Arlington, Mass., October 24, 1935.


Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington, by a constable of the said Town, and sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members duly elected and qualified to act in Town Meetings in Arlington, the Town Meeting Members met at the Robbins Memorial Town Hall in said Town on Thursday, October 24, 1935 at eight o'clock in the evening.


Lists of the duly qualified Town Meeting Members were used at the entrance of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney.


The check lists filed with the Town Clerk at the close of the meeting showed that one hundred and sixty- five members attended the meeting.


Robert C. Cunningham, stenographer, was sworn by the Town Clerk to impartially and correctly report the proceedings of the meeting to the best of his ability.


The Moderator called the meeting to order at 8:05 o'clock P.M.

The Moderator asked if there were any Town Meet- ing Members who had not already been sworn to stand, apparently all had been sworn.


The Town Clerk read the call and the Constable's Return of the Warrant, the reading of the remainder of the warrant being waived by the unanimous consent of the meeting.


On motion of Selectman Lowe:


Voted: (Unanimously) That if all the business of the meeting as set forth in the Warrant is not disposed of on this date the meeting adjourn to Thursday, October 31st, 1935 at 8:00 o'clock P.M.

Voted: That Article 1 be taken up. (Reports of Committees)


On motion of Committee Chairman Davidson:


Voted: (Unanimously) That the report of the Finance Committee as presented in its printed form be received.

Article 2 taken up. (Construction of Addition to High School Buildings)


A substitute motion was offered by M. Norcross Stratton. Considerable discussion ensued after which the motion being put before the meeting was lost.


The original motion as contained in the recommenda- tion of the Finance Committee being put before the meeting it was


Voted: That the Town do not now raise and appro- priate a sum of money for the purpose of financing the construction of a building (an addition to the High School buildings), including a gymnasium, to be used for school purposes including administration, the completion of the "auditorium" including coat-rooms, lavatories, etc., in the High School building, all upon land of the Town sit- uated on Massachusetts Avenue; and do not now autho- rize and direct the Selectmen or a committee of the Town to accept on behalf of the Town, for use in carrying out such project a Federal grant of money pursuant to the Emergency Relief Appropriation Act of 1935.


Article 3 taken up. (Adjustment of Pay and Pen- sions-Additional Appropriation)


Voted: (Unanimously) That the committee of five appointed by the Moderator in accordance with the vote passed under Article 42 of the Warrant for the Annual Meeting (to inquire into the inequalities of pay and pen- sions among town employees) be and hereby is autho- rized to inquire into the inequalities of pay and pensions among town officers, officials and employees and to

recommend such adjustments as may seem equitable; that the additional sum of fifty dollars be and hereby is appropriated for the use of such committee, said sum to be taken from the unexpended amount of the appropria- tion made for Legal Expenses under Article four (4) of the Warrant for the Annual Meeting of this year.


Article 4 taken up. (Additional Appropriations; Charities, Works, Expenses, etc.)


Voted: (Unanimously) That the following amounts be appropriated to meet expenditures for public welfare, old age assistance, soldiers' relief, Works Progress Ad- ministration projects, expenses of the Sealer of Weights and Measures and expenses of the Board of Cemetery Commissioners:


a) Public Welfare, aid . $20,325.00


b) Old Age Assistance . 5,000.00


c) Soldiers' Relief. 4,000.00


d) Works Progress Administration Pro- jects. 20,000.00


e) Expenses of the Sealer of Weights and Measures . 425.00


f) Expenses of the Board of Cemetery Commissioners 250.00


and that to meet said appropriations the treasurer, with the approval of the Selectmen, be and hereby is autho- rized to borrow the sum of $50,000.00, and to issue a note or notes of the Town therefor, all in accordance with the provisions of Chapter 49 of the Acts of 1933, as amended by Chapter 300 of the Acts of 1935; and that all said amounts be expended under the direction of the Board of Selectmen except that the amount of $250.00 shall be expended under the direction of the Board of Cemetery Commissioners.


Article 5 taken up. (Sale of Park Land)

Voted: (Unanimously) That the Town sell, convey or otherwise dispose of the two parcels of land situated on Chestnut Street and Medford Street as particularly described in Article 5 of the Warrant, which are now parts of the public parks within the Town; that the Board of Selectmen is hereby authorized and instructed to pe- tition the General Court for authority so to sell, convey or dispose of said parcels or either of them; and that for the purpose the sum of twenty-five dollars be and hereby is appropriated, said sum to be taken from the unexpended amount of the appropriation made for Legal Expenses under Article four (4) at this year's Annual Town Meet- ing and expended under the direction of the Board of Selectmen.


Article 6 taken up. (Laying Out of Way)


Voted: (Unanimously) That the laying out of a town way from Robbins Road about 126 feet northwesterly, shown as Benjamin Road upon a plan as more particu- larly described in Article 6 of the Warrant, under the provisions of law authorizing the assessment of better- ments, as made and reported by the Joint Board of Se- lectmen and Board of Public Works, be accepted, said way established and said Joint Board authorized to take land for the purpose of said way; that for the original construction of said way including land damages and the cost of pavement and sidewalks laid at the time of such construction the sum of five hundred (500) dollars appro- priated under Article 25 of the Warrant for the Annual Meeting of this year be used and is hereby reappro- priated and that the additional sum of twenty-five (25) dollars be and hereby is appropriated, said additional sum to be taken from the unexpended amount of the appropriation made for Legal Expenses under Article four (4) at this year's Annual Town Meeting and ex- pended under the direction of the Board of Public Works, except that such amount thereof as may be awarded as

damages by the said Joint Board shall be expended under the direction of said Joint Board.

Herbert M. Dutcher presented the report of the Planning Board.


The motion of Herbert M. Dutcher as seconded being put before the meeting it was


Voted: (Unanimously) That the Town amend its Zoning By-Law by altering the Zoning Map therein referred to so as to include in a Business District all of the area bounded and described as follows:


Beginning at a point on the northwesterly side line of Coleman Road, said point being 71.16 feet southwest- erly from the point of curve on said Coleman Road at Massachusetts Avenue, thence southwesterly on said northwesterly side line of Coleman Road, a distance of 59.12 feet to a point at the easterly lot corner of lot No. 1, thence northwesterly along the property lines of lot 1 and land now or formerly, Malatesta, a distance of 264.0 feet to the southeasterly side line of Mt. Vernon Street, thence northeasterly on said southeasterly side line of Mt. Vernon Street, a distance of 52.29 feet to the present business district, said point being 100.90 feet from the southwesterly side line of Massachusetts Avenue, thence southeasterly along the present business district, a dis- tance of about 266 feet to the point of beginning.


Article 8 taken up. (Town By-Law; Additional Time for Registration of Voters)


Frank H. Lansing offered a substitute motion. Con- siderable discussion ensued after which the substitute mo- tion being put before the meeting was declared lost by

the moderator by a standing vote fifty-seven in favor and sixty-eight in opposition, Messrs. Converse, Hughes and Homer acting as tellers being duly sworn by the mod- erator.


Frank H. Lansing presented a petition for roll call.


The question of a quorum being presented the Mod- erator requested a count by the tellers before mentioned, the result of which showed a quorum present.


The petition presented contained the names of thir- teen voters. Only eleven replying to be present, twelve being the necessary number, the moderator declared the petition not accepted.


The original motion as contained in the recommenda- tion of the Finance Committee being put before the meeting it was


Voted: That the Town do not now adopt a By-Law providing for additional time for the Registration of Voters.


Article 9 taken up. (Transfer of Unexpended Bal- ance; Snow Removal to Sanitary Division)


Voted: (Unanimously) That the additional sum of eighteen hundred (1800) dollars be and hereby is appro- priated for the "Sanitary Division" to be expended under the direction of the Board of Public Works for the re- moval of ashes, offal and rubbish; and that said sum be taken from the unexpended balance of the appropriation made under Article 12 of the Warrant for the Annual Meeting of this year.
