Report of the Board of Selectmen
To The Citizens of Arlington: 1
The Board ofSelectmen herewith submits its report for the year ending December 31, 1949.
At the annual town election held March 7, 1949, Marcus L. Sorenson was elected a member of the Board of Select- men for a term of three years. At a recount held on March 19, 1949, this election was validated. The Board organized at its meeting on March 23rd, with Joseph Peterson as Chairman. During the year fifty-two regular meetings and eleven special meetings were held.
Embodied in this edition of the town report will be found detailed reports of the departments functioning under the Board of Selectmen, so the Board will not set forth herein the routine of business which transpired during the year. General comment follows on a portion of the more im- portant matters acted upon.
FIRE DEPARTMENT
Richard D. Tierney was appointed Chief on Feb. 21, 1949. He had been serving as acting-Chief since the re- tirement of former Chief Daniel B. Tierney on April 26, 1948.
Chief Tierney, on March 6, 1949, announced the perma- nent appointments of Thomas H. Egan and Bartholomew J.McGreevy as Deputy Chiefs, and Harry Cooper and Robert J. Mahoney as Captains.
On June 5, 1949, Chief Tierney advised that Captain Lorne S. McEwen had been advanced to Deputy Chief, Lieutenant George J. W. Kenney advanced to Captain, Private Harold C. O'Leary advanced to Lieutenant.
Private John F. Shaw was retired on Sept. 25, 1949, due to disability.
In February of this year, Chief Tierney took delivery of a Seagrave quintuplet combination aerial ladder, pumper and hose wagon, quartered at the Park Circle Station. Contract for this apparatus was placed in June, 1946, at a price of $16,000., but due to restrictions and shortages of materials, the Seagrave Company was unable to make delivery until this year. The cost of this apparatus at the time of delivery was approximately $39,000, so the town is indeed fortunate in owning this at the contract price of $16,000.00.

POLICE DEPARTMENT
Serious traffic congestion still exists in Arlington center and its approaches. Chief Bullock has made various traffic counts on heavily travelled thoroughfares adjacent to the center. In one of these counts, he ordered all cars stopped and the drivers questioned to determine their points of departure and their destinations. This information was forwarded to both the Board of Selectmen and the Planning Board. A study is being made in hope of solution. Various state Boards have been consulted in the expectation that they will assume part of the responsibility in the solving of this problem including its expense.
Effective March 13, 1949, Sergeant Ferdinand A. Lucarelli was appointed Lieutenant.
On June 12, 1949, Officer James F. Ryan was advanced to Sergeant, and on August 21, Officer George H. Fitzgibbon was made Sergeant.
Sergeant Harold F. Pick was retired on August 7, 1949, because of accidental disability.
VETERANS HOUSING
The Arlington Housing Authority, as provided under the Veterans' Housing Act (Chap. 200 of Acts of 1948) appointed upon authorization of the Special Town Meeting held on June 28, 1948, was succeeded by the new board, elected at the Annual Election on March 7, 1949.
The Authority, on May 31, 1949, notified the Board of Selectmen regarding its intention to make an order of taking by eminent domain of land on North Union, Fremont and Gardner Streets, for the Veterans' Housing Project, and advising that, as security in addition to the contract with the state for financial assistance, the authority is setting aside a sum of $42,734.72 for the purpose of land acquisition. The Board of Selectmen forwarded to the Arlington Housing Authority its approval of this security pursuant to the provision of General Laws, Chap. 79, Sect. 40.
WELFARE
Mr. George V. Morse was appointed welfare agent as of January 31, 1949. He replaced Mr. Clifford W. Cook who transferred on January 1, 1949 to the town of Brookline as stated in the previous year's report.
The upward trend in welfare is a sourse of great concern.

REPORT OF THE BOARD OF SELECTMEN
Following are the 1949 increases in case loads as compared with those of 1948: Aid to Dependent Children, approx- imately 50%; Old Age Assistance, 13% General Welfare Aid, 38%.
During the year, legislation was enacted over which the town has no control; this legislation provided additional monthly grants of $4.00 per case for leisure time allowance on Old Age Assistance. Also there are more cases now eligible, as applicants are now allowed to possses increased amounts in bank accounts and insurance policies. In addition, a new law provides for increased hospital allowances.
REVISION OF VOTING PRECINCTS
Pursuant to the Provisions of Section 3 of Chapter 43A of the General Laws, the Board reviewed the boundaries of the voting precincts of the town. After careful review of same, the Board caused but minor changes, as follows:
A slight change between the boundaries of Precincts 11 and 13, but saw no need for changes between precincts 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 12 and 14.
That precinct 6, by reason of the proportion which the number of registered voters therein bear to the total number of registered voters in the town, the total number of town meeting members shall be reduced from 18 to 15. That precinct 14, by the same reason, the total number of town meeting members shall be increased from 18 to 21.
That there be no need for changes in town meeting membership in Precincts 1, 2, 3, 4, 5, 7, 8, 9, 10, 11, 12 and 13.
GENERAL
On January 3, 1949, in accordance with the provisions of Sect. 14, Chap. 41, of the General Laws, the Board appointed Mr. James J. Golden for the performances of the duties of Town Clerk until the next annual election. This vacancy was caused by the death of Mr. Earl Ryder, as noted in the previous annual report. Mr. Golden also served as Executive Secretary of the Board of Selectmen until his successor was appointed. This latter position Mr. Golden has filled most admirably from April 1933.
Mr. Frank K. Nicksay was appointed as executive secretary to the Board, effective Oct. 10, 1949. The Board is fortunate to have attained the services of Mr. Nicksay,

as he is well qualified, coming to us from the Engineering Department of the Town of Arlington.
During 1949, a verdict was reached in court on the controversial issue of the "Pierce and Winn" property. This item will be fully explained in the Town Counsel's report.
Mr. Dennis I. Donahue resigned from the Board of Registrars of Voters on Jan. 24, 1949. Mr. Ernest Hessel- tine, Jr., 38 Russell St., was appointed to serve the re- mainder of Mr. Donahue's term of appointment ending March 31, 1950.
Mr. Harold A. Cahalin, 63 Winchester Road, was re- appointed a member of The Contributory Retirement Board for a term of 3 years, beginning September 1, 1949, pursuant to the provisions of Clause "B," Paragraph 4, Sect. 20, Chap. 32 of The General Laws.
During the year, two new committees were created. The first, The Military Manpower Commission, on May 23, 1949, with Mrs. Grace M. Kingman, 21 Gould Road, as chairman. The second, a committee formed on Nov. 17, 1949, for the Celebration of the 175th Anniversary of Patriots' Day, with Mr. William Batchelor, Commander of the local post of V. F. W., as chairman.
The Dept. of Public Utilities, Commonwealth of Mass., notified the Board on Dec. 16, 1949, that after a public hearing held on Nov. 1, 1949, the Boston and Maine R.R. was ordered to cause to be installed and thereafter operated and maintained, as a warning signal for all track move- ments, automatic light signals with pedestrian bell at its crossing on Mill Street, Arlington, thereby dispensing with the manually operated gates.
