February 6, 1937
Annual Town Meeting assembled in the Auditorium of the High School at one o'clock P. M. according to call of Warrant, which was read by the Town Clerk, and under
Article 1. To choose two or more Fence Viewers and two or more Field Drivers.
Willard C. Crouss and James W. Cesan were chosen as Fence Viewers.
William S. Halladay and Charles W. Hull were chosen as Field Drivers.
Article 2. To hear and act upon the reports of the town officers.
Voted: To accept the report of town officers as printed, errors and omissions excepted.
Article 3. To see what method the town will adopt for the support of Public Welfare for the ensuing year.
Voted: To leave the method of support of Public Wel- fare in the hands of the Board of Welfare.
Article 4. To see if the Town will appropriate a sum of money for the proper Observance of Memorial Day and provide for its expenditure.

Voted: To appropriate the sum of $150 for the proper observance of Memorial Day. The same amount to be expended by the Sons of Veterans and American Legion.
Article 5. To see if the Town will appropriate a sum of money for the payment of a proper charge of an Insur- ance Company for acting as surety on the official bond of its officers.
Voted: To appropriate the sum of $615 for payment of a proper charge of an Insurance Company for acting as sureties on the official bond of its officers.
Article 6. To see if the Town will appropriate a sum of money for Liability Insurance of its employees.

Article 12. To see if the Town will appropriate a sum of money for employment of a District Nurse.
Voted: To appropriate the sum of $2450 for employ- ment of a District Nurse.
Article 13. To see if the Town will appropriate the sum of $75 to be expended in the Town of Agawam by the Hampden County Trustees for Aid to Agriculture in accordance with the provisions of the laws of the Common- wealth.

Article 14. To see if the Town will authorize the Selectmen to petition the County Commissioners to relo- cate Poplar Street.
Voted: That the Selectmen be authorized and in- structed to petition the County Commissioners to relocate Poplar Street, providing there be no cost accruing to the Town of Agawam for land damages.

Article 15. To see if the Town will vote to elect their Selectmen and Board of Health for a term of three years, and take any further action necessary for the same.
Voted: To pass over.
Article 16. To see if the Town will accept Oak Hill Avenue, or any part thereof as a public street.
Voted: To accept Oak Hill Avenue as a public street for a distance of 1,000 feet from Maple Street.
Article 17. To see if the Town will vote to accept Sec- tions 48 and 49 of Chapter 31 of the General Laws relating to the placing of its Police Department and Chief under Civil Service.

Article 18. To see if the Town will vote to amend its Zoning By-laws by adding to paragraph (a) 12 of Section 4 as follows :
"Railroad or other public transportation service and rights-of-way, airports and flying fields, if located westerly of Suffield Street, buildings and structures accessory or appurtenant thereto and quarters avail- able for visiting fliers and friends : radio and television broadcasting and transmitting stations, towers, build- ings and structures accessory or appurtenant thereto, if located within the area bounded by Main Street, South Street, Suffield Street and the Massachusetts- Connecticut state line."
Voted: To amend a portion of the provision known as paragraph (a) 12 of Section 4 of the Zoning By-laws, so that it will read as follows:

Article 19. To see if the Town will authorize its Select- men to grant the use of the Suffield Street Schoolhouse to the American Legion under conditions and terms they may impose.
Voted: That the Selectmen be authorized to give, sell, rent, or lease the Suffield Street School to Post 185 of the American Legion provided that the Town can obtain suffi- cient funds to put the building in proper shape to make suitable Legion quarters, and that the Selectmen be further authorized to dispose of the building to any other worthy organization of the Town, in the event that the Legion Post should decide not to ask for it.
Article 20-To see if the Town will appropriate the sum of $5,500 for continuance of Chapter 90 work on Walnut Street.
Voted : To appropriate $5,500 for continuance of Chap- ter 90 work on Walnut Street providing the State and County appropriate 75% of the cost.
Article 21. To see if the Town will appropriate $600 for Chapter 90 maintenance on Shoemaker Lane and South Street.
Voted: To appropriate $600 for Chapter 90 mainte- nance on Shoemaker Lane and South Street providing the State and County appropriate 75% of the cost.

Article 22. To see if the Town will authorize their Selectmen to sell certain property known as lots No.'s 56-57 on Plan of lots Book C., Page 62, said lots on Lea- land Avenue.
Voted: That the Selectmen be authorized to sell cer- tain property known as lots No.'s 56-57 on plan of lots, Book C., Page 62, said lots are on Lealand Avenue provid- ing the selling price is not less than $75 each.
Article 23. To see if the Town will appropriate any sum of money for installation of a Fire Hydrant with proper piping on Mulberry Street.
No action taken.
Article 24. To hear and act upon the report of the Selectmen concerning a Town Dump.
Voted: To leave the entire matter in the hands of the Selectmen.
Article 25. To see if the Town will vote to raise and appropriate the sum of $6,000 for the purpose of purchas- ing or otherwise acquiring additional land for school pur- poses, pass any vote or take any action relative thereto.
Article 26. To see if the Town will purchase or take land from Frank G. Lee, the heirs of Alfonso Albano, Gerardo Alfano, Thomas Cullen and William Tait for school purposes, pass any vote or take any action relative thereto.
Voted: (Articles 25-26) To refer the whole matter covered to a Committee consisting of the Chairmen of School Committee, of the Selectmen and of the Finance Committee to report to a special meeting to be held pre- vious to May 1.

To see if the Town will vote to change the following parcel of land from Residential Zone to that of Business on petition of Richard Johnson: said parcel is bounded Easterly by North Westfield Street 214 feet, Northerly by land of one West 925 feet, Westerly by land now or formerly of one Smith 214 feet, and Southerly by land of one Kaskeski 954 feet.
Voted: To pass over.
Article 28. To see if the Town will vote to change the following parcel of land from Residential Zone to that of Business on petition of Georgia W. and Clara J. Loomis : All land belonging to said petitioners on South West Street.
Voted: To pass over.
Article 29. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1937 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17 Chapter 44 of the General Laws.
Voted: That the Town Treasurer with the approval of the Selectmen be and hereby is authorized to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1937, and to issue a note or notes therefore, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chap- ter 44 of the General Laws.

Special Town Meeting
MAY 13, 1937
Article 1. To see if the Town will vote to amend the Zoning By-laws by changing from residential to business the following described tract: Beginning at a point 200 feet westerly from the intersection of River Road and School Street, running 500 feet westerly on School Street ; thence 200 feet northerly; thence easterly 200 feet join- ing property which is already zoned for business; thence southerly 500 feet.
Voted : To pass over.
Article 2. To see if the Town will vote to amend the Zoning By-laws by changing from residential to business the following described property now owned by Georgia M. Loomis: one parcel situated on the West side of West Street, bounded Southerly by land of Heirs of Thomas Shea and by land formerly of L. F. Hart, west by land of John Warner and land of A. N. Shepard, on the North by land of the Heirs of Thomas Shea and the land of Abraham Labovitz:

Article 5. To see if the Town will vote to amend its Zoning By-laws by changing from residential to business the following tract of land: Commencing at a point on the Northerly side of Meadow Street distant Westerly of the South End Bridge 100 feet, and running Westerly along Meadow Street for a distance of 300 feet, thence Northerly at right angles to the Agawam River, thence in an Easterly direction along said river to a point at right angles with the starting point.

Article 6. To see if the Town will vote to amend the Zoning By-laws by adding to Section 2 (definition), para- graph M. "For the purpose of interpreting this law a farm shall be an individual piece of land containing not less than three acres without more than one-third of its boundary on a highway."
Voted: To refer this matter to the Zoning Committee for consideration.
Article 7. To see if the Town will vote to amend its Zoning By-laws by adding to Section 4 (a-6), after the word "Museums" the words "Riding Schools."

Article 8. To see if the Town will authorize the Treas- urer with the approval of the Selectmen to sell any or all parcels of land now held or to be acquired by the Town of Agawam under sale of Tax Titles Liens of property of low value, and give full and sufficient deeds.
Voted: That the Treasurer be authorized with the approval of the Selectmen to sell any or all parcels of land now held or to be acquired through the sale of Tax Titles Liens of property of low value and execute good and sufficient deeds therefor.

Article 9. To see if the Town will appropriate a sum of money for the oiling of North and Mill Streets.
Voted: That the sum of $5,092 be appropriated for the oiling of North and Mill Streets: $1,800 of this amount to be used on Mill Street from Springfield Street to Cooper Street, and $3,292 to be used on North Street. That the sum of $1,196.77 be appropriated from balance left from Reed Street Construction and the sum of $1,353.43 from Chapter 90 Suffield Street Construction and $2,541.80 by taxation of the current municipal year.
Article 10. To see if the Town will vote to establish a Road Machinery Account, to which shall be credited all receipts, received for the use or rental of road machinery, the proceeds to be appropriated or voted by the Town for road machinery purposes, or take any action in relation thereto.

Article 15. To see if the Town will vote to appropriate the sum of $300 for additional Street Lights.
Voted: To appropriate the sum of $150 for additional Street Lights on Garden Street and in North Agawam.
Article 16. To hear the report of the Committee appointed at the last Annual Town Meeting to consider the acquisition of additional land for High School pur- poses, and take any action relative to secure additional land

either by purchase or by Eminent Domain and appro- priate money for the same, or take any other action rela- tive to said report.

Article 17. To see if the Town will appropriate a sum of money for the fencing of any land that may be taken for High School purposes.

Article 18. To hear and act upon the report of the com- mittee appointed at the last Annual Town Meeting to in- vestigate the need of better school accommodations for Agawam Center.
Committee reported that necessity existed for more school room and more sanitary conditions at Agawam Cen- ter.
Voted: That the report be accepted with thanks and committee be discharged.
Voted: That a building committee be appointed con- sisting of three members of the School Committee one member of which shall be from the Agawam Precinct ; two members of the Finance Board, and the Superintendent of Schools. Said Committee to bring in plans and esti- mates for either an addition to the present building or a new building. Said Committee to report at the next annual town meeting.
Article 19. To transact any other business that may legally come before said meeting.
Voted: That this meeting go on record as being opposed to the abandonment of the railroad running from Tarrifville, Connecticut to Feeding Hills Center, and that the Selectmen be authorized to engage counsel to protect the Town's interests.
