Street construction projects remaining from 1936 have all been completed, except for sidewalk construction on one of them.


The Board again encountered unusual conditions in many instances while all of these streets were being con- structed, yet would be remiss in its duty in failing to take this opportunity to publicly commend all who were engaged in this work for the sincere cooperation they gave in solving many of the difficulties in an attempt to speed up operations.


STREET LIGHTING


The Street Lighting schedule has continued as in past years and additional lights have been installed on public and private ways where required.


SIDEWALKS AND EDGESTONES


The policy adopted several years ago to follow a pro- gressive program in supplying property owners on public ways with permanent walks and a continuous line of curb- ing, was again carried out this year by the Board as a Works Progress Administration project. The sum of five thousand (5,000) dollars was appropriated for this work at the Annual Town Meeting and, as was true in other years, there was a substantial saving to the property owners.

The Board, sitting as the Board of Survey, gave its approval to the following plans presented during the year for consideration :

The streets numbered 1 to 8 inclusive, comprise the area now being developed on the southerly side of Hutchinson Road opposite the Winchester Country Club and formerly known as the F. Augustus Peirce property. The streets num- bered 9 to 11 inclusive, comprise a portion of the area in the Morningside section of the Town. The street numbered 12 is located within the area on the westerly side of Pleasant Street, between Gray Street and Norfolk Road, and former- ly known as the Schouler property.


Tentative approval was also given to the plan of Michael Street in the Silk development.


It was brought to the Board's attention in the latter part of December that the laying out and construction of a State highway from Arlington to Lowell had been advanced to the second position in the proposed work schedule for 1938. It appeared the matter would become quite active again in the near future and, as the proper construction of this highway has always seemed to the Board to be of major importance as far as Arlington is concerned, it participated in a conference with the members of the Planning Board at which Senator Richardson and Representatives Crosby and Gott were invited to appear. After discussing the mat- ter at length, it was the unanimous opinion of the members of both Boards that they should be recorded as being op- posed to the expenditure of any funds in the construction of this roadway until such time a satisfactory plan has been

completed for its continuation in a southerly direction from Maple Street in the Town of Lexington to the City of Bos- ton. Letters to this effect have been forwarded to Senator Richardson, Representatives Crosby and Gott and the Com- missioner of the State Department of Public Works. It should be remembered that the route through the Town of Arlington is a matter of vital importance and any layout to be adopted should be advantageous to the Town as a whole and the continuation of this highway should be made at a point where a minimum amount of property damage would result and as small a rearrangement as possible of existing streets required. To the solution of this problem, if there is a solution, the Board intends to devote its best efforts dur- ing the next few months when it believes the matter will be presented at the next session of the Legislature for con- sideration. The Board hopes for and expects the assistance and cooperation of the several departments of the Town, the Senator and Representatives of this district and all of the civic organizations interested in our Town affairs.


ITEMS OF GENERAL INTEREST


Appleton Street westerly from Rhinecliff Street to Or- tona Street a distance of approximately one thousand (1000) feet, has been reconstructed under the provisions of Section 34 of Chapter 90 of the General Laws; the State, County and Town sharing in the expense of this improvement.


The New England Telephone and Telegraph Company of Massachusetts, the Boston Edison Company and the Bos- ton Elevated Railway Company have filed during the year various petitions for permission to locate, relocate and re- move poles in and from the public ways of the Town and attach all necessary wires and fixtures thereto. Hearings have been held when required by law and necessary orders adopted.


The Arlington Gas Light Company has been given per- mission to install gas mains in various public ways on peti- tion.

The Board has discussed on several occasions with the Board of Selectmen of the Town of Belmont the matter re- lating to an alteration of the present boundary line between the Towns of Arlington and Belmont and proposals devised by our Board have been presented to the Board of Select- men of the Town of Belmont where they rest for its ap- proval.


The Board in this report of its activities desires to ex- press its grateful appreciation for the genuine and whole- hearted cooperation demonstrated at all times by the entire personnel of the departments within its jurisdiction, not excepting those engaged in Works Progress Administration work carried out under its supervision, who in so many ways have assisted in its accomplishments.

REPORT OF THE TOWN ENGINEER


To the Honorable Joint Board of Selectmen


and Board of Public Works Arlington, Mass.


Gentlemen :


I herewith submit my annual report as Town Engineer for the year ending December 31, 1937.


The Engineering Department has furnished all surveys and plans requested by the various other Town Depart- ments, Boards, and Committees, all new underground struc- tures have been located and plans drawn recording the lay- out; new streets, curb, sidewalk and sewer assessments have been levied; Boston Edison Company conduit installa- tion in Mass. Avenue from Mill Street to Grove Street was supervised; reconstruction estimates were furnished for 11 streets, final plans were completed for change in Town and City Line between Arlington, Belmont, and Cambridge; 130 lots were staked in Mt. Pleasant Cemetery; many studies were made for proposed sewer, water, and storm drain ex- tensions ; taking plans were made of 6 Park areas, construc- tion plans were made for 11 new street projects; studies were made of two proposed sites for Filling Stations, four surveys were checked for Land Court plans and a number of plans were furnished the Legal Department.


A comparison of work between 1935, 1936, and 1937 will readily show the increase in practically every branch of the service rendered by this department.
