JOINT BOARD OF SELECTMEN AND PUBLIC WORKS 307

REPORT OF THE JOINT BOARD OF SELECTMEN AND BOARD OF PUBLIC WORKS

To the Honorable Board of Selectmen

Arlington, Massachusetts

Gentlemen :

Pursuant to the provisions of Section 3 of Article 3 of the Town's By-laws, the Joint Board of Selectmen and Board of Public Works respectfully submits its thirty- fourth annual report for the year ending December 31, 1937.

At the Annual Town Election held March 1, 1937, Mr. Ernest W. Davis was re-elected a member of the Board of Selectmen for a term of three years and Mr. Loren W. Marsh was re-elected a member of the Board of Public Works for a term of three years, and by virtue of such elections both became members of this Board.

The Board organized with Mr. Harold M. Estabrook as Chairman and Mr. James J. Golden, Jr. as Secretary.

The following appointments were made:

Paul M. White, Town Counsel James M. Keane, Town Engineer William E. Mason, Superintendent of Wires

The regular meetings of the Board are held in the Se- lectmen's Office at 7 o'clock P. M. on the second and fourth Tuesdays of each month, except during the months of July and August. Routine matters are considered, interviews are given with heads of the departments within its jurisdiction, hearings are given on petitions as required by law, and audiences are given to individuals, committees and delega- tions by appointment.

308

ARLINGTON TOWN REPORT

Due to the many and varied matters that confront the Board, forty regular and special meetings were held during the year. Many of the special meetings were held during the first ten months of the year by reason of the apparent material improvement in general business conditions over the preceding year.

NEW STREETS

Applications were filed with the Board by owners of property on eighteen streets for the laying out and accept- ance thereof in 1937 as Town ways. After holding the usual hearings as provided by law, the Board recommended the laying out and acceptance of the following streets :

Endicott Road

Richfield Road

Kilsythe Road

Sherborn Street

Lanark Road

Sunset Road

Lennon Road

Temple Street

Parker Street

Victoria Road

Webcowet Road

At the Annual Town Meeting all the said streets recom- mended by the Board were accepted and an appropriation in the amount of one hundred three thousand, eight hundred sixty-one (103,861) dollars and fifteen (15) cents was grant- ed for the construction thereof. The work again was execut- ed with the assistance of the Federal Government through the auspices of the Works Progress Administration and carried out under the direction and control of the Board of Public Works. Although the projects were seasonably submitted to the Governmental Agency, several months elapsed before their final approval and this delay was be- yond the control of the Board. But in spite of this unavoid- able delay, four streets were carried through to completion, another practically completed, two partly completed and entrance made in the remaining four. The Board plans to continue such further work as feasible during the winter months, so that all will be completed early in 1938.
