The Board organized with Mr. George H. Lowe, Jr., Chairman and Mr. James J. Golden, Jr., Secretary.
The following appointments were made:
Town Counsel, Paul M. White; Town Engineer, James M. Keane and Superintendent of Wires, William E. Mason.
The regular meetings of the Board are held in the Selectmen's Office on the second and fourth Tuesdays of each month. Routine matters are considered, interviews are held with the heads of the various departments within its jurisdiction, hearings are given on petitions as required

by law, and audiences are given to individuals, committees and delegations by appointment.
Due to the many and varied matters confronting the Board during the year many additional meetings have been held on other evenings.
NEW STREETS
Applications were filed with the Board by the owners of property on fifteen streets requesting the acceptance and the construction of said streets. After giving the usual hearings, it was recommended that the following streets be accepted and constructed during the summer of 1935, viz:
Chandler Street Thorndike Street
Fairmont Street Sutherland Road
Kensington Park Mary Street
Dunster Lane
These streets were accepted at the Annual Town Meeting and subsequently constructed.
The labor used on these streets was furnished by the Federal Government through the Federal Emergency Re- lief Administration. This was of inestimable value, not only because of the substantial saving in the cost to the property owners, but, perhaps, even more so from the social viewpoint, that of keeping men occupied and receiving wages and thereby helping to preserve their morale and to provide a measure of satisfaction and contentment which would otherwise not be theirs.
It must be remembered, however, that the Town was obliged to provide fifty-five thousand, two hundred sixty- six (55,266) dollars and forty-one (41) cents for the equip- ment and material used in the construction of these streets where the E.R.A. financed the labor end only. The Board

is glad to report that although unusual conditions were encountered in many instances the cost of constructing these streets was eight thousand, one hundred sixty-two (8,162) dollars and sixty-four (64) cents less than was estimated.
STREET LIGHTS
The Street Lighting schedule has continued as in past years, and additional lights have been installed on private and public ways where it was deemed necessary.
SIDEWALKS AND EDGESTONE
In continuation of a policy adopted several years ago to follow a progressive program in supplying the residents on accepted ways with suitable walks and continuous line of curbing, the sum of five thousand (5,000) dollars was appropriated at the Annual Town Meeting for the con- struction of permanent sidewalks and for the installing of edgestone. The labor used in this connection was also furnished by the Federal Government through the Federal Emergency Relief Administration, and as was true in street construction, there was a substantial saving in the cost to the property owners.
NEW BOARD OF SURVEY PLANS
The Board, sitting as the Board of Survey, took favor- able action on the following plans presented for considera- tion :

Chapter 90 of the General Laws; the State, County and Town sharing in the expense of this improvement.
Bow Street is being reconstructed from Lowell Street to Forest Street. The sum of fifteen thousand, four hundred seventy-nine (15,479) dollars and thirty (30) cents has been allotted to the Town for this project, as provided for by Chapter 464 of the Acts of 1935.
The Board, in conjunction with the Planning Board, have made a careful study and survey of the contemplated super highway to Lowell and have held many conferences for the purpose of making recommendations to relieve traffic congestion along Massachusetts Avenue which is as serious a problem to the Town today as it was prior to the construction of the Cambridge-Concord Highway.
The members of the Board have been cognizant of economic conditions which have placed upon it added responsibilities, for the proper safeguarding of the Town's best interests and have endeavored at all times to give careful study and consideration to all matters coming before them.

REPORT OF FINANCE COMMITTEE
The Committee of 1934-35 held twelve meetings, from January 4, to April 12, and reported to the special town meeting of February 4th, annual and special of March 20th, and the special town meeting of April 24th.
On January 18th, Harold M. Estabrook resigned from the Committee and Arthur O. Davidson was elected to the chairmanship vacated by Mr. Estabrook's retirement. Joseph C. Ohlund of precinct 13 succeeded Mr. Davidson as vice-chairman. William E. Stevens was elected to succeed Mr. Estabrook as member from precinct 14.
On April 12th Joseph C. Ohlund, removing from town, was succeeded by Clarence H. Conroy as member from precinct 13.
The Finance Committee of 1935-36, was organized June 10, 1935, as follows:

REPORT OF THE TOWN ENGINEER

and Board of Public Works
Arlington, Mass.
Gentlemen:
I herewith submit my annual report as Town Engineer for the year ending December 31, 1935.
This branch of the service furnishes all other Town Departments, Boards and Committees with such infor- mation, plans, designs, estimates and data of an engi- neering nature as they may require on work being done or contemplated, also keeps careful notes, measurements, and location of new work, additions, extensions, and changes as they may occur and properly records the same for future reference by maps, plans and profiles.
The year 1935 was a particularly busy one for this de- partment due principally to E. R. A., P. W. A., and W. P. A. works projects.
Under E. R. A. 225 projects were drawn up, esti- mates of cost made, plans draughted and projects filed with State authorities, 3 P. W. A. projects were submitted, namely the Branch Library at Heights, Addition to Senior High School and addition to Water Department Building, and 183 W. P. A. projects were estimated but it was necessary to draw up 364 applications to cover these be-

cause of changes in rules and regulations from time to time.
After approval was received on these projects all office and field engineering was done by this department and it took approximately 30% of the time of the entire staff.
Winchester, Lexington, Belmont, Cambridge and Som- erville town and city lines were perambulated as required by law and all markers were found in position excepting one on the northerly side of Lake Street opposite Cross Street, which point was reproduced by survey and a new bound set.
Lines were staked, grades set and final location and measurements made for 3,405 feet sewer extensions, 5,111 feet surface drains, 4,752 feet water mains, 9,293 feet granite edgestone and 11,827 linear feet of granolithic walk.
All assessments due because of any of the above work were levied before January 1, 1936 and record plans showing location and other data are now being completed.
Estimated costs and betterment assessments were figured on 16 streets that were petitioned for by abutters for acceptance by the Town and seven acceptance and benefited area plans were drawn, approved and filed at East Cambridge registry.
Board of Survey studies for new developments and changes in grade were made in several locations and 18 claims for property damage and personal injuries were investigated, measurements made, and 270 pictures taken.
An extensive study was made for the improvement of Mill Brook from Hobbs Court to the Lexington line, plans drawn and estimates made for new culverts and widening, deepening and enclosing the stream. The culvert at Mill Lane was constructed by the Public Works department and has relieved the serious situation that existed at this

point. Other culverts will have to be rebuilt in the near future to prevent flooding of private property along this brook.
Six streets accepted at the annual Town Meeting were constructed with E. R. A. labor and all lines and grades were given by this department, final quantities measured and betterment assessments calculated and levied.
2,931 blue prints were made for filing purposes and for various people, 338 requests for tax liens for outstanding assessments were drawn up and 123 building applications were checked for grade and elevation was established.
Several plans were drawn and pictures taken for the Town Counsel to use in damage suits against the Town and for the Police Department to be used in Court on accident cases.
Street lines and grades were set at 10 locations, study made for Arlington Heights relief sewer via Concord Turnpike, Lake Street and private lands, Board of Survey grades were checked on 10 streets where applications had been received for sewer and water extensions, 412 water service box location cards and 146 particular sewer loca- tion cards drawn and filed, nine studies and estimates for proposed sewer, water, and surface drain extensions, 834 lots staked in Mt. Pleasant Cemetery and final plans made, estimated costs of proposed reconstructions under Chap- ter 90 and Chapter 464 on 11 streets, 14 claims for abate- ment of assessments were investigated and reports made, various studies were made for Park Department and changes in zoning for Planning Board, layout and location made for traffic lights at three points n Massachusetts Avenue, studies and plans made for filling stations at Massachusetts Avenue and Tufts Street, Lockeland Avenue, Richardson Avenue, and 1370 Massachusetts Avenue, 30 plans were received from East Cambridge Registry and 10 from Land Court were traced and filed for future reference, eight hearings were attended at State

House and County Commissioners, 1,316.57 cu. yds. of ledge were cross-sectioned, 10 sewer taking and benefited area plans, five water taking plans, two surface drain taking plans and one alteration of way plan were drawn, signed and filed at East Cambridge Registry, six street construction and two Board of Survey plans were made up and filed for future reference, 215 outside meter boxes were located 430 cards were draughted for record of these locations and 91 sketches were made for proposed sewer locations.
I wish to extend my sincere appreciation for the co- operation I received from the various Boards, Town Officials and the employees of this department during the year.
Annexed to this report is a table of general statistics pertaining to the Town and a list of public and private streets corrected to January 1, 1936.
