Article 41 taken up (Annual Rental for Arlington Post 1775, V. F. W.).

Voted: (Unanimously) That the sum of four hundred (400) dollars be and hereby is appropriated for the purpose of providing headquarters for Arlington Post 1775, Vet- erans of Foreign Wars of the United States; and that said sum be raised by general tax and expended under the direc- tion of the Board of Selectmen.


There being no further business under Article 41 the Moderator declared it disposed of.


Article 42 taken up. (Renting of Land for Free Parking of Motor Vehicles.)

Voted: (Unanimously) That the Town do not make any appropriation for the purpose of renting land to be used for free parking of motor vehicles.

Voted: (Unanimously) That the Board of Selectmen be, and hereby is, authorized and empowered in the name and on behalf of the Town to sell and convey at public auc- tion or private sale the parcel of land situated on Florence Avenue and Waverly Street and particularly described in article 43 of the warrant, or the Town's interests therein, for the minimum amount of six hundred (600) dollars for such conveyance and upon such other terms as the Select- men may consider proper.


There being no further business under Article 43 the Moderator declared it disposed of.

In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the legal voters of the Town of Arlington, to meet in the Town Hall in said Town on Monday, the 15th day of November, 1937 at 8 o'clock, P. M., at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to, the referenda provided for by Chapter 43A of the General Laws.


Article 1. To hear and act upon the reports of the Finance and other committees heretofore appointed.

Article 2. To see if the Town will appropriate the sums hereinafter set forth or any other sums for the following purposes : for public welfare including aid to dependent children the sum of two thousand (2,000) dollars; for sol- diers' relief including soldiers' burials the sum of two thou- sand (2,000) dollars; for expenses of the Board of Survey the sum of one hundred twenty-five (125) dollars; for ex- penses of the Police Department including expenses for the dog officer the sum of three hundred fifty (350) dollars; for insurance the sum of five hundred fifty (550) dollars; for Works Progress Administration projects the sum of seven thousand, forty-eight (7,048) dollars; and for useful pro- jects to provide employment of the poor the sum of seven thousand, two hundred (7,200) dollars; provide for all or any of these appropriations by borrowing under authority of and in accordance with the provisions of Chapter 49 of the Acts of 1933 as most recently amended by Chapter 281 of the Acts of 1936, or by transfer or otherwise; or take any action relative thereto.


Article 3. To see if the Town will appropriate the sum of twelve thousand (12,000) dollars or any other sum for the removal of snow and ice; provide for this appropriation by borrowing under authority of and in accordance with the provisions of chapter 49 of the Acts of 1933 as most recently amended by chapter 281 of the Acts of 1936, or by transfer or otherwise; or take any action relative thereto.

Article 4. To see if the Town, under the provisions of section 3 of chapter 43A of the General Laws, will direct the Selectmen to review, and if need be, wholly or partly revise, the boundaries of the voting precincts of the Town in December of this year; make an appropriation for the purpose; or take any action relating thereto.


Article 5. To see if the Town will transfer the sum of one hundred seventy-three (173) dollars, or any other

To see if the Town will accept the estab- lishment of exterior lines of a way from Appleton Street westerly to the dedicated portion of Rublee Street, in the location shown upon the plan hereinafter mentioned, as made and reported by the Joint Board of Selectmen and Board of Public Works; make an appropriation therefor including damages; determine in what manner the money shall be raised and expended; or take any action relating thereto.

fied to act in Town Meetings in Arlington, the Town Meet- ing Members met at the Robbins Memorial Town Hall in said Town on Monday, November 15, 1937 at 8:00 in the evening.


Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney.


The check lists filed with the Town Clerk at the close of the meeting showed that one hundred and forty-nine members attended the meeting.


The Moderator called the meeting to order at 8:20 P. M.


One Town Meeting Member not previously sworn was sworn by the Moderator.


Mr. Estabrook requested that Selectman Lowe, the Secretary of the Board of Selectmen, Mr. Golden, and the Town Counsel, Mr. White, be allowed to sit with him.


The Town Clerk read the call and the Constable's re- turn of the warrant, the reading of the remainder of the warrant was waived by consent of the meeting.

thousand twenty-five (5,025) dollars be taken from free cash now in the treasury; that for the amount of seven thousand forty-eight (7,048) dollars for Works Progress Administration projects and the amount of seven thousand two hundred (7,200) dollars for employment of the poor on useful projects, stated in items (f) and (g), together amounting to fourteen thousand two hundred forty-eight (14,248) dollars, the Treasurer, with the approval of the Selectmen be and hereby is authorized to borrow the sum of fourteen thousand two hundred forty-eight (14,248) dol- lars, and to issue a note or notes of the Town therefor, all under and in accordance with the provisions of Chapter 49 of the Acts of 1933 as most recently amended by Chapter 281 of the Acts of 1936; and that all said appropriations be expended under the direction of the Board of Selectmen. If the entire amount appropriated for Works Progress Ad- ministration projects is not required for such purpose, any remaining balance thereof shall, so far as permitted by law, be expended for employment of the poor on useful projects under the direction of the Board of Selectmen.

Article 3 taken up. (Removal of Snow and Ice.)

Voted: That the Board of Selectmen be and hereby is directed, under the provisions of Section 3 of Chapter 43A of the General Laws to review, and, if need be, wholly or partly revise, the boundaries of the voting precincts of the Town in December of this year ; that the sum of one hundred (100) dollars be and hereby is appropriated for the use of said Board for this purpose ; and that said sum be taken from free cash now in the treasury.


Mr. Donovan, of Precinct 2, offered an amendment, which was duly accepted, to add after "this year" the words, "to be restricted in effect to Precincts 6 and 8 and 9 and 11", and being put to a vote it was carried ; and

By a standing vote 119 voting in the affirmative and 16 in the negative (more than the necessary two-thirds) Messrs. Washburn, Donovan and Cutler acting as tellers ; it was


Voted: That the establishment of exterior lines of a way from Appleton Street westerly to the dedicated portion of Rublee Street, as made and reported by the Joint Board of Selectmen and Board of Public Works and more particu- larly described in Article 6 of the Warrant, be and hereby is accepted, said lines established and said Joint Board author- ized to take land for the purpose; that the sum of two hun- dred twenty and 42/100 (220.42) dollars be appropriated for the purpose, including land damages; and that said sum be taken from free cash now in the treasury and expended under the direction of said Joint Board.

In connection with the proposed modification or amend- ment to the Town's "Zoning By-Law" so-called, relating to the area which lies between the southeasterly side of Spy Pond and the Concord Turnpike, near the junction of Lake

Street and the Concord Turnpike, as more particularly set forth in Article #7 of the Warrant for the meeting of No- vember 15, 1937, the Planning Board reports as follows :


The said Board received a petition for the said proposed modification or amendment on November 2, 1937.


The said Board held a public hearing upon the matter of such proposed amendment at the hearing room in the Robbins Memorial Town Hall on November 8, 1937, public notice of which hearing was first given by publication in the Arlington Advocate of November 4, 1937 and the Arl- ington News of November 5, 1937, copies of which notices are attached hereto.


The area under consideration has been in a residence zone since the adoption of the Zoning By-Law and Map in 1924. The development surrounding and overlooking this lo- cation has been entirely of a residential character. A change as requested would result in this property being made avail- able for any form of business use which use would be of a character entirely different from that possible on the con- tiguous land. The area under consideration is a part of a section of high scenic value and if not developed in conform- ity with this section will seriously impair the appearance and probably the best future development of this part of the Town. In view of the preceding and the established pol- icy of the Planning Board with respect to development along this Highway and the strongly expressed opposition of those now living in the immediate neighborhood, together with opposition from representatives of other precincts and civic organizations, it is recommended that no change be made.
