FOR TOWN MEETING February 10, 1940
Article 1. To choose two or more Fence Viewers, and two or more Field Drivers.
Article 2. To hear and act upon the reports of the Town Officers.
Article 3. To see what method the Town will adopt for the support of Public Welfare for the ensuing year.
Article 4. To see if the Town will appropriate a sum of money for the proper observance of Memorial Day, and provide for its expenditure.
Article 5. To see if the Town will appropriate a sum of money for the payment of a proper charge of an In- surance Company for acting as surety on the official bond of its officers.
Article 6. To see if the Town will appropriate a sum of money for Liability Insurance of its employees.
Article 7. To see if the Town will appropriate a sum of money for enforcement of the dog law.
Article 8. To see if the Town will appropriate a sum of money for employment of a District Nurse.

Article 9. To see if the Town will appropriate the sum of $100.00 to be expended in the Town of Agawam by the Hampden County Trustees for Aid to Agriculture in accordance with the provisions of the laws of the Com- monwealth.
Article 10. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1940 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws.
Article 11. To see if the Town will reappropriate from the Town Treasury the sum of $1,579.70, balance of 1939 appropriation for Tax Title Foreclosure.
Article 12. To see if the Town will pass any vote regulating the calling and holding Town Elections and Meetings and also establish a matter of quorums.
Article 13. To see if the Town will take any action preparatory to the adoption of a Plumbing Code of By- laws.
Article 14. To see if the Town will assume liability in the manner provided by section 29 of Chapter 91 of the General Laws and Chapter 513 of the Acts of 1939, for all damages that may be incurred by work to be per- formed by the Department of Public Works of Massachu- setts in rivers and streams of the town in accordance with the provisions of said Chapter 513, and authorize the Se- lectmen to execute and deliver a bond of indemnity there- for to the Commonwealth.
Article 15. To see if the Town will appropriate a sum not to exceed $2,000.00 for Chapter 90 work on Springfield Street, provided the County and State will each give a like amount.

Article 16. To see if the Town will install a stop light at the corner of School and Main Streets for the protection of pedestrians, and provide for payment of same.
Article 17. To see if the Town will take any action in regard to garbage being brought into Agawam from other cities and towns.
Article 18. To see if the Town will make any change in letting contracts or purchasing materials or machinery for any department of the Town.
Article 19. To see if the Town will accept any or all of the following Streets; Royal, Randall and Kensing- ton Streets, as public streets.
Article 20. To see if the Town will take any action toward adopting the Federal Food Stamp plan.
Article 21. To see if the Town will authorize the Board of Public Welfare to comply with any regulations that may be set up by the Massachusetts Department of Public Welfare for the purpose of assuring the Town of the continuance of Federal Grants.
Article 22. To see if the Town will authorize the Board of Selectmen acting as a Board of Sewer Commis- sioners, under and pursuant to Chapter 79 of General Laws and Acts and Amendments thereof and in addition there- to, to take on behalf of the Town an easement of 16 feet in width in and over the following described parcels of land, 1 to 9, both inclusive, as shown on the plan entitled "Easement Plan ofWestfield River Trunk Sewer, For the Town of Agawam, Mass., Tighe & Bond, Consulting En- gineers, Holyoke, Mass., Scale: 1"=200', Dec. 22, 1939" on file with the Town Clerk, for a public purpose, to wit, the construction and maintenance of a Public sewer, or take any action relative thereto.

Article 23. To see if the Town will raise and appro- priate a sum of money for the payment of damages in connection with the taking of an easement in land for the construction and maintenance of Westfield River Trunk Sewer, in accordance with plans and specifications prepared by Tighe and Bond, Consulting Engineers, made Decem- ber 22, 1939, or take any action relative thereto.
Article 24. To see if the Town will vote to appro- priate the sum of $2,325.25 for overdrafts in the Law De- partment for the year 1939.
Article 25. To see if the Town will appropriate the sum of $100.00 for the publishing of a history of the Town prepared by the W. P. A.

Annual Town Meeting assembled in the Auditorium of the High School at one o'clock P. M. according to the call of the Warrant, which was read by the Town Clerk, and under
Article 1. To choose two or more Fence Viewers, and two or more Field Drivers.
William H. Lester and James W. Cesan were chosen as Fence Viewers.
William S. Halladay and George H. Reed were chosen as Field Drivers.
Article 2. To hear and act upon the reports of the Town Officers.
Voted: To accept reports as printed, errors and omis- sions excepted.
Article 3. To see what method the Town will adopt for the support of Public Welfare for the ensuing year.
Voted: To leave support of Public Welfare in the hands of the Board of Public Welfare.
Article 4. To see if the Town will appropriate a sum of money for the proper observance of Memorial Day, and provide for its expenditure.

Voted: To appropriate the sum of $175. for Memorial Day, $150. to be spent in the usual manner, and $25. for the American Legion for markers.
Article 5. To see if the Town will appropriate a sum of money for the payment of a proper charge of an Insur- ance Company for acting as surety on the official bond of Its officers.
Voted: To appropriate the sum of $650. for a proper charge.

Voted: That hereafter the warrant for the Annual Town Meeting shall be posted fourteen days at least, be- fore said meeting; and for all special meetings, primaries and elections, seven days, at least, before the date of said meetings, primaries and elections. Said warrants shall be posted one in each of the Post Offices in the Town and one in some public place designated by the Selectmen in North Agawam.
The Annual Town Election shall be held on the First Monday in February of each year and the Annual Town

Meeting on the following Saturday at one o'clock P. M. in the auditorium of the High School.
Fifty legal voters shall constitute a quorum at all town meetings.
1/4 of the voters present may demand a check list vote.
All previous votes inconsistent herewith are hereby repealed.
Article 13. To see if the Town will take any action preparatory to the adoption of a Plumbing Code of By- laws.
Voted: That a committee of six men including the Board of Selectmen be appointed to draw up a code that will meet the requirements of the Town. This proposed code to be voted on for acceptance, revision, deletion, or addition thereto at a special town meeting during 1940.
Article 14. To see if the Town will assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws and Chapter 513 of the Acts of 1939, for all damages that may be incurred by work to be performed by the Department of Public Works of Massachusetts in rivers and streams of the Town in accordance with the provi- sions of said Chapter 513, and authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth.

Article 15. To see if the Town will appropriate a sum not to exceed $2000.00 for Chapter 90 work on Springfield Street, provided the County and State will each give a like amount.
Voted: To appropriate the sum of $1,500. for Spring- field Street, Chapter 90 Maintenance provided the State and County appropriate like amounts.
Article 16. To see if the Town will install a stop light at the corner of School and Main Streets for the protection of pedestrians, and provide for payment of same.
Voted: To pass over.
Article 17. To see if the Town will take any action in regard to Garbage being brought into Agawam from other cities and towns.
Voted: That the Board of Health be instructed to meet with a committee from the Agawam Swine Breeders Association, and to draw up rules regulating garbage; the operation and maintenance of piggeries within the Town, which shall protect the interests of both the swine breeder and the general public, and that such rules shall be en- forced by the Board of Health.
Article 18. To see if the Town will make any change in letting contracts or purchasing materials or machinery for any department of the Town.
Voted: To pass over.
Article 19. To see if the Town will accept any or all of the following streets: Royal, Randall and Kensington Streets, as public streets.
Voted: To accept Royal, Randall and Kensington Streets as public streets upon the filing of the proper papers in the office of the Town Clerk.

Article 20. To see if the Town will take any action toward adopting the Federal Food Stamp Plan.
Voted: That the Board of Public Welfare be author- ized to make the proper legal application to the Federal Surplus Commodities Corporation for adoption of the Food Stamp Plan, provided said board considers this action ad- visable after proper study and consideration.
Article 21. To see if the Town will authorize the Board of Public Welfare to comply with any regulations that may be set up by the Massachusetts Department of Public Welfare for the purpose of assuring the Town of the continuance of Federal Grants.
Voted: That the Board of Public Welfare be and hereby is authorized to comply with any regulations that may be set up by the Massachusetts Department of Public Welfare for the purpose of assuring the Town of the con- tinuance of Federal Grants.
