Copies of the Warrant having been supplied to the Town Meeting Members, the Town Clerk read only the Call and the Constable's Return of the Warrant, the meeting voting on Selectmen Lowe's motion to dispense with the reading of the remainder of the warrant.

By permission of the Moderator, Thomas G. Hen- nessey was granted permission to speak. Mr. Hennessey spoke relative to the Report of the Finance Committee claiming that the Precinct Meetings held previous to the Town Meeting are unconstitutional and are forbidden expressly by statute. Mr. Hennessey referred to the Pro- visions of Chapter 39, Section 20, of the General Laws.


John E. Mitchell, of the Committee on Town Yard made a report of progress.


Vittoria C. Dallin, Chairman of the Committee under vote of the Town passed May 26, 1930 to investi- gate and study Public Library accommodations at Ar- lington Heights made the following report.

May 26, 1930, and further authorized by a vote of the Town on July 13, 1931 to increase its membership and to secure plans and estimates for a building to be placed on land belonging to the Town on the corner of Park Avenue and Paul Revere Road presents a report of progress.


Previous reports have stated the very urgent need of better and more adequate accommodations, and that plans and estimates were procured by November 1931.


The need has grown greater rather than less and the distribution of over 250 books each of the three days a week from a little room 8' x 12' presents many compli- cated problems.


The committee is so eager for this branch that a fund has been started by the Study Club for extra books and furnishings and the young people have enlarged this fund by their recent performance of "Disraeli" in the Town Hall.


May the Town see its way soon to the erection of a Branch Library at the Heights.

Richard Donovan spoke relative to the foregoing requesting that the Committee be discharged and another Committee appointed. At the request of William B. Barry a non-Town Meeting Member, William C. Scan- nell of the Playground Committee reported that nothing had been done by the Committee owing to the financial condition of the Town but anticipated that before the present Town Meeting finally adjourned the Committee would be able to make a report.


Richard Donovan explained his previous motion and wished to amend it by laying the matter on the table until the adjourned meeting.


Voted: (Unanimously) That the matter be laid on the table to be taken up at the Adjourned Meeting.


On motion of Committee Chairman Davidson:

In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the legal vot- ers of the Town of Arlington, to meet in the Town Hall in said Town on Wednesday, the 20th day of March, 1935 at 8.30 o'clock P.M., at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and sub- ject to the referenda provided for by, chapter 642 of the Acts of 1920.

Article 1. To hear and act upon the reports of the Finance and other committees heretofore appointed.


Article 2. To see if the Town will appropriate a sum sufficient to pay the County of Middlesex as required by law on account of assessments levied on the town for its share of the principal of the Middlesex County Tubercu- losis Hospital Funding Loan, Acts of 1932 bonds matur- ing in 1935, issued in compliance with Chapter 10, Acts of 1932, also for any other indebtedness incurred and outstanding under said Chapter 10, also for the town's share of the cost and interest on said bonds due in 1935, also for the care, maintenance, and repair of said hospital for 1934, and including interest on temporary notes issued therefor in accordance with sections of Chapter 111 of the General Laws applicable thereto, and for all other expenses in connection therewith, determine how money shall be raised, or in any way act thereon.


And you will notify and warn the voters of the Town of Arlington to meet at the time and place herein speci- fied by leaving at every dwelling house in the Town a printed copy of this Warrant, and also by posting a copy of the same at the doors of the Town Hall, and in a con- spicuous place in each of the fourteen precincts of the Town, seven days at least prior to the time of said meeting.


Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, on or before said day and hour of meeting.

Middlesex County :


By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and place and for the purposes herein named by causing a printed attested copy of the same to be left at every dwelling house in the Town, and by posting an at- tested copy at the doors of the Town Hall seven days at least before said day of meeting and by posting attested copies in two or more conspicuous places in each voting precinct in the Town. A notice of the time, place and objects of the meeting was published in the local papers.

SPECIAL MEETING


Arlington, Mass., March 20, 1935.


Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington, by a constable of the said Town and sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members duly elected and qualified to act in Town Meetings in Arlington, the Town Meeting Members met at the Robbins Memorial Town Hall in said Town on Wednesday March 20, 1935 at 8:30 o'clock in the evening.

Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney.


The check lists filed with the Town Clerk at the close of the meeting showed that two hundred and sixty-four members attended the meeting.


The Moderator called the Meeting to order at 8:30 o'clock P.M. declaring a quorum present.


James C. Carr was sworn by the Town Clerk to im- partially and correctly report the proceedings of the meet- ing to the best of his ability.


The Clerk read the call and the Constable's Return of the warrant, the reading of the remainder of the war- rant being waived by the unanimous consent of the meeting.


Town Meeting Members not previously sworn were sworn by the Moderator.

That a further sum of seven thousand seven hundred twenty-six and 27/100 (7,726.27) dollars be and hereby is appropriated for the Town's share of the net cost of care, maintenance, and repairs of the Middlesex County Hospital, including interest on temporary notes issued therefor, in accordance with sections of Chapter 111 of the General Laws applicable thereto and that said sum

ANNUAL MEETING


Arlington, March 20, 1935.


The business of the Warrant of the Special Meeting having been disposed of the Moderator declared the Ad- journed Annual Meeting of this same date called to order declaring Article 4 before the meeting with the proposed amendment of Selectman Lowe.


M. Ernest Moore offered the following substitute motion :


The Finance Committee recommends that the sums as hereinafter set forth against the several departments in items 1 to 43 reduced, however, by 772% of each item shown as wages, salaries and personal services represent-

ing a reduction in said items at the rate of ten per cent per annum to take effect from April 1st to December 31st, be appropriated to defray Town expenses for the year 1935, to be raised by general tax and expended under the direction of the several department heads, as follows, as set forth in the printed report of the Finance Committee and, further, it is the sense of the Town Meeting that if the tax rate for 1935 without salary reduction is not greater than $33.00 per thousand of valuation, that the Selectmen shall call a later Town Meeting and insert an article for the appropriation of money to reimburse for reduction of the salaries of Town Officers and employees which may have been decreased at the Annual Meeting for 1935. This substitute motion was seconded by Robert M. Boyd.


The Moderator asking for any remarks Hollis M. Gott addressed the Meeting, urging the Town Meeting Members to vote against the recommendation of the Fi- nance Committee in regard to the reduction of salaries and wages.


Arthur P. Wyman addressed the meeting as one of the signers of the petition for the reduction stating that he was opposed at this time to a reduction of salaries on account of the report of the Finance Committee.


Selectman Lowe addressed the meeting strongly urg- ing the Town Meeting Members not to vote for a reduc- tion in salaries and wages, and that they would vote in accordance with his amendment.


Anna B. Callahan, Secretary of the Chamber of Commerce, presented a resolution adopted by the Cham- ber of Commerce which states that "the officers and the Board of Directors of the Arlington Chamber of Com- merce are opposed to any reduction in salaries and wages of town officers and employees".

Committee Chairman Davidson stated that the Fi- nance Committee took their action after receiving reso- lutions from the Chamber of Commerce and the Tax Payer's Association.


M. Edward Gaddis and Roger W. Homer expressed opposition to reduction in salaries and wages.
