE 9. To see if the Town will vote a discount on taxes.
Voted-On motion of William L. Meacham, that a discount of five per cent. be allowed on all taxes paid in on or before October 20, 1897.
ARTICLE IO. To see if the Town will charge interest on taxes.
Voted-On motion of Edward A. Kellogg, that six per cent. interest be charged on all taxes remaining unpaid after November 1, 1897.

ARTICLE II. To see if the Town will vote to accept a " Trust Fund " under the will of Mary A. Phelon, which provides that said fund shall be invested and managed by the Treasurer of the Town of Agawam as trustee, the income to be used annually under the supervision of the Agawam Town School Committee, solely for the benefit of the schools in Feeding Hills parish.
Voted-On motion of E. A. Kellogg, that the Town accept the " Trust Fund " under the provisions of the will of Mary A. Phelon, which are that said Trust Fund shall be invested and managed by the Treasurer of the Town of Agawam and his successors in office as trustees, the income to be used annually under the super- vision of the Agawam Town School Committee solely for the benefit of the schools in Feeding Hills parish.
ARTICLE 12. To see if the Town will accept a private way as laid out by the Selectmen over land of Edward M. and Jennie E. Wright.
Voted-On motion of William L. Meacham, to accept the right of way as laid out by the Selectmen.
ARTICLE 13. To see if the Town will take any action in regard to building a new bridge over the Agawam river.
Voted-On motion of W. L. Meacham, that the subject matter of the article be left with the Selectmen with power to act.

ARTICLE 17. To see if the Town will appoint a committee to gather historical facts with a view of celebrating the fiftieth anni- versary of the town.
Voted-On motion of Edward K. Bodurtha, that a committee of five consisting of Judson W. Hastings, Frank L. Johnson, Lewis L. Whitman, Scott Adams and Edwin Leonard, 2d, to serve without compensation, be appointed to collect historical material, looking forward to a celebration of the fiftieth anniversary of the incorpor- ation of the town.
ARTICLE 18. To transact any other business that may legally come before the meeting.
Voted-On motion of William H. Porter, the adoption of the following resolutions :-
· Resolved-That the present basis of maintaining the South End Bridge, so called, be deemed an injustice upon this Town, and be it further
Resolved-That it be the sense of this meeting that a readjust- ment be applied for, when in the judgment of the Selectmen the time seems favorable for securing the same.
Voted-That the Town Clerk be authorized to furnish copies of the above resolutions to the Springfield newspapers.
Voted-On motion of Charles L. Brown, that beginning with the year 1898, a copy of the Town Reports be mailed to each voter of . the town at least four days prior to the date of the annual town meeting, and that no reports be distributed at the town meeting.
Voted-To adjourn this meeting until I p. m., April 26, at this place.

GREETING : You are hereby directed to notify the inhabitants of the Town of Agawam, qualified to vote in town affairs, to meet in the Town Hall in Agawam on Monday, April 26, at one o'clock, p. m. (it being the adjourned annual town meeting), then and there to cast their ballots for one Highway Surveyor, there being a vacancy in said office caused by a tie vote.
The polls will be opened at one o'clock, p. m., and may be closed in four hours.
Hereof fail not, and make due return of this warrant with your doings thereon to the Town Clerk on or before the day of said meeting.

Voted-To take a recess until 1.30 p. m.
Town Clerk read the warrant calling for a ballot for a Highway Surveyor, because of a vacancy caused by a tie vote at the annual meeting. James F. Barry and Frank R. Pomeroy appointed ballot clerks, were sworn by the Moderator. A package containing 500 official ballots was delivered to the ballot clerks, for which they gave a receipt.
