The necessary ballots prepared for each precinct and all other paraphernalia for the proper conduct of the elec- tion was supplied by the Town Clerk and turned over to the officers of the various precincts.


The polls were declared open in each precinct at seven o'clock in the morning and remained open until eight o'clock in the evening at which time after due notice they were declared closed.


The ballots were counted by the election officers and encased in boxes, which were locked and sealed, and the same were delivered by direction of the Town Clerk to the Police Station where they were to be placed under police guard until after the expiration of the time within which a petition for recount might be filed.

ANNUAL MEETING


Arlington, March 19, 1937.


Pursuant to the warrant of the Selectmen served ac- cording to law upon the inhabitants of the Town by a con- stable of said Town, notices having been sent by the Town Clerk seven days before the day of meeting to the Town Meeting Members elected and qualified to act in Town Meet- ings, in Arlington, and posted at two places in each precinct, the Town Meeting Members met in the Robbins Memorial Town Hall in said Town on Friday evening, March 19, 1937, at eight o'clock in the evening.


Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney. The lists contained the names of two hundred and fifty-seven Town Meeting Members.


The Check Lists filed with the Town Clerk at the close of the meeting showed that two hundred and thirteen mem- bers attended the meeting.


The meeting was called to order at 8:15 P. M. by the Moderator, Albert W. Wunderly.


Town Meeting Members not previously sworn were sworn by the Moderator.


The Town Clerk read the call and the Constable's Re- turn of the Warrant, the reading of the remainder of the Warrant being waived by consent of the meeting.


Mr. Estabrook requested that Selectman Lowe, the Secretary of the Board of Selectmen, Mr. Golden, and the Town Counsel, Mr. White be allowed to sit with him.


On motion of Mr. Estabrook :

Voted: That at 8:27 P. M. the Annual Meeting be re- cessed until the business of the Special Meeting called for 8:30 P. M. is completed and that in no event shall the recess of the Annual Meeting extend beyond the time at which said Special Meeting adjourns.


On motion of Mr. Estabrook:


Voted: That Article 2 be taken up. (Choice of Other Town Officers.)


On motion of Mr. Estabrook:


Voted: That the following be appointed Measurers of Wood and Bark for the term of one year :

There being no further business under Article 2 the Moderator declared Article 2 disposed of.

Voted: That the reports of the Selectmen and of the various Town Officers and the committees heretofore ap- pointed, together with the statistics of the Assessors as printed in the Town Report, be received.


On motion of Mr. Chamberlain :

Voted: That the report of the Finance Committee as presented in printed form be received.


The Pheasant Avenue School Committee stated it had no report to make.


The report of the Committee on the Public Library at the Heights was submitted by Mrs. Dallin with the request that it be read when Article #36 was taken up.


Mr. Washburn presented the report of the Committee to inquire into the inequalities of pay and pensions, and on motion duly made and seconded it was voted to receive the report and discharge the Committee. (Report follows on next attached pages.)


Mr. Lombard for the Committee on the disposal of ashes, offal and rubbish stated that he would be able o report before the final adjournment of the Town Meeting.


On motion of Mr. Chamberlain :


Voted: That Article 3 be laid on the table.


On motion of Mr. Chamberlain :


Voted: That the remaining Articles in the Warrant be now taken up separately and in the order in which they appear in said Warrant and that the recommendations of the Finance Committee under said articles as presented in their printed report be considered as now before the meeting to be voted upon without further motion, separately, under the respective articles and in the order in which they ap- pear in said report.


The time 8:27 P. M. having arrived for the Special Meeting called for 8:30 o'clock the Moderator declared a recess until the Special Meeting was disposed of.

ARLINGTON TOWN REPORT


REPORT OF THE COMMITTEE ON THE EQUALIZATION OF TOWN SALARIES IN ARLINGTON


March 19, 1937.


Your Committee appointed to inquire into the inequali- ties of pay and pensions among Town Employees submits the following report :


In accordance with a Vote passed under Article 41 at the Adjourned Annual Town Meeting held on April 3, 1935 it was voted (unanimously)


That a committee of five be appointed by the Moderator to inquire into the inequalities of pay and pensions among Town Employees, and to rec- ommend such adjustments as may seem equitable, at a Town Meeting not later than the Annual Meeting of 1936, such committee to consist of an ex-selectman, an ex-member of the Board of Pub- lic Works, an ex-member of the School Committee, an ex-member of the Finance Committee, and one member at large; that the sum of one hundred (100) dollars for expenses be and hereby is ap- propriated for the use of such committee and to be raised by general tax.


Following the passage of the Article the Moderator ful- filled the requirements of the vote by appointing Jacob Bitzer as an ex-selectman; Robert W. Pond as ex-member of the Board of Public Works; Alton F. Tupper as ex-mem- ber of the School Committee; G. Bertram Washburn as ex- member of the Finance Committee and Timothy J. Buckley as member at large.


Your committee after organization met with some of the original petitioners of the Article and with various Town Officials as a result of which this committee inserted the following Article in the Special Town Meeting of Octo- ber 4, 1935 which was voted unanimously as Article 3.

That the committee of five appointed by the Moderator in accordance with the vote passed un- der Article 42 of the Warrant for the Annual Meeting (to inquire into the inequalities of pay and pensions among town employees) be and hereby is authorized to inquire into the inequali- ties of pay and pensions among town officers, offi- cials and employees and to recommend such ad- justments as may seem equitable; that the addi- tional sum of fifty dollars be and hereby is appro- priated for the use of such committee, said sum to be taken from the unexpended amount of the ap- propriation made for Legal Expenses under Article four (4) of the Warrant for the Annual Meeting of this year.
