Article 39. To see if the Town will vote that the land now owned by the town and in use under the jurisdiction of the Board of Park Commissioners, on Summer Street and Forest Street, shall be named and known as the "Daniel P. Barry Plaground" in honor of the late Lieutenant Daniel P. Barry; or take any action relating thereto.

Article 40. To see if the Town will make an appropria- tion of Thirty Five Hundred ($3500.) dollars to be ex- pended under the direction of the Wire Department for the purpose of furnishing adequate Christmas Lighting at the Heights, Center and East Arlington, in conjunction with the efforts of the Arlington Chamber of Commerce. Said light- ing to be erected annually for a thirty day period from De- cember 2 through January 1; determine in what manner the money shall be raised or take any action relating thereto for the beautification of the Town at Christmas Time.

Article 41. To see if the Town will authorize the Board of Park Commissioners to allow the Lt. Stanley G. Benner Detachment, Marine Corps League, Arlington, Mass., to erect a tablet on suitable land under the jurisdiction and control of the Park Commissioners. This tablet to be in memory of all Marines from Arlington who died in the service of our country during World War II.

Article 42. To see if the Town will authorize taking a sum of money voted for the appropriations heretofore made at this Town Meeting under this Warrant, and not voted to be borrowed, from any available funds in the treasury and will authorize the Assessors to use free cash in the treasury in any available funds to that amount in the determination of the 1949 tax rate.


And you will notify and warn the voters of the Town of Arlington to meet at the times and places herein specified by leaving at every dwelling house in the Town a printed copy of this Warrent, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the fourteen precincts of the Town, seven days at least before the day of said meeting for the election of officers.


Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk before the day of said meeting.

By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the times and places and for the purposes herein specified by causing a printed attested copy of said warrant to be left at every dwelling house in the town previous to the day of the meeting for the election of officers and by posting an attested copy of said warant at the doors of the Town Hall and in two or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before the day of said meeting. A notice of the times, places and objects of the meetings was published in the local papers.

ARLINGTON TOWN REPORT


ANNUAL TOWN MEETING


Arlington, March 7, 1949.


In pursuance of the foregoing Warrant the legal voters of the Town of Arlington met in their respective voting places in said Town on Monday, the seventh day of March in the year of our Lord one thousand nine hundred and forty-nine at seven o'clock in the forenoon.


The following places were designated as the voting places for the various precincts.


Precinct One in the Crosby School Building, entrance on Winter Street; Precincts Two and Four in the Hardy School Building, entrance on Lake Street; Precincts Three and Five in the Junior High School Building, East, entrance on Tufts Street; Precincts Six and Eight in the Town Hall; Precincts Seven and Nine in the Russell School, Precinct Seven, en- trance on Medford Street; Precinct Nine, entrance on Mystic Street; Precincts Ten and Twelve in the Cutter School Build- ing, entrance on Robbins Road; Precinct Eleven in the High- land Hose House, entrance on Massachusetts Avenue; Pre- cinct Thirteen in the Peirce School Building, entrance on Park Avenue North, Heights; Precinct Fourteen in the Locke School Building, entrance on Park Avenue, Heights.


The election officers, having been duly appointed by the Selectmen, and sworn to the faithful performance of their duties, were assigned to the various precincts.


The necessay ballots prepared for each precinct and all other paraphernalia for the proper conduct of the election was supplied by the Town Clerk and turned over to the of- ficers of the various precincts.


The polls were declared open in each precinct at seven o'clock in the morning and remained open until eight o'clock in the evening, at which time, after due notice, they were de- clared closed.


The ballots were counted by the election officers and en- cased in boxes, which were locked and sealed, and the same delivered by direction of the Town Clerk to the Police Station where they were placed under police guard until after the expiration of the time within which a petition for recount might be filed.


The returns and keys to the ballot boxes from each pre- cinct were turned over to the Town Clerk and with the assis- tance of the Registrars of Voters, the returns were canvass- ed and the résult announced.

Arlington, March 19, 1949


Petitions for a recount of the votes cast on March 7, 1949, for Selectman and member of the Board of Public Works were filed with the Town Clerk, in accordance with the pro- visions of law.


Accordingly, a recount was held March 19, 1949, in the auditorium of Robbins Memorial Town Hall, and was called to order by Timothy J. Buckley, Chairman of the Registrars of Voters, at 9:45 A. M.


The recount was conducted by the Registrars of Voters, assisted by the following, each of whom was sworn to the faithful performance of his duties :

ARLINGTON TOWN REPORT


ANNUAL TOWN MEETING


Arlington, March 21, 1949


Pursuant to the Warrant of the Selectmen served accord- ing to law upon the inhabitants of the Town of Arlington by a Constable of said Town, notices having been sent by mail by the Town Clerk at least seven days before the day of meeting to the Town Meeting Members elected and qualified to act in Town Meetings in Arlington, and advertised in the local newspapers, the Town Meeting Members met in the Robbins Memorial Town Hall on Monday evening, March 21, 1949. The Warrant calling the meeting was the notice sent by mail by the Town Clerk.


Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney. The lists contained the names of two hundred and fifty-three Town Meeting Members.


The Check Lists filed with the Town Clerk at the close of the meeting showed that two hundred and thirteen mem- bers and ten members-at-large attended the meeting.


Philip H. Burt, stenographer, was sworn by the Town Clerk to the faithful performance of his duties ...


The meeting was called to order at 8:00 P.M. by the Mod- erator, Mr. Ernest W. Davis, who declared a quorum pres- ent.


The Town Meeting Members, not previously sworn, were sworn by the Moderator.


There being no objection to the request of Selectman Peterson, permission was granted Mr. Purcell of the Board of Selectmen; Mr. Wallace of the Board of Public Works; Messrs. Hauser and Sampson of the Board of Assessors; Messrs. O'Reilly, Fish, Spence, Wise, Halpin, Farrow, Rob- son and Phinney of the Finance Committee, and Mr. Smith, Executive Secretary of the Finance Committee, to sit with him during the meeting.
